In a brief and candid interview the UN SR, Maina Kiai, explains this relatively new and recent mandate, established by the United Nations in 2010 created in recognition of the need to assert the basic democratic rights to peaceful assembly, protest and association, that were being curtailed by states across the world, north and south, democracies and dictatorships.
He accepted that the United Nations label and mandate, with its historical background and some imbalances –even today the United Nations spends just 6 per cent of its budget on the promotion and protection of human rights – is a ‘work in progress’. However, it remains the one and only international body that is consistently evolving a framework to be able to speak to and with states on the evolution of standards for the protection of human rights in general and the rights to freedom of peaceful assembly, protest and association in particular. The reports and commentaries by the Special Rapporteurs are thoroughly researched and credible and if and when questions are put to states, this is a movement towards general accountability.
In this interview with Teesta Setalvad of Communalism Combat, taken after an Asia-wide interaction and consultation with activists and organisations, Maina Kiai spoke also of the further impact of this curtailing of this right to peaceful assembly and association across the world by the 10-15 year old phenomenon of ‘the dumbing down of the mainstream media”. This dumbing down has meant that the media was now more concerned with the glamorous and celebrity stories than any with deeper content. The media in a sense was betraying itself through this process, he opined, instead of keeping true and consistent with the basic ideals of democratic functioning, which is ‘Informing, Educating and Empowering.’ It is because of this abdication of the mainstream Media’s role worldwide that the fair amplification of human rights protests has been hampered.
On March 4, 2013, UN Special Rapporteur on Torture, the UN's top torture watchdog, warned nation states worldwide that forced psychiatric drugging and forced electroshock are against the spirit of international law. The Convention on the Rights of Persons with Disabilities is a new human rights convention that the United States has not yet ratified. Those who continue to advocate for involuntary psychiatry are on the wrong side of history. Human rights and equal treatment under law can be achieved in our time. Forced psychiatry is a human rights abuse.

Mohammad Javad Larijani says Ahmed Shaheed’s report on Iran is a number of baseless accusations leveled by supporters of terrorism. Shaheed in his most recent report has again accused Iran of human rights violations, including against women's rights. The rate of execution of drug traffickers is another part of his report. Larijani says these allegations are made by terrorist groups who have close ties with the UN Rapporteur and are described as human rights activists. He called Shaheed a media puppet, describing the appointment of a UN Special Rapporteur on Iran's human rights as politically-motivated and selective. Larijani stressed Iran is West Asia’s most democratic nation.

A UN human rights official has spoken out about what he says is the Japanese government's intervention in press independence and the public's right to know.
He cited Japan's attempts to remove from textbooks... content related to wartime sex slavery as an example of government censorship.

Tokyo shouldn't violate the Japanese public's right to know about the wartime atrocities that Tokyo committed during the Second World War.
That's according to David Kaye, UN special rapporteur on freedom of expression, who was speaking about the Japanese government's omission of its role in wartime sex slavery, or the so-called comfort women issue, from its textbooks.
According to the Sankei Shimbun Newspaper, Kaye said at a press briefing on Tuesday... that he felt the Japanese government had political motivations for removing the controversial content... and he said the government shouldn't be rewriting history.
Kaye highlighted the case of former Asahi Shimbun reporter Uemura Takashi, who said he was harassed for his reporting on Japan's sexual enslavement of Korean women.
During the briefing, Kaye voiced strong concerns about government censorship,... including what he called "serious threats" to the independence of the press.
He said he'd noticed evidence of "government exploitation" during his meetings with officials and journalists,... and that he'd been surprised by the widespread fear among the journalists who work under heavy pressure from local politicians to avoid sensitive topics.
Kaye cited "a weak system of legal protection, persistent government exploitation of a media lacking in professional solidarity."
He also warned that laws made to protect coverage fairness and national security could work as censorship.
Kaye will submit a full report with his observations to the UN Human Rights Council next year.

The UN Office of the High Commissioner for Human Rights has launched an investigation into drone strikes and will review resultant civilian casualties to determine whether the attacks constitute a war crime.
Ben Emmerson, a UN special rapporteur on human rights and counter-terrorism, formally launched the inquiry on Thursday, in response to requests from Russia, China and Pakistan.
"This is not an investigation into the conduct of any particular state. It's an investigation into the consequence into this form of technology," Emmerson told Al Jazeera.

Mexico rights groups seek UN special rapporteur on missing
Mexico’s Human Rights Commission has taken a petition to the UN, stating that the country has a “serious problem with disappearance”. A common political tactic used to silence political opponents in Mexico, the commission will demand an end to fifty years of impunity which has allowed political figures to arrange the abduction and secret murder of opponents. The issue has become a hot topic in the country since the Mexican government’s confirmation last week that the 43 students who disappeared last year are, quote, “dead”. While over twenty-three thousand Mexicans are officially listed as ‘missing people’, authorities are only actively searching for six hundred. Israeli officials refuse to grant a visa to the UN Special Rapporteur on violence against women, forcing her to cancel her official visit to the occupied territories. Rashida Manjoo was invited by Palestinian Authority officials on a fact-finding mission in the West bank and the Gaza Strip. Manjoo has said in a statement that the occupying power refused to cooperate with her despite repeated requests in the past six weeks to give her access to Palestinian territories. The reports and commentaries by the Special Rapporteurs are thoroughly researched and credible and if and when questions are put to states, this is a movement towards general accountability.
In this interview with Teesta Setalvad of Communalism Combat, taken after an Asia-wide interaction and consultation with activists and organisations, Maina Kiai spoke also of the further impact of this curtailing of this right to peaceful assembly and association across the world by the 10-15 year old phenomenon of ‘the dumbing down of the mainstream media”. This dumbing down has meant that the media was now more concerned with the glamorous and celebrity stories than any with deeper content. The media in a sense was betraying itself through this process, he opined, instead of keeping true and consistent with the basic ideals of democratic functioning, which is ‘Informing, Educating and Empowering.’ It is because of this abdication of the mainstream Media’s role worldwide that the fair amplification of human rights protests has been hampered.

A UN human rights official has spoken out about what he says is the Japanese government's intervention in press independence and the public's right to know.
He cited Japan's attempts to remove from textbooks... content related to wartime sex slavery as an example of government censorship.

Tokyo shouldn't violate the Japanese public's right to know about the wartime atrocities that Tokyo committed during the Second World War.
That's according to David Kaye, UN special rapporteur on freedom of expression, who was speaking about the Japanese government's omission of its role in wartime sex slavery, or the so-called comfort women issue, from its textbooks.
According to the Sankei Shimbun Newspaper, Kaye said at a press briefing on Tuesday... that he felt the Japanese government had political motivations for removing the controversial content... and he said the government shouldn't be rewriting history.
Kaye highlighted the case of former Asahi Shimbun reporter Uemura Takashi, who said he was harassed for his reporting on Japan's sexual enslavement of Korean women.
During the briefing, Kaye voiced strong concerns about government censorship,... including what he called "serious threats" to the independence of the press.
He said he'd noticed evidence of "government exploitation" during his meetings with officials and journalists,... and that he'd been surprised by the widespread fear among the journalists who work under heavy pressure from local politicians to avoid sensitive topics.
Kaye cited "a weak system of legal protection, persistent government exploitation of a media lacking in professional solidarity."
He also warned that laws made to protect coverage fairness and national security could work as censorship.
Kaye will submit a full report with his observations to the UN Human Rights Council next year.

Ben Emmerson, a UN special rapporteur on human rights and counter-terrorism, formally launched the inquiry on Thursday, in response to requests from Russia, China and Pakistan.
"This is not an investigation into the conduct of any particular state. It's an investigation into the consequence into this form of technology," Emmerson told Al Jazeera.

Richard Falk, the United Nations Special Rapporteur on human rights in the Palestinian territories, calls on the international community to help defend the people of Gaza from the ongoing U.S.-backed Israeli assault. "It is time, it seems to me, for the international community to take some responsibility for protecting the people of Gaza," Falk says. "The responsibility to protect was very self-righteously invoked in relation to Gaddafi's Libya, but there is utter silence when it comes to the people of Gaza." Falk is a professor emeritus of international law at Princeton University and the author of more than 50 books on war, human rights and international law. We also speak with Raji Sourani, an award-winning human rights lawyer and director of the Palestinian Center for Human Rights in Gaza.

Richard Falk, the United Nations Special Rapporteur on human rights in the Palestinian territories, calls on the international community to help defend the people of Gaza from the ongoing U.S.-backed Israeli assault. "It is time, it seems to me, for the international community to take some responsibility for protecting the people of Gaza," Falk says. "The responsibility to protect was very self-righteously invoked in relation to Gaddafi's Libya, but there is utter silence when it comes to the people of Gaza." Falk is a professor emeritus of international law at Princeton University and the author of more than 50 books on war, human rights and international law. We also speak with Raji Sourani, an award-winning human rights lawyer and director of the Palestinian Center for Human Rights in Gaza.

Mexico’s Human Rights Commission has taken a petition to the UN, stating that the country has a “serious problem with disappearance”.
A common political tactic used to silence political opponents in Mexico, the commission will demand an end to fifty years of impunity which has allowed political figures to arrange the abduction and secret murder of opponents.
The issue has become a hot topic in the country since the Mexican government’s confirmation last week that the 43 students who disappeared last year are, quote, “dead”.
While over twenty-three thousand Mexicans are officially listed as ‘missing people’, authorities are only actively searching for six hundred. The commission’s report estimates that in reality, over one hundred thousand people have been the victims of disappearance.
Sofia Mendoza’s husband disappeared following a political rally in Iguala in 2013. Her husband’s assailants have never been brought to justice, despite her continuing fight.
The crime of disappearance has long been used in an impunity-ridden Mexico as a political tactic to silence opponents. Now that the issue has been brought to the United Nations, Mexicans everywhere are hoping for change, that they might speak out against corruption without the fear of violence.
