A Cabinet Secretary is usually a senior official (typically a civil servant) who provides services and advice to a Cabinet of Ministers as part of the Cabinet Office. In many countries, the position can have considerably wider functions and powers, including general responsibility for the entire civil service. Most countries with Cabinet Secretaries use the British position as a model.[original research?]
The title of Cabinet Secretary may also be used as an alternative term for a cabinet minister, usually a political appointee, like in Japan, Scotland and the United States.
In Australia, the equivalent position is the Secretary of the Department of the Prime Minister and Cabinet, although both the Department and its secretary have wider responsibilities than in most other governments derived from the Westminster System. Furthermore, there is also a ministerial position entitled Cabinet Secretary with a portfolio for the preparation and management of cabinet business, although the duties are somewhat different from the British position.
The Chief Cabinet Secretary (内閣官房長官, naikaku-kanbō-chōkan?) of Japan is a Minister of State who is responsible for directing the Cabinet Secretariat. The main function of Chief Cabinet Secretary is to coordinate the policies of ministries and agencies in the executive branch. The Chief Cabinet Secretary serves as the government's press secretary, conducts policy research, prepares materials to be discussed at cabinet meetings, and, in time of national crisis, coordinates ministries and agencies of the executive branch. The Chief Cabinet Secretary is customarily nominated as the first in line to serve as the Temporal Acting Prime Minister in case the Prime Minister is unable to serve due to death or other grave reasons until a new Prime Minister is appointed. The Chief Cabinet Secretary's office is located on the fifth floor of the prime minister's official residence in Tokyo.
Before and during World War II, the position was known in Japanese as 内閣書記官長 (naikaku-shokikan-chō). The modern position was created on May 3, 1947, shortly after the passage of the Constitution of Japan, and elevated to ministerial status in 1966. Yasuo Fukuda, who served under Yoshirō Mori and Junichiro Koizumi, is the longest-serving Chief Cabinet Secretary in history, having spent over 1,289 days in office.

Plot: Strange incidents occur when an American submarine has been destroyed by a mysterious force at sea off the shores of Guam. Only Admiral Tachibana was certain that behind the disaster was none other than the destructive King of the Monsters, Godzilla! 50 years after his attack on Tokyo in 1954, Godzilla has mysteriously returned to life to destroy Japan, and General Tachibana, whose parents died in the monster's destructive wake, was prepared for his return to protect Japan from yet another tragic disaster, but is dismissed by the overly confident Japanese government, who underestimate Godzilla's power. But to further prove Tachibana's claim, his daughter Yuri, who works for the TV news program "Digital Q," investigates strange phenomena in three separate areas in Japan (two of which involve the deaths of immoral youths), and meets a mysterious old man named Isayama, who proclaims that aside from his infamous nuclear origins, Godzilla is an accumulation of vengeful souls (of both Japanese and non-Japanese) abandoned to die in the Pacific War, and thus, mere weapons cannot kill him. While Tachibana has now been vindicated by the government, Isayama awakens the Three Sacred Guardian Beasts of Yamato, which protected Japan in its ancient past, and were then put into hibernation in the aforementioned three areas of Japan. The three monsters, King Ghidorah (sky), Mothra (water) and Baragon (earth), fight the ravaging Godzilla, while Tachibana also prepares to go into battle against his old radioactive nemesis . . .
