Just about every state and local government is in a financial bind because they're spending more than they take in. Public sector pensions are a major factor here. They already represent a big part of spending and they're underfunded by somewhere between one and five trillion dollars.
As those shortfalls come due, either taxpayers are going to get screwed through higher taxes and reduced services, or public sector employees are going to take a hell of a haircut. Here are three reasons to reform public sector pensions now.
Unsustainable pension payouts played a large role in the municipal bankruptcies of Detroit and Vallejo, California. In the 250 largest cities in the country, pensions on average soak up 10% of budgets, a 30% increase over just the past five years. As retirees start outnumbering workers – and the NYPD already has more former cops drawing a pension than active ones walking a beat – the amount of money spent on pensions is only going to skyrocket.
Public employees typically get to retire earlier and they pay less into their retirements than their counterparts in the private sector. On top of that, many workers game the system through often legal tricks such as "spiking" which is the act of artificially boosting the salary level on which the retirement payments are calculated. For instance, by cashing in unused sick days and vacation, Phoenix, Arizona's former city manager was able to jack up his annual retirement pay by almost $90,000 to a whopping $234,536.
Most government pensions guarantee payouts based on unrealistic investment returns. California said the investments in its pensions would return 8% every year, while actual returns have been far lower.
The result is that California's pension fund is only 42% funded. Taxpayers ultimately pick up the difference. As more public sector workers retire, pensions are only going to become a bigger and bigger issue. It's time to reform public sector pensions by reigning in lavish promises, closing loopholes, and switching over to 401k style pension plans that most private sector workers have.

Public parks and recreational spaces are prone to a specific set of risk exposures. As people of all ages tend to populate the many activities that these areas offer, there are inherently more liability risks. In order to financially protect city officials from property damage as well as claims of injury, a proper Municipality Insurance Package is recommended. Here are ways to reduce common liability claims.
Level all fields and allow for proper drainage. In addition, baseball fields should be equipped with breakaway bases and ample fencing to separate the players from the spectators.
If the recreational area has a gymnastic space, all the equipment should be regularly monitored. Mats, beams, floor plates and lighting should be checked daily to keep all the gear in top working condition. Instructors and spotters should have plenty of experience and training to coach and guide the gymnasts, as well.
For swimming pools, ropes and bulkheads should be used to divide the shallow and deep ends and water depth signs should be clearly posted along with warnings for no diving, says the City of Miami. All surfaces should also be slip resistant.
Bathrooms for these recreational areas should be cleaned and mopped to avoid slipping liability. Further, locker rooms should be sanitized and locks should be checked for quality.
Next, skateboarders should be limited to designated areas. Their skating should be limited to the ramps and rails in the skate park. Further, homemade ramps should be prohibited as only experienced manufactures with eligible blueprints should be considered. This will limit the liability concerns regarding safety and injuries at the park.
Lastly, dependent on where the park is located, patrons should be warned about adverse weather and its increased risk of their safety. If the area is prone to lightning strikes, proper warnings should be posted about protection and safety steps.

Police shootings should be tracked by public health sector, according to Harvard initiative

The American public can’t tell for sure how many people die in police shootings each year. Despite the FBI’s new reporting initiative, a group of Harvard researchers now wants to view shootings as a “notifiable condition” – similar to reporting a disease.
Treating the matter as a public health concern will expedite reporting and allow health agencies to register the incidents quicker, much like a case of measles or another infectious disease, scientists say. They outlined their views in a an editorial in the PLoS Medicine journal, explaining how the new public health approach would help do both – track civilians shot by police more rapidly, and improve reporting on police officers killed on duty. And it proposes to do so without involving new legislation or cooperating with local police departments. Instead, the researchers want the Centers for Disease Control (CDC) to handle the statistics on a weekly reporting basis.
The proposal comes after years of wrangling over inadequate data on civilian deaths at the hands of the police.
“Public health is concerned with myriad determinants of population health and health inequities, including determinants that are not solely with the public health system,” author of the proposal and professor of social epidemiology at the Harvard T.H. Chan School of Public Health, Nancy Krieger, explained to Healthline.
The reason an adequate system for police-related deaths has still not taken off, according to the researchers, is that the law enforcement sector continues to be opposed to the data being made public – “a long-standing and well documented resistance.”
However, the debate has reached new highs of controversy since Michael Brown’s shooting in Ferguson last year, and the topic of unarmed young people being killed by police gained nationwide notoriety.
In 2014, some 14,250 people were shot dead, according to FBI statistics. We also know that 51 percent of law enforcement officers died in the line of duty, and 45 percent by accident. The number of civilians killed by police, however, is not revealed.
According to The Counted, a project operated by the Guardian, an estimated 1,058 people were shot by police in 2015. The number is twice as high for African-Americans as for white people.
“It is unacceptable that the Washington Post and the Guardian newspaper from the UK are becoming the lead source of information about violent encounters between [US] police and civilians. That is not good for anybody,” FBI director James Comey said at a meeting in October.
On Tuesday, the FBI said it would revamp the system for tracking fatal shootings, promising to release data on all such incidents. Stephen L. Morris, assistant director of the FBI’s Criminal Justice Information Services Division, called the current FBI system a “travesty” in an interview to the Washington Post, adding that the new system will be “much more granular.” It would include not only data on all parties involved in the shooting, but also the level of danger faced by the officer, as well as weapons used by both, and other details.
Most importantly, the data will be collected and shared with the public in “near real-time,” as the incidents occur, Morris said, instead of being mentioned only at the end of the year.
For the Harvard researchers behind the public-health-reporting initiative, this is not enough. Police shootings “affect the well-being of the families and communities of the deceased; therefore, law-enforcement-related deaths are public health data, not solely criminal justice data,” they say. The civil unrest created by mass outcries over the shootings, according to the researchers, is disruptive to normal public life, and is therefore also a public health matter.
Furthermore, the number of people killed by police each year is equal to the number of deaths in serious disease outbreaks, the authors write.
“We propose that law-enforcement–related deaths be treated as a notifiable condition, which would allow public health departments to report these data in real-time, at the local as well as national level,” they write.
Talking to Healthline, Krieger also pointed out a shift in public health agencies’ attitudes towards tackling problems once considered to be outside the public health sector. She attributes this to evolving imbalances between different life sectors, which could involve variables such as “poor housing, food policy, low wages, and inadequate transportation systems.”
Although law enforcement’s position on reporting police-related civilian deaths is known, Krieger’s initiative isn’t about “wrongful action by the police,” said Tim Lynch of the Cato Institute’s Project on Criminal Justice, according to Healthline.
“When investigations are complete, we will learn whether the incident was justifiable, accidental, or perhaps criminal.”

They outlined their views in a an editorial in the PLoS Medicine journal, explaining how the new public health approach would help do both – track civilians shot by police more rapidly, and improve reporting on police officers killed on duty. And it proposes to do so without involving new legislation or cooperating with local police departments. Instead, the researchers want the Centers for Disease Control (CDC) to handle the statistics on a weekly reporting basis.
The proposal comes after years of wrangling over inadequate data on civilian deaths at the hands of the police.
“Public health is concerned with myriad determinants of population health and health inequities, including determinants that are not solely with the public health system,” author of the proposal and professor of social epidemiology at the Harvard T.H. Chan School of Public Health, Nancy Krieger, explained to Healthline.
The reason an adequate system for police-related deaths has still not taken off, according to the researchers, is that the law enforcement sector continues to be opposed to the data being made public – “a long-standing and well documented resistance.”
However, the debate has reached new highs of controversy since Michael Brown’s shooting in Ferguson last year, and the topic of unarmed young people being killed by police gained nationwide notoriety.
In 2014, some 14,250 people were shot dead, according to FBI statistics. We also know that 51 percent of law enforcement officers died in the line of duty, and 45 percent by accident. The number of civilians killed by police, however, is not revealed.
According to The Counted, a project operated by the Guardian, an estimated 1,058 people were shot by police in 2015. The number is twice as high for African-Americans as for white people.
“It is unacceptable that the Washington Post and the Guardian newspaper from the UK are becoming the lead source of information about violent encounters between [US] police and civilians. That is not good for anybody,” FBI director James Comey said at a meeting in October.
On Tuesday, the FBI said it would revamp the system for tracking fatal shootings, promising to release data on all such incidents. Stephen L. Morris, assistant director of the FBI’s Criminal Justice Information Services Division, called the current FBI system a “travesty” in an interview to the Washington Post, adding that the new system will be “much more granular.” It would include not only data on all parties involved in the shooting, but also the level of danger faced by the officer, as well as weapons used by both, and other details.
Most importantly, the data will be collected and shared with the public in “near real-time,” as the incidents occur, Morris said, instead of being mentioned only at the end of the year.
For the Harvard researchers behind the public-health-reporting initiative, this is not enough. Police shootings “affect the well-being of the families and communities of the deceased; therefore, law-enforcement-related deaths are public health data, not solely criminal justice data,” they say. The civil unrest created by mass outcries over the shootings, according to the researchers, is disruptive to normal public life, and is therefore also a public health matter.
Furthermore, the number of people killed by police each year is equal to the number of deaths in serious disease outbreaks, the authors write.
“We propose that law-enforcement–related deaths be treated as a notifiable condition, which would allow public health departments to report these data in real-time, at the local as well as national level,” they write.
Talking to Healthline, Krieger also pointed out a shift in public health agencies’ attitudes towards tackling problems once considered to be outside the public health sector. She attributes this to evolving imbalances between different life sectors, which could involve variables such as “poor housing, food policy, low wages, and inadequate transportation systems.”
Although law enforcement’s position on reporting police-related civilian deaths is known, Krieger’s initiative isn’t about “wrongful action by the police,” said Tim Lynch of the Cato Institute’s Project on Criminal Justice, according to Healthline.
“When investigations are complete, we will learn whether the incident was justifiable, accidental, or perhaps criminal.”

Since Independence, the central Public Sector Enterprises have played an important role in the industrialization of our country. They span all sectors of the economy: defence, banking, insurance, petroleum, infrastructure, electronics, steel, among others. In many sectors, private companies compete with the public sector as there is little that is reserved exclusively for the public sector. Should the government continue to be in the business of running businesses? If yes, in what sectors? And, are the governance and management of public sector enterprises attuned to operate in a competitive environment? Are there comparative lessons to be drawn from the experience of running state run enterprises from other countries? The panel discussion will engage these questions.
About the Speaker:
S. Krishnan, an officer of the Railways Accounts Service, has, in a span of over five decades, donned several managerial roles such as: Deputy Financial Advisor in Indian Railways, Divisional Finance Chief in Bharat Heavy Electricals, the first Director of Finance in Bharat Electronics, full time Professor at Indian Institute of Management, Bangalore, the first Dean of Xavier Institute of Management & Entrepreneurship, Bangalore, Nominee Director of a HSBC group company on the board of Kurlon Ltd and Planning Consultant for FOSROC (India) Ltd. Strategic Management and Business Ethics were the subjects he handled at the Institutes.
S. Prabhala joined the Electrical branch of the Indian Navy in 1954 after graduating in Electrical Engineering from Guindy Engineering College, Madras. His services were lent to Mazagon Docks, Mumbai from 1964 to 1970 for the construction of Leander class frigates. He was awarded the Visisht Seva Medal in 1972 for his role in the frigate project. He was promoted to the rank of Captain in 1973 and was deputed to Bharat Electronics, Bangalore, in 1974 to head the Radar Development group. He retired from the Company in 1991 after serving as Chairman and Managing Director for 5 years. He is a member of the Board of Governors of Centre for organization Development, Hyderabad and Chairman of Bangalore Environment Trust.
Dr VK Koshy has a doctorate in Microwaves Antennas from the Delhi University. After serving three years in the Indian Space Research Organisation, Ahmedabad, as a microwave engineer, he joined Bharat Electronics, Ghaziabad in 1974 to set up the antenna development department. In 1988 he moved to the Corporate Office in Bangalore to head the newly set up International Marketing department. He served as the Chairman and Managing Director for nearly 7 years before retirement in 2003. He was conferred the award for “Excellence and Outstanding Contribution to the Public Sector Management” for the year 2001 by the Standing Conference of Public Enterprises (SCOPE). After retirement from BEL, Dr. Koshy served as an Independent Director on the Board of two PSEs.
