Taxation in Bulgaria
Taxes in Bulgaria are collected on both state and local levels. The most important taxes are collected on federal level, these taxes include an income tax, social security, corporate taxes and value added tax. On local level property taxes as well as various fees are collected. All income earned in Bulgaria is taxed on a flat rate of 10%. Employment income earned in Bulgaria is also subject to various social security insurance contributions. In total the employee pays 12.9% and the employer contributes what corresponds to 17.9%. Corporate income tax is also a flat 10%. Value-Added Tax applies at a flat rate of 20% on virtually all goods and services. A lower rate of 9% applies on only hotel services.
Bulgarian state taxes are administered by the National Revenue Agency (NRA). The National Assembly has the power to lay and collect Taxes, Duties, Imposts, and Excises. The municipal council shall determine the rate of local taxes.
History
Taxation in Bulgaria has shifted depending on which government was in control. During the First Bulgarian Empire taxes were paid in kind while during the Second Bulgarian Empire taxation was monetary. Under the Ottoman control of Bulgaria, Christian citizens were subject to a tax called the dhimmi, levied by the Ottoman authority. During the socialist period of planned economy, taxation was similar to that of the rest of the Soviet, often with a turnover tax and taxes on government run businesses. After the end of the soviet era, large privatization took place and the turnover tax was replaced with an ordinary Value-Added Tax.

Bulgaria (
i/bʌlˈɡɛəriə/, /bʊlˈ-/; Bulgarian: България, tr. Bǎlgarija, IPA: [bɐɫˈɡarijɐ]), officially the Republic of Bulgaria (Bulgarian: Република България, tr. Republika Bǎlgarija), is a country in southeastern Europe. It is bordered by Romania to the north, Serbia and Macedonia to the west, Greece and Turkey to the south, and the Black Sea to the east. With a territory of 110,994 square kilometres (42,855 sq mi), Bulgaria is Europe's 16th-largest country.
Organised prehistoric cultures began developing on Bulgarian lands during the Neolithic period. Its ancient history saw the presence of the Thracians and later the Persians,Greeks and Romans. The emergence of a unified Bulgarian state dates back to the establishment of the First Bulgarian Empire in 681 AD, which dominated most of the Balkans and functioned as a cultural hub for Slavs during the Middle Ages. With the downfall of the Second Bulgarian Empire in 1396, its territories came under Ottoman rule for nearly five centuries. The Russo-Turkish War (1877–78) led to the formation of the Third Bulgarian State. The following years saw several conflicts with its neighbours, which prompted Bulgaria to align with Germany in both world wars. In 1946 it became a one-party socialist state as part of the Soviet-led Eastern Bloc. In December 1989 the ruling Communist Party allowed multi-party elections, which subsequently led to Bulgaria's transition into a democracy and a market-based economy.

The 2007 European election was Bulgaria's first since joining the European Union on 2007-01-01 and was held on 2007-05-20.
The top two parties scored 5 seats each; Citizens for European Development of Bulgaria and Bulgarian Socialist Party, followed by the Movement for Rights and Freedoms with four, Ataka with three, and National Movement Simeon II (NDSV) with one. It was considered likely that the result of the election would cause a major political crisis in Bulgaria, due to the expected weak results of the National Movement.

Bulgaria (Russian: Булга́рия, tr. Bulgariya) was a class 785/OL800 Russian river cruise ship (built in Komárno, Czechoslovakia) which operated in the Volga-Don basin. On 10 July 2011, Bulgaria sank in the Kuybyshev Reservoir of the Volga River near Syukeyevo, Kamsko-Ustyinsky District, Tatarstan, Russia, with 201 passengers and crew aboard when sailing from the town of Bolgar to the regional capital, Kazan. The catastrophe led to 122 confirmed deaths (bodies recovered and identified).
The sinking of Bulgaria is the largest Russian ship disaster since 1986 when the SS Admiral Nakhimov crashed into a cargo ship and 423 people died.

Bulgaria was built at Slovak shipyard in Komárno, Czechoslovakia, in 1955 as Ukraina, and was renamed in February 2010 to Bulgaria after the Volga Bulgaria. Her length was 80.2 metres (263 ft), her beam was 12.5 metres (41 ft), her draft was 1.9 metres (6.2 ft), and her power output was 273 kilowatts (366 hp). She had two engines and two decks. Her cruising speed was 20.5 kilometres per hour (12.7 mph; 11.1 kn), and her original passenger capacity was 233 (then reduced after overhaul).

"No way": Bulgarian shipping CEO denies his crew severed undersea cable on purpose
Two NATO ships departed Copenhagen, Denmark on Monday to patrol the Baltic Sea after an undersea fibre optic cable between Sweden and Latvia was cut over the weekend. The ships are part of “Baltic Sentry,” an operation to protect critical infrastructure following a string of incidents in which power cables, telecom links and gas pipelines have been damaged amid Russia’s ongoing invasion of Ukraine. Two NATO ships departed Copenhagen, Denmark on Monday to patrol the Baltic Sea after an undersea fibre optic cable between Sweden and Latvia was cut over the weekend.
The ships are part of “Baltic Sentry,” an operation to protect critical infrastructure following a string of incidents in which power cables, telecom links and gas pipelines have been damaged amid Russia’s ongoing invasion of Ukraine.
The Bulgarian shipping company Navigation Maritime Bulgare denies its ship’s crew intentionally severed the cable.
“The ship was sailing in very bad weather conditions,” said CEO Aleksandar Kalchev.
“It is possible that the ship had caused the problem with the cable. But in my opinion, there is absolutely no way that we’re talking an act of sabotage or whatever action on behalf of our crew.”
Latvian Prime Minister Evika Silina said Sunday the country was cooperating “closely” with Sweden and NATO to investigate the incident and help protect critical infrastructure.

Exactly two years after the regular parliamentary election, on April 2nd, 2023, Bulgarians were called to the polls for the fifth time in a row to elect the representatives of the National Assembly. Since April 2021, due to the absence of sufficient electoral support and political will, all attempts failed to result in a long-term governing coalition.
Our guest expert, Dr. Mariyan K. Sabev from the Center for the Study of Democracy explains that the narrow victory of former prime minister Boyko Borisov’s right-wing GERB—SDS was no surprise for Bulgarians. However, the conservative alliance secured only 5 parliamentary seats more vis-à-vis the liberal-conservative electoral coalition of We Continue the Change and Democratic Bulgaria, headed by ex-premier Kiril Petkov. The anti-status quo ITN and the far-right Revival seem to be the biggest winners by gaining 11 and 10 mandates more, respectively, compared to the previous election. Consequently, the Bulgarian party system remains fragmented, our guest analyst says.
None of the political parties believed that this election would bring any significant change to Bulgarian politics, therefore, they did not invest considerable efforts in the campaign. Nevertheless, Mr. Borisov has become a very important balancing figure as most of his strongholds (small and midsize municipalities) are still in place, even if he did not manage to enlarge his electoral base. On the other hand, the two big cities, Sofia and Polvdiv, remain the supporters of the new political parties, whereas the country's ethnic/religious minorities and Bulgarians living in Türkiye normally vote for DPS. Our guest expert adds that the only real change the April 2023 election brought was the debuting of the recently modified voting mechanism that introduced a mixed system of digital and paper-based methods.
Dr. Sabev concludes that the country’s political crisis remains constant as long as the Bulgarians as a nation keep being more divided then ever before.

This time, the Votes & Seats podcast analysis of the MCC Center for Political Science endeavors to give an insight into Bulgaria’s third attempt in 2021 to elect a parliament as no party or alliance was able to form a government after the April and July ballots. Bulgarian international relations analyst and OSCE elections expert, Neli Kirilova* helped us analyze the results and the background of the ballots from a local perspective.
Launched just two months before the election, the centrist anti-graft party We Continue the Change (PP) won the most seats with 25.7% of the votes, and has started negotiations to form a government after its surprise victory. According to Ms. Kirilova, the support of the other protest parties will not be enough for PP to form a solid majority, however, a possible collaboration with the socialist BSP would question the credibility of all the anti-graft formations that were founded in recent years with the very aim to remove the old political elite of Bulgaria from power. The elections expert highlighted that while by the first round of the legislative election, the 2020 anti-corruption demonstrations led to the defeat of the ruling center-right GERB party, the atmosphere of protests was not able to gain a new momentum after the unsuccessful government formation attempts during the spring and the summer of 2021.
The first round of the country’s presidential election took place on the same day as the legislative one, however, as no candidate was able to receive a majority of the vote, a runoff was held on 21 November, with incumbent head-of-state Rumen Radev being able to win against university professor Anastas Gerdzhikov.

This time, the Votes & Seats podcast analysis of the MCC Center for Political Science endeavors to give an insight into Bulgaria’s third attempt in 2021 to elect a parliament as no party or alliance was able to form a government after the April and July ballots. Bulgarian international relations analyst and OSCE elections expert, Neli Kirilova* helped us analyze the results and the background of the ballots from a local perspective.
Launched just two months before the election, the centrist anti-graft party We Continue the Change (PP) won the most seats with 25.7% of the votes, and has started negotiations to form a government after its surprise victory. According to Ms. Kirilova, the support of the other protest parties will not be enough for PP to form a solid majority, however, a possible collaboration with the socialist BSP would question the credibility of all the anti-graft formations that were founded in recent years with the very aim to remove the old political elite of Bulgaria from power. The elections expert highlighted that while by the first round of the legislative election, the 2020 anti-corruption demonstrations led to the defeat of the ruling center-right GERB party, the atmosphere of protests was not able to gain a new momentum after the unsuccessful government formation attempts during the spring and the summer of 2021.
The first round of the country’s presidential election took place on the same day as the legislative one, however, as no candidate was able to receive a majority of the vote, a runoff was held on 21 November, with incumbent head-of-state Rumen Radev being able to win against university professor Anastas Gerdzhikov.

Travel Documentary, Bulgaria 2024. 🇧🇬 Bulgaria is a country that’s often MISUNDERSTOOD, OVERSHADOWED by stereotypes that don’t capture its true essence. Located in Southeast Europe, bordered by Romania, Serbia, North Macedonia, Greece, Turkey, and the Black Sea, Bulgaria is home to over 6 million people. While it faces challenges, including being the poorest nation in the European Union, it’s a place rich in history, culture, and hospitality.
Join us as we journey through Sofia, Bulgaria's vibrant capital. The city is a fascinating mix of Ottoman, Soviet, and European influences, and we begin our exploration with a surprising ride on the efficient metro system. We stroll through Zhenski Pazar, one of Sofia’s oldest markets, and witness the multicultural society that gives the city its unique character. The Roma community, often marginalized, plays a vital role in Sofia’s culture, adding color and life to the city’s streets.
Beyond Sofia’s landmarks, like the Alexander Nevsky Cathedral, the Bulgarian Parliament, the National Palace of Culture or Vitosha Boulevard, we venture into neighborhoods where Soviet-era apartment blocks ("panelki") still house the majority of Bulgarians, giving us a real insight into everyday life.
No trip to Bulgaria would be complete without tasting its delicious food. We visit local cafés and restaurants in search of Bulgarian cuisine (shopska, kachamak, sarma kaltsanitsa, palačinke, etc.).
Yes, the challenges Bulgaria faces are undeniable. With an average monthly salary around 600 euros, emigration is a growing issue as many young Bulgarians seek better opportunities abroad. The country is shrinking rapidly, with its population decreasing. But Bulgarians continue to fight for a brighter future! Although Bulgaria’s past as a communist state still affects its present, it is slowly finding its place in the European Union.
For those willing to dig a little deeper, Bulgaria offers heart-warming experiences and encounters that redefine what it means to travel in Europe.

Two NATO ships departed Copenhagen, Denmark on Monday to patrol the Baltic Sea after an undersea fibre optic cable between Sweden and Latvia was cut over the weekend.
The ships are part of “Baltic Sentry,” an operation to protect critical infrastructure following a string of incidents in which power cables, telecom links and gas pipelines have been damaged amid Russia’s ongoing invasion of Ukraine.
The Bulgarian shipping company Navigation Maritime Bulgare denies its ship’s crew intentionally severed the cable.
“The ship was sailing in very bad weather conditions,” said CEO Aleksandar Kalchev.
“It is possible that the ship had caused the problem with the cable. But in my opinion, there is absolutely no way that we’re talking an act of sabotage or whatever action on behalf of our crew.”
Latvian Prime Minister Evika Silina said Sunday the country was cooperating “closely” with Sweden and NATO to investigate the incident and help protect critical infrastructure.

Taxation in Bulgaria
Taxes in Bulgaria are collected on both state and local levels. The most important taxes are collected on federal level, these taxes include an income tax, social security, corporate taxes and value added tax. On local level property taxes as well as various fees are collected. All income earned in Bulgaria is taxed on a flat rate of 10%. Employment income earned in Bulgaria is also subject to various social security insurance contributions. In total the employee pays 12.9% and the employer contributes what corresponds to 17.9%. Corporate income tax is also a flat 10%. Value-Added Tax applies at a flat rate of 20% on virtually all goods and services. A lower rate of 9% applies on only hotel services.
Bulgarian state taxes are administered by the National Revenue Agency (NRA). The National Assembly has the power to lay and collect Taxes, Duties, Imposts, and Excises. The municipal council shall determine the rate of local taxes.
History
Taxation in Bulgaria has shifted depending on which government was in control. During the First Bulgarian Empire taxes were paid in kind while during the Second Bulgarian Empire taxation was monetary. Under the Ottoman control of Bulgaria, Christian citizens were subject to a tax called the dhimmi, levied by the Ottoman authority. During the socialist period of planned economy, taxation was similar to that of the rest of the Soviet, often with a turnover tax and taxes on government run businesses. After the end of the soviet era, large privatization took place and the turnover tax was replaced with an ordinary Value-Added Tax.

Exactly two years after the regular parliamentary election, on April 2nd, 2023, Bulgarians were called to the polls for the fifth time in a row to elect the representatives of the National Assembly. Since April 2021, due to the absence of sufficient electoral support and political will, all attempts failed to result in a long-term governing coalition.
Our guest expert, Dr. Mariyan K. Sabev from the Center for the Study of Democracy explains that the narrow victory of former prime minister Boyko Borisov’s right-wing GERB—SDS was no surprise for Bulgarians. However, the conservative alliance secured only 5 parliamentary seats more vis-à-vis the liberal-conservative electoral coalition of We Continue the Change and Democratic Bulgaria, headed by ex-premier Kiril Petkov. The anti-status quo ITN and the far-right Revival seem to be the biggest winners by gaining 11 and 10 mandates more, respectively, compared to the previous election. Consequently, the Bulgarian party system remains fragmented, our guest analyst says.
None of the political parties believed that this election would bring any significant change to Bulgarian politics, therefore, they did not invest considerable efforts in the campaign. Nevertheless, Mr. Borisov has become a very important balancing figure as most of his strongholds (small and midsize municipalities) are still in place, even if he did not manage to enlarge his electoral base. On the other hand, the two big cities, Sofia and Polvdiv, remain the supporters of the new political parties, whereas the country's ethnic/religious minorities and Bulgarians living in Türkiye normally vote for DPS. Our guest expert adds that the only real change the April 2023 election brought was the debuting of the recently modified voting mechanism that introduced a mixed system of digital and paper-based methods.
Dr. Sabev concludes that the country’s political crisis remains constant as long as the Bulgarians as a nation keep being more divided then ever before.

This time, the Votes & Seats podcast analysis of the MCC Center for Political Science endeavors to give an insight into Bulgaria’s third attempt in 2021 to elect a parliament as no party or alliance was able to form a government after the April and July ballots. Bulgarian international relations analyst and OSCE elections expert, Neli Kirilova* helped us analyze the results and the background of the ballots from a local perspective.
Launched just two months before the election, the centrist anti-graft party We Continue the Change (PP) won the most seats with 25.7% of the votes, and has started negotiations to form a government after its surprise victory. According to Ms. Kirilova, the support of the other protest parties will not be enough for PP to form a solid majority, however, a possible collaboration with the socialist BSP would question the credibility of all the anti-graft formations that were founded in recent years with the very aim to remove the old political elite of Bulgaria from power. The elections expert highlighted that while by the first round of the legislative election, the 2020 anti-corruption demonstrations led to the defeat of the ruling center-right GERB party, the atmosphere of protests was not able to gain a new momentum after the unsuccessful government formation attempts during the spring and the summer of 2021.
The first round of the country’s presidential election took place on the same day as the legislative one, however, as no candidate was able to receive a majority of the vote, a runoff was held on 21 November, with incumbent head-of-state Rumen Radev being able to win against university professor Anastas Gerdzhikov.
