First Secretary of State is an honorific title occasionally used within the Government of the United Kingdom. The title, which implies seniority over all other Secretaries of State, has no specific powers or authority attached to it beyond that of any other Secretary of State.
The title is not always in use, and there have been lengthy periods between successive holders of the title.
The current First Secretary of State is George Osborne, who first received the title from Prime Minister David Cameron in addition to his reappointment as Chancellor of the Exchequer immediately following the 2015 General Election.
Secretary of State or State Secretary is a commonly used title for a senior or mid-level post in governments around the world. The role varies between countries, and in some cases there are multiple Secretaries of State in the Government.
In many countries, a Secretary of State is a mid-level post. It is usually a politically appointed position, although in some countries, such as Germany and Sweden, it can be filled by a member of the executive bureaucracy (civil service) as a political appointment. In the Holy See, there is one Secretary of State, who coordinates all the departments of the Roman Curia (that is, equivalent to a Prime Minister). In the United Kingdom a Secretary of State is a member of the Cabinet appointed by the Queen on the advice of the Prime Minister (that is, equivalent to a Minister). In the Federal Government of the United States of America, there is one Secretary of State, the most senior political appointee responsible for foreign policy (that is, equivalent to a Foreign Minister).
Secretary is a title often used in organizations to indicate a person having a certain amount of authority, power, or importance in the organization. The term is derived from the Latin word secernere, "to distinguish" or "to set apart", the passive participle (secretum) meaning "having been set apart", with the eventual connotation of something private or confidential, as with the English word secret. A secretarius was a person, therefore, overseeing business confidentially, usually for a powerful individual (a king, pope, etc.).
The official title of the leader of most Communist and Socialist political parties is the "General Secretary of the Central Committee" or "First Secretary of the Central Committee". When a Communist party is in power, the General Secretary is usually the country's de facto leader (though sometimes this leader also holds state-level positions to monopolize power, such as a presidency or premiership in order to constitute de jure leadership of the state), such as China and Cuba.
The United States Department of State (DOS), often referred to as the State Department, is the United States federal executive department responsible for the international relations of the United States, equivalent to the foreign ministry of other countries. The Department was created in 1789 and was the first executive department established.
The Department is headquartered in the Harry S Truman Building located at 2201 C Street, NW, a few blocks away from the White House in the Foggy Bottom neighborhood of Washington, D.C. The Department operates the diplomatic missions of the United States abroad and is responsible for implementing the foreign policy of the United States and U.S. diplomacy efforts. The Department is also the depositary for more than 200 multilateral treaties.
The Department is led by the Secretary of State, who is nominated by the President and confirmed by the Senate and is a member of the Cabinet. The current Secretary of State is John Kerry. The Secretary of State is the first Cabinet official in the order of precedence and in the presidential line of succession.
The Secretary of State is a senior official of the federal government of the United States of America heading the U.S. Department of State, principally concerned with foreign policy and is considered to be the U.S. government's equivalent of a Minister for Foreign Affairs.
The Secretary of State is appointed by the President of the United States and is confirmed by the United States Senate. The Secretary of State along with the Secretary of the Treasury, the Secretary of Defense, and the Attorney General are generally regarded as the four most important cabinet members because of the importance of their respective departments. Secretary of State is a Level I position in the Executive Schedule and thus earns the salary prescribed for that level.
The current Secretary of State is John Kerry, the 68th person to hold the office since its creation in 1789.
