VO Laos will receive a share of US$8 million (more than 65 billion kip) for economic development
INTRO: Laos will receive a share of US$8 million (more than 65 billion kip) to be provided by China to the Cambodia, Laos, Myanmar and Vietnam (CLMV) grouping, to boost the bloc's economic performance.
STORY: Minister of Industry and Commerce Madame Khemmani Pholsena made the announcement recently at a press conference on the outcome of the 47th Meeting of Asean Economic Ministers or AEM that took place in Malaysia from August 22-25.
She said, the Chinese government has announced that it will grant CLMV a total of 50 million yuan or more than US$8 million, to enable us to carry out capacity building programmes for trade officials.
She said Asean Economic Community integration was coming closer and human resource development was of critical importance for the success of the Asean community.
Madame Khemmani Pholsena also highlighted other outcomes of the 47th Meeting of Asean Economic Ministers.
The meeting reviewed the progress made in pursuing the AEC Blueprint 2015, which was adopted in 2007 to boost economic performance.
Overall, Asean has implemented 91.5 percent of the Blueprint and Laos has achieved 93.1 percent.
At the AEM meeting, the Asean ministers noted that the region's collective GDP passed the US$2.57 trillion mark in 2014, with a near doubling of average per capita GDP between 2007 and 2014 to reach US$4,130 in 2014.
Exports in the Asean region rose by more than 50 percent since 2007 to US$1.3 trillion in 2014, while growth in regional investment was recorded at US$136.2 billion in 2014, up by 160 percent from 2007.

INTRO: The World Bank has agreed to provide a grant of US$8 million grant (about 61.2 billion kip) to further support the government's efforts to strengthen the National Statistical System and improve the production, availability and use of high-quality statistics.
STORY: The agreement was signed in Vientiane on Friday between Deputy Minister of Finance Santiphab Phomvihane and World Bank Country Manager to Laos Keiko Miwa.
Official said, the objective of the project is to improve the capacity of the National Statistical System to produce and disseminate reliable and timely macroeconomic and poverty statistics in accordance with international standards and in response to rising needs.
According to the World Bank, This grant will help the government to strengthen evidence-based policy making and the monitoring of implementation. Improving statistics-related policies as well as enhancing macroeconomic and poverty data sharing and access are critical investments for the sustainable and inclusive development of Laos
The National Statistical Centre of the Ministry of Planning and Investment will be the main government agency implementing the project in cooperation with other government bodies from 2013-2017.

US $8 Billion Indian Su-30MKI Upgrade To Be Finalized In 4-6 Months
India and Russia are currently negotiating the upgrade of the Indian Air Force’s Su-30MKI aircraft which could be finalized in the next 4-6 months.
A Russian team was in New Delhi to discuss the upgrade earlier this month, defensenews.com cited Indian MoD sources as stating and added that some Some194 aircraft are to be upgraded at a cost of US $8 billion.
The upgrade of the existing Su-30MKI into what is called ‘Super Sukhois’ involves advanced avionics, radar and weapons and had been first proposed four years ago. “The upgradation will involve majorly two parts. First is the modernization where the cockpit and all systems would be improved,” Alexei I Fedorov, the then President and Chairman, Irkut Corporation had said in 2012. “The second part would be the incorporation of AESA radar together with the ability to launch Brahmos air-to-ground supersonic cruise missile,” Fedorov had said.
Irkut is currently negotiating to incorporate the AESA radar in the Sukhoi-30MKIs besides modernizing the cockpit with a head up display and other systems. This is designed such that it will be easier for the pilots to transition to the Fifth Generation Fighter Aircraft being developed jointly by India and Russia.
The upgraded Super Sukhoi would also have stealth characteristics, though the details of this are not known. The Super Sukhoi can also be equipped with other long range missiles like R-27P (AA-10 D) infrared homing extended range version of 120 km distance.
India has already launched part of the upgrade program on its own.

INTRO: The government of Japan yesterday officially agreed to provide grant assistance to the Lao government for two projects worth about US$8 million (over 64 billion kip).
STORY: The grant will fund two projects: Strengthening Research and Development on Fisheries and Aquaculture with about US$5.8 million (over 46 billion kip), and Human Resource Development Scholarships with US$2.1 million (more than 17 billion kip).
Deputy Minister of Foreign Affairs Alounkeo Kittikhoun signed and exchanged documents on the two grant-in-aid projects with Japanese Ambassador to Laos Hiroyuki Kishino.
According to Ambassador Kishino, agriculture and fishery play an important role in ensuring food security. In Laos, freshwater fish supplies almost half of the population's intake of animal protein.
Human resources are the foundation of nation-building. For socio-economic development, the importance of human resource development cannot be over-emphasised.
This is all the more so in view of the launching of the Asean Economic Community at the end of this year.
Since Japanese fiscal year 1999 when the programme started, it has sponsored 314 Lao citizens to study in Japan with total funding of about US$35 million (over 283 billion kip).

Speaking at the ceremony, Ambas sador Kishino said agriculture and fishery play an important role in ensuring food security. In Laos, freshwater fish supplies almost half of the population's intake of animal protein.
Fishery in the natural environment such as rivers, lakes and ponds, is however underdeveloped as an industry because the availability of resources is insufficient while consumer demand has been growing.
The Lao government has been working to increase aquaculture production by establishing the Namxuang Aquaculture Development Centre (NADC) and the Living Aquatic Resource Research Centre (LARRC).
The Japanese government has supported this effort through technical cooperation with NADC. Because of these, today aquaculture represents more than 70 percent of fish production in Laos, Ambassador Kishino said.
But further efforts are required because technological levels are still low and fish seed is in short supply. Research activities and fish seed production at NADC and LARRC have been constrained by outdated facilities and insufficient equipment.
Through this project, the brood stock and nursery ponds will be improved, office buildings, training facilities and dormitories will be rebuilt, and equipment will be renewed at NADC and LARRC.
These will help the two institutes to develop as an aquaculture research and training hub and to increase fish seed production. Seeds produced by NADC will be distributed to fish farmers across the nation, which in turn will help to improve their livelihoods through increased fish production.
Human resources are the foundation of nation-building. For socio-economic development, the importance of human resource development cannot be over-emphasised, the ambassador added.
This is all the more so in view of the launching of the Asean Economic Community at the end of this year.
The JIS programme (Japan Grant Aid for Human Resource Development Scholarship) awards scholarships to those who are engaged in socio-economic development in Laos to study at a graduate school in Japan for advanced learning and research.
This fiscal year, about 20 such scholarship students are expected to benefit.
Since Japanese fiscal year 1999 when the programme started, it has sponsored 314 Lao citizens to study in Japan with total funding of about US$35 million (over 283 billion kip).

STORY: Minister of Industry and Commerce Madame Khemmani Pholsena made the announcement recently at a press conference on the outcome of the 47th Meeting of Asean Economic Ministers or AEM that took place in Malaysia from August 22-25.
She said, the Chinese government has announced that it will grant CLMV a total of 50 million yuan or more than US$8 million, to enable us to carry out capacity building programmes for trade officials.

India and Russia are currently negotiating the upgrade of the Indian Air Force’s Su-30MKI aircraft which could be finalized in the next 4-6 months.
A Russian team was in New Delhi to discuss the upgrade earlier this month, defensenews.com cited Indian MoD sources as stating and added that some Some194 aircraft are to be upgraded at a cost of US $8 billion.
The upgrade of the existing Su-30MKI into what is called ‘Super Sukhois’ involves advanced avionics, radar and weapons and had been first proposed four years ago. “The upgradation will involve majorly two parts. First is the modernization where the cockpit and all systems would be improved,” Alexei I Fedorov, the then President and Chairman, Irkut Corporation had said in 2012. “The second part would be the incorporation of AESA radar together with the ability to launch Brahmos air-to-ground supersonic cruise missile,” Fedorov had said.
Irkut is currently negotiating to incorporate the AESA radar in the Sukhoi-30MKIs besides modernizing the cockpit with a head up display and other systems. This is designed such that it will be easier for the pilots to transition to the Fifth Generation Fighter Aircraft being developed jointly by India and Russia.
The upgraded Super Sukhoi would also have stealth characteristics, though the details of this are not known. The Super Sukhoi can also be equipped with other long range missiles like R-27P (AA-10 D) infrared homing extended range version of 120 km distance.
India has already launched part of the upgrade program on its own.

This is all the more so in view of the launching of the Asean Economic Community at the end of this year.
Since Japanese fiscal year 1999 when the programme started, it has sponsored 314 Lao citizens to study in Japan with total funding of about US$35 million (over 283 billion kip).

Speaking at the ceremony, Ambas sador Kishino said agriculture and fishery play an important role in ensuring food security. In Laos, freshwater fish supplies almost half of the population's intake of animal protein.
Fishery in the natural environment such as rivers, lakes and ponds, is however underdeveloped as an industry because the availability of resources is insufficient while consumer demand has been growing.
The Lao government has been working to increase aquaculture production by establishing the Namxuang Aquaculture Development Centre (NADC) and the Living Aquatic Resource Research Centre (LARRC).
The Japanese government has supported this effort through technical cooperation with NADC. Because of these, today aquaculture represents more than 70 percent of fish production in Laos, Ambassador Kishino said.
But further efforts are required because technological levels are still low and fish seed is in short supply. Research activities and fish seed production at NADC and LARRC have been constrained by outdated facilities and insufficient equipment.
Through this project, the brood stock and nursery ponds will be improved, office buildings, training facilities and dormitories will be rebuilt, and equipment will be renewed at NADC and LARRC.
These will help the two institutes to develop as an aquaculture research and training hub and to increase fish seed production. Seeds produced by NADC will be distributed to fish farmers across the nation, which in turn will help to improve their livelihoods through increased fish production.

INTRO: The CIMB Thai Bank - Vientiane Branch has provided a US$8 million equivalent Lao kip loan to ACLEDA Bank Lao Ltd., to help boost financing for the country's micro, small, and medium enterprises (MSMEs), including those in the agriculture sector.
STORY: With the local currency loan from CIMB Thai Bank – Vientiane Branch, a member of the CIMB Group, ACLEDA Bank Lao, a leading bank for the country's smaller businesses, aims to triple its MSME lending to about US$236 million through over 52,500 loans by the end of 2017.
The credit guarantee by IFC has enabled the CIMB Group, one of Asean's leading banking groups, to make an on-shore funding in local currency to a Lao financial institution.
The local currency loan is fully guaranteed by the IFC, a member of the World Bank Group.
MSMEs are an important part of the Lao economy and employ a large part of the population. However, access to finance is seen as a key obstacle to their growth and expansion since lending is primarily based against collateral.

April 16, 2014 Press Conference -- Canada announced a financial contribution of 120 million Canadian dollars (US$ 98 million) to the Global Partnership for Education toward the 2015-2018 replenishment period, doubling Canada’s previous contribution on an annual basis. The announcement was made by Christian Paradis, Canada’s Minister of International Development and La Francophonie at the margins of the World Bank Spring Meetings in Washington, DC. Minister Paradis also announced 10 million Canadian dollars (US$8 million) for UNICEF, a close partner of the Global Partnership for Education, to support education and child protection in humanitarian situations around the world.

The Minister of Finance Colm Imbert presented a $63.048 billion budget in the Parliament this afternoon. This is the first budget presentation by the new PNM Government and Minister Imbert said he was "honoured" to have been given the task of overseeing the fiscal path for the country. In this video, I'll tell you what I use each brush for, and what I like about them. One of the things I forgot to mention in the video is that the handles are not my favourite. While not a deal-breaker, the rubber-ended inverse hourglass shape makes fitting this into cup-type storage containers alongside other brushes difficult. On the other hand, Real Techniques claims these brushes are designed to stand on your counter on their ends. I don't store my brushes this way and would prefer a smooth (slippery), tapered end. Small issue, but want to make mention for those interested.
