Under orders from an apparently imbecile minister a part of the earth dam is now being undermined by excavators for no useful purpose whatsoever.
UPDATE APRIL 16: Air is already entering the turbines since days, causing vibrations. The experts know it has to be shut down before suffering more damage, but the regime has militarized the installation to prevent it from being shut down for security reasons.
UPDATE APRIL 19: The level is now at 242 masl. The minimum safe operating level is 244 m, which is why air has been entering for many days already, causing damaging cavitation and vibrations. The minimum possible operating level is around 240 m, below that and the water will not drive the turbines. So Venezuela is facing a very severe electricity shortage, which they only delayed a couple of weeks by taking this huge risk, and stupidly undermining the dam. PLUS: Sources have it that the real reason for "dredging" is that they are doing illegal mining in the exposed parts, of gold, diamonds, and the valuable mineral coltan, "a dull black metallic ore from which the elements niobium and tantalum are extracted". Niobium is essential in magnets such as in hard drives, and tantalum is essential in capacitors used in all modern electronics including cell phones.

On a tour of the hydroelectric complex on the Caroni River, Electricity Minister Luis Motta said that forecasts showed a 70 to 80 per cent chance of rain toward the end of April or in May to stop the waters behind the dam falling to a critical depth of 240 meters.
Driving, hiking and rafting round the 4,600 square kilometres area, 57-year-old Motta pointed to unprecedented scenes revealed by the receding waters: long-sunken boats now visible; sand-dunes in previously submerged areas; cattle wandering across parched earth.
Many Venezuelans said power and water cuts are already affecting them daily, adding to suffering from a recession.
Among crisis measures, canals are being dredged to join pools now cut off by emerging land.

Guri is a city in Gyeonggi Province, South Korea. The name "Guri" is thought by some to mean "nine villages," which is reflected in the Hanja (Chinese characters; gu - nine; village - ri/li) for the town. It is located immediately to the east of Seoul, in the heart of the Capital Metropolitan Area.
The Royal Tombs of the Joseon Dynasty (dong-gu-reung) are located in the city. The low mountain of Achasan is also located here, site of the Baekje-era Acha Mountain Fortress and numerous hiking trails. It also has pleasant walking paths along Wang-suk-cheon, a small creek separating Guri from Namyangju. The traditional town market in Toldari (Guri's downtown around what used to be a "stone bridge") provides a cheap alternative to department stores.
Guri first became a separate city in 1986. Previously, it had been considered part of Yangju from antiquity until 1980, and part of Namyangju from 1980 to 1986. The name "Guri" was first used in 1914, at which time it was a myeon in Yangju. Guri is connected to Seoul via a commuter railway (Jungang Line), as well as numerous city transit and intercity buses.

Dams generally serve the primary purpose of retaining water, while other structures such as floodgates or levees (also known as dikes) are used to manage or prevent water flow into specific land regions.
