The 2005 State of the Union Address was delivered by United States President George W. Bush on Wednesday, February 2, 2005, in Washington, D.C. to a joint session of the U.S. Congress (the House of Representatives and the Senate).
President Bush began his State of the Union address by saying that the United States Government has a "great privilege" of being "placed in office by the votes of the people we serve. And tonight that is a privilege we share with newly-elected leaders of Afghanistan, the Palestinian Territories, Ukraine, and a free and sovereign Iraq," a reference to the first truly democratic, and relatively fair and free, elections that took place in the respective nations.
He reminded Congress of George W. Bush's second inaugural address, "Two weeks ago, I stood on the steps of this Capitol and renewed the commitment of our nation to the guiding ideal of liberty for all." He then outlined the next part of his speech, beginning with domestic issues, and moving on to United States foreign policy, "This evening I will set forth policies to advance that ideal at home and around the world."

The State of the Union is the address presented by the President of the United States to a joint session of the United States Congress, typically delivered annually. The address not only reports on the condition of the nation but also allows the President to outline his legislative agenda (for which he needs the cooperation of Congress) and national priorities. The address fulfils rules in Article II, Section 3 of the U.S. Constitution, requiring the President to periodically give Congress information on the "state of the union" and recommend any measures that he believes are necessary and expedient. During most of the country's first century, the President primarily only submitted a written report to Congress. With the advent of radio and television, the address is now broadcast live across the country on most networks.
The practice arises from a command given to the president in the Constitution of the United States:
Although the language of this Section of the Constitution is not specific, by tradition, the President makes this report annually in late January or early February. Between 1934 and 2013 the date has been as early as January 3, and as late as February 12.
George Walker Bush (born July 6, 1946) is an American politician and businessman who served as the 43rd President of the United States from 2001 to 2009, and the 46th Governor of Texas from 1995 to 2000. The eldest son of Barbara and George H. W. Bush, he was born in New Haven, Connecticut. After graduating from Yale University in 1968 and Harvard Business School in 1975, he worked in oil businesses. He married Laura Welch in 1977 and ran unsuccessfully for the House of Representatives shortly thereafter. He later co-owned the Texas Rangers baseball team before defeating Ann Richards in the 1994 Texas gubernatorial election. He was elected president in 2000 after a close and controversial election, becoming the fourth president to be elected while receiving fewer popular votes nationwide than his opponent. He is the second president to have been the son of a former president, the first having been John Quincy Adams. He is also the brother of Jeb Bush, who is a former Governor of Florida and candidate for the Republican presidential nomination in the 2016 presidential election.

The Florida Secretary of State certified Bush as the winner of Florida. Florida's 25 electoral votes gave Bush, the Republican candidate, 271 electoral votes, enough to defeat Al Gore. Bush was re-elected in 2004. His second term ended on January 20, 2009.
As president, Bush pushed through a $1.3 trillion tax cut program, and the No Child Left Behind Act, and also pushed for socially conservative efforts such as the Partial-Birth Abortion Ban Act and faith-based welfare initiatives. Nearly 8 million people immigrated to the United States in 2000 –2005; nearly half entered illegally. During his two terms, the United States lost over six million manufacturing jobs, about one third of the total at the end of the Clinton Administration.
