In January of 2016, Republic of China (Taiwan) government officials and experts visited the ROC territory of Taiping Island (Itu Aba Island) and conducted surveys. The results underlined the fact that Taiping Island, with its freshwater reserves, ability to remain above water during high tide, and as evidenced by the sustained human populations there, is not a rock but a naturally formed island.
According to the survey, done on the 0.51 square kilometers island, the water from the island’s groundwater wells is potable and the soil supports a number of agricultural crops. Additionally, the island’s wharf, airport, and post office, not to mention Guanyin Temple and Nansha Hospital, powerfully demonstrate that there has been sustained human habitation and economic activity there
Thus, Taiping Island definitely meets the criteria of an island as defined by Article 121 of UNCLOS. The island is also an inherent part of the territory of the ROC and has been home to ROC nationals for over 50 years.

South China Sea - Taiwan President Asserts Taiping Island Sovereignty
Taiwan’s president Ma Ying has flown to Itu Aba island to reaffirm his country’s sovereignty. Itu Aba is one of the disputed islands in the Spratlys in the South China Sea. It is the largest natural island having a superficies of 114-acre, with fresh water and supporting around 180 people, most of them are coastguard personnel.
Mr. Ma visits the island just after $100m port upgrade and new construction of a lighthouse. The island is claimed by China, the Philippines and Vietnam.
United States is not happy with the visit which it said could escalate tension in the region. But President Ma said he had informed Washington of his trip a few days beforehand. Both China and Vietnam oppose the visit. China said it had indisputable authority" over islands in the South China Sea.

The Taiwan local authorities are holding a five-day military drill at Taiping Island, to strengthen defense abilities.
The military exercises started last Saturday about 860 miles from Taiwan's southern coast. In August Taiwan authorities upgraded the islands with several 120-millimeter-caliber motars. Taiwan senior officials are set to watch the drill if weather conditions are good.
The exercises have drawn wide attention among the countries around the South China Sea. Vietnam, with part of its territory within the motar fire's shooting range, has asked Taiwan to stop the drill. It criticised the move as violating regional peace. However, Taiwan authorities insist the drill is legal.

Taiping Island, an inherent part of the territory of the Republic of China, has been home to ROC nationals for more than 50 years. The ROC has constructed many facilities on Taiping in addition to protecting the island’s world-class ecosystem.
Under the principles outlined in its South China Sea Peace Initiative of safeguarding sovereignty, shelving territorial disputes, pursuing peace and reciprocity, and promoting joint development, the ROC calls on all parties concerned to jointly exploit the resources in the region in order to maintain peace in the South China Sea.

President Ma Ying-jeou traveled to Taiping Island on Jan. 28. The Presidential Office said the purpose of this trip was to visit personnel stationed on the island. Regarding the negative reactions from the United States and Vietnam, the foreign ministry stated that Taiping Island is part of Taiwan's territory, and the head of state has the right to visit with troops.

Taiping Island is the largest of the Spratly Islands in the South China Sea, and the only one where fresh water is available. The island is elliptical in shape being 1.4 km in length and 0.4 km in width. It is part of the Tizard Bank (Zheng He Reefs; 鄭和群礁), one of seven reefs in the Spratly Islands near the centre of the South China Sea. The Taiping Island Airport is the most prominent artificial feature on the island.
The island is administered by the Republic of China (Taiwan), as part of Cijin, Kaohsiung. It is also claimed by the People's Republic of China, the Philippines and Vietnam. The distance from Kaohsiung to Taiping Island is about 1,600 km (990 mi). The nearby Zhongzhou Reef is also under the possession of the ROC.
Taiping Island (Chinese: 太平島; pinyin: Tàipíng Dǎo; literally "peace island") is named in honor of a Nationalist Chinese Navy warship which sailed to the island in 1946, which allowed the ROC to assert its claim to the Spratly Islands in 1947. This name is favored by both Taipei and by Beijing. The island was previously called Huángshānmǎ Jiāo (黃山馬礁) or Huángshānmǎ Zhì (黃山馬峙) by Chinese fishermen.

Ma Ying-jeou (traditional Chinese: 馬英九; simplified Chinese: 马英九; pinyin: Mǎ Yīngjiǔ; born July 13, 1950) is the 12th and 13th term President of the Republic of China (Taiwan), and the Chairman of the Kuomintang Party, also known as the Chinese Nationalist Party. Previous roles include Justice Minister (1993–96) and Mayor of Taipei (1998-06). He is also the current Chairman of the Kuomintang (KMT) having served in that role since 2005 stepping down for a period between 2007 and 2009. Ma first won the presidency by 58.45% of the popular vote in the presidential election of 2008, and was re-elected in 2012 with 51.6% of the vote. He was sworn into office as president on May 20, 2008, and sworn in as the Chairman of the Kuomintang on October 17, 2009.
Ma Ying-jeou was born in Kwong Wah Hospital in Kowloon, Hong Kong on 13 July 1950. He is of Hakka ancestry, originating from Hunan Province of China. In a family of five children, Ma was the only son.
Ma earned his LL.B. from National Taiwan University in 1972. He pursued further studies in the United States, first earning an LL.M. from New York University Law School in 1976 and then an S.J.D. from Harvard Law School in 1981.

Taiwan Experts Visit Taiping Island to Survey Territory
In January of 2016, Republic of China (Taiwan) government officials and experts visited the ROC territory of Taiping Island (Itu Aba Island) and conducted surveys. The results underlined the fact that Taiping Island, with its freshwater reserves, ability to remain above water during high tide, and as evidenced by the sustained human populations there, is not a rock but a naturally formed island. According to the survey, done on the 0.51 square kilometers island, the water from the island’s groundwater wells is potable and the soil supports a number of agricultural crops. South China Sea - Taiwan President Asserts Taiping Island Sovereignty Taiwan’s president Ma Ying has flown to Itu Aba island to reaffirm his country’s sovereignty. Itu Aba is one of the disputed islands in the Spratlys in the South China Sea. It is the largest natural island having a superficies of 114-acre, with fresh water and supporting around 180 people, most of them are coastguard personnel. Taiwan Holds Military Drill at Taiping Island
The Taiwan local authorities are holding a five-day military drill at Taiping Island, to strengthen defense abilities. The military exercises started last Saturday about 860 miles from Taiwan's southern coast. In August Taiwan authorities upgraded the islands with several 120-millimeter-caliber motars. Taiwan senior officials are set to watch the drill if weather conditions are good. The exercises have drawn wide attention among the countries around the South China Sea. Vietnam, with part of its territory within the motar fire's shooting range, has asked Taiwan to stop the drill. It criticised the move as violating regional peace. However, Taiwan authorities insist the drill is legal. -

Taiping Island Visit
A group of high level politicians visited Taiping Island today. The island is controlled by Taiwan and in a hotly contested corner of the South China Sea. Lin Yu-fang, convener of the legislature's Foreign Affairs and National Defense Committee, KMT Legislator Chen Chen-hsiang and DPP Legislator Chen Ting-Fei all claimed sovereignty of the island on behalf of Taiwan. Due to its location within the “Coral Triangle”, the global center of marine biodiversity, species diversity of corals and fishes are exceptionally high, here in the waters of Taiping Island. Spratly Islands, the southernmost part of Taiwan, is a treasure trove of bounteous resources, which in turn provides countless ecosystem services. While the countries bordering the South China Sea are thinking in terms of economic benefits, we have chosen to prioritize ecological preservation over development. Taiping Island in the Spratly Islands, which belongs to Taiwan, will have basic infrastructure completed by the end of the year. The outgoing president, Ma Ying-jeou will travel there on Dec 12, to declare sovereignty and reiterate the South China Sea peace initiative. Analysts admit that if President Ma lands on the island, the United States may not be pleased, but Taiwan is not party to any dispute, and it will not increase the complexity of the South China Sea issue.
