FESTIVAL. The municipality of
Maasin Iloilo is famous of its annual "Tultugan
Festival" showcasing Maasin’s bamboo industry. Set one day before the town fiesta, Tultugan Festival features competition of tribes and street dancing with participants wearing native costumes made of bamboo as dominant material and dancing to the live beats of bamboo instruments. Tultugan comes from the root word Tultug, an action verbalizing the act of playing sound on bamboo. Usually this is rendered through a bamboo stick striking it against the body of the bamboo, thus becoming a rhythmic instrument called Tultugan. This is classified in ethno musicological term as idiophone because the source of sound is the body of the instrument being used as percussion in contrast to the membranophone where a membrane or animal skin is being struck as a drum.
The culture of playing the Tultugan is not static, in fact its dynamicity is manifested in the making of more bamboo-based instruments. Every year, the Tultugan Festival features the newly created one, a proof of the people’s ingenuity and creativity.
The challenge is taken increasingly by more people of Maasin to think of improving the musical instruments and consider how aesthetics and
function can contribute, particularly to dance. This is a culture that evolves. To this day, the Tultugan Festival of Maasin continues to be the host of communal participation and creative inputs. Mayor Mariano Malones Sr, is considered the father of Tultugan Festival for initiating it in
1999. Through the years, Tultugan Festival has evolved into one of the better local festivals in the province of
Iloilo and once a champion in the Kasadyahan of the Iloilo
Dinagyang Festival in its second year of participation, a proof of how much they have improved in the last couple of years.
