Just 10 days ago Mr Maduro had fondly referred to Mr Biden as "comrade," but on Sunday the Venezuelan leader was livid. At a rally with several thousand supporters, Mr Maduro angrily accused Mr Biden of going behind his back in talks with regional leaders "to announce the overthrow of my government." State Department spokeswoman Jen Psaki said the allegations were "baseless and false," and an attempt to distract from what's taking place inside the country. "The Venezuelan government should focus on the legitimate grievances of its people, which include repeated violations of the freedom of speech and assembly, as well as due process under the law," she said. Mr Psaki also announced that the United States has imposed visa restrictions on more current and former Venezuelan officials who it deems to have engaged in human rights abuses and "acts of public corruption." The officials were not identified. Mr Maduro's popularity has plummeted to 20 per cent over the past year, as the oil-rich country's many woes - dire shortages, a shrinking economy, and high crime - have grown worse.
President Barack Obama will sign legislation imposing new economic sanctions on Russia, as the U.S. claims some credit for sparking Moscow's roiling currency crisis and moves to deepen the pain. The Russian economy has been in a downward spiral for months, but President Vladimir Putin has managed to maintain political support at home. However, White House officials acknowledged there were no guarantees Russia's economic woes and another round of sanctions would compel Putin to curtail aggressive actions in Ukraine. It comes as German Chancellor Angela Merkel pursues a policy of engagement and has spoken with Putin how he could go about imposing a comprehensive ceasefire in war torn Ukraine. 'The aim is to sharpen the choice he faces,' White House spokesman Josh Earnest said of the sanctions. He said Obama was likely to sign the bill this week after the measure cleared Congress late Saturday. Obama's support came as the Russian ruble continued its precipitous fall. The impact of the Western sanctions has been compounded by plummeting oil prices, leading Russia's Central Bank to announce a massive middle-of-the-night interest rate increase Tuesday in an unsuccessful bid to stabilize the currency.

Putin blames the West for Russia's misery President Vladimir Putin blamed "external factors" such as oil prices and sanctions for Russia's financial crisis Thursday, but admitted he should have done more to diversify the economy. Speaking to journalists at his annual press conference, Putin said it could take Russia two years to overcome the tough economic situation facing the country. Putin said sanctions -- imposed by the West over Moscow's annexation of Crimea and its support for separatist rebels in eastern Ukraine -- were responsible for 25% of Russia's economic woes. While he was speaking, EU leaders approved a new round of sanctions on Crimea, banning any investment in the area. "That is a fact of life," he said. Half of Russian government revenue comes from oil and gas exports. Putin said it was possible that the U.S. could be conspiring with Saudi Arabia to depress oil prices as a way of hurting Iran, Russia and Venezuela. "We all see the lowering of the oil price. The IMF acknowledged that EU methods of pulling the Ukrainian economy out from the crisis were wrong. Indeed, prescribing the medications that would heal Greece or Spain is impossible as Ukraine is not a member of the EU, and its economy is based on different rules, let alone the fact that the national strategy and mentality of Ukraine is too far from Europe. Sergei Silvestrov, Vice Rector for Innovative Development of Finance University under the Government of the Russian Federation: "Ukraine is not a member of the EU, so it does not comply with all the rules that all EU members abide to. It goes about at least tens of thousands of so-called common rules that operate in different industries, types of services, production of goods, standards and regulations in relation to activities of administrations, and so on. Europe's banking regulations do not apply to Ukraine either. The signed association agreement only outlines main directions for Ukraine's accession to the European Union. This is a preliminary agreement that needs to be studied for a few years on the subject of all conditions that the legislation of Ukraine must comply with for its future membership in the European Union. This is a long process. "This is a popular illusion - once you sign the Association Agreement, then you become a member at once. The Europeans are pettifoggers, and they need all of those rules to be observed. Ukraine has absolute chaos in economic management. The political leadership of the country is alienated from economic activities, all kinds of industries are monopolized, there are no concepts of economic development of the country. Therefore, the recipes that are suitable for EU countries are not applicable to Ukraine at all.
Russia has been rebuked by Western leaders about its role in the Ukraine crisis, at a G20 summit in Australia. Canadian Prime Minister Stephen Harper told Russian President Vladimir Putin that he needed to "get out of Ukraine". US President Barack Obama said Moscow's "aggression" in Ukraine was a "threat to the world", while the UK threatened more sanctions unless Russia stopped "destabilising" its neighbour. The two-day summit in Brisbane is focusing on promoting economic growth. World leaders are expected to elaborate on plans agreed by G20 finance ministers in February to boost global growth by 2% in five years. Frosty handshake However, Saturday - the first of the two-day summit - was dominated by Ukraine, where pro-Russian separatists have been fighting government forces in eastern regions. Ukraine and its Western allies have accused Russia of sending military forces across the border, something the Kremlin denies. The EU imposed sanctions when Russia annexed Crimea in March and has added further measures since. Before the G20 summit began, UK Prime Minister David Cameron said there would "have to be a very different relationship" between Europe and Russia if "we continue to see Russian troops" inside Ukraine, adding that there was "the potential for further sanctions". Mr Cameron later held a private meeting with Mr Putin. The two discussed "rebuilding relations", Mr Putin's spokesman Dmitry Peskov said. The Russian president faced a frosty reception from Canada's Mr Harper. "I'll shake your hand, but I only have one thing to say to you: you need to get out of Ukraine," Mr Harper told him, the Canadian leader's spokesman said. President Obama said the US was at the forefront of "opposing Russia's aggression against Ukraine, which is a threat to the world". The BBC's John Donnison in Brisbane says President Putin cut something of an isolated figure among the world's powerbrokers. Russian officials said he was planning to leave the summit on Sunday ahead of schedule, but gave no reasons for the move. Meeting on the margins of the summit on Saturday, Mr Putin urged his French counterpart Francois Hollande to join him to defuse tensions between the two countries over Ukraine. France has withheld the delivery of two warships to the Russian navy over its actions in Ukraine. 'Message of hope' Meanwhile, President Obama said Asia's security must not be based on intimidation of small nations by big ones, but on mutual alliances. He did not mention China explicitly but he warned of the dangers posed by territorial disputes in the South China Sea, where Beijing's actions have raised concern among its neighbours. Mr Obama said there was "no question" over his commitment to Asia-Pacific allies, referring to US efforts to strengthen strategic ties with the region. Opening the summit, Australian Prime Minister Tony Abbott said he wanted to use the event to reassure people about the direction of the world's economy, with a "message of hope and optimism". He said job creation, identifying tax cheats and strengthening the global economy would all be discussed. His government had tried to keep climate change off the agenda, despite calls from campaigners. In other developments, G20 leaders released a statement in which they vowed to do all they could to "extinguish" the Ebola outbreak in West Africa. It said that members state were committed to do what was necessary "to ensure the international effort can extinguish the outbreak and address its medium-term economic and humanitarian costs". What is G20? The "Group of Twenty" represents two-thirds of the world's population, 85% of global GDP and over 75% of global trade. It began in 1999 as an annual meeting for finance ministers and central bank governors following the Asian financial crisis, before evolving to also include a summit for countries' leaders in 2008, after the global financial crisis. G20 meetings are aimed at deepening economic co-operation and strengthening the global economy. It comprises 19 countries and the European Union. At each meeting, the host country invites non-member guest countries to attend. For 2014, Australia has invited Spain, Mauritania, Myanmar, Senegal, New Zealand and Singapore.

Greek leaders are in Brussels today attempting to negotiate new terms that would allow them to stay in the eurozone without having to maintain austerity measures and there's no sign of a deal so far. There’s no question that the stakes are high: the country’s 240 billion-euro bailout program is set to expire in just a couple of weeks. A failure to reach a deal on an extension could mean a crisis for Greece’s public finances as well as the country’s already beleaguered banking system. Boom Bust guest host Ameera David weighs in. Then, Edward sits down with Warren Mosler – president of Valance Co., Inc and chairman of Consulier Engineering. Warren tells us the EU’s approach to the Greek debt crisis has failed to lift the Greek economy. He explains the difference between a currency issuer and a currency user and warns that Greece cannot maximize its negotiating leverage given its insistence that it will not exit the eurozone. If Mosler were to negotiate on Greece’s behalf, all options would be on the table, as he believes the potential for Greece to manifest currency issuer status best allows it to fulfil public purpose and return Greece to economic health. After the break, Erin is joined by Cate Long – partner at Puerto Rico Clearinghouse and founder of Multiple Markets. Cate tells us if the Reven buyout is a sign of a modest turnaround in Atlantic City and tells us how well the municipal bond market is doing. She points to California in particular as an outlier because of its improved bond profile. She does note that bonds backed by specific revenue sources are generally safer than general obligation bonds though. And she warns that all of this could change when the economy turns down due to some municipal profiles becoming stressed. And in The Big Deal, Ameera and Edward Harrison discuss Greece. One could liken the scenario in Greece to Detroit’s bankruptcy, given the lack of currency issuing powers. Edward tells us why this Is a fair comparison. Ukraine borders the Russian Federation to the east and northeast, Belarus to the northwest, Poland, Slovakia and Hungary to the west, Romania and Moldova to the southwest, and the Black Sea and Sea of Azov to the south and southeast, respectively. It has an area of 603,628 km², making it the second largest contiguous country on the European continent, after the Russian Federation.
According to a popular and well established theory, the medieval state of Kievan Rus was established by the Varangians in the 9th century as the first historically recorded East Slavic state which emerged as a powerful nation in the Middle Ages until it disintegrated in the 12th century. By the middle of the 14th century, Ukrainian territories were under the rule of three external powers—the Golden Horde, the Grand Duchy of Lithuania, and the Kingdom of Poland. After the Great Northern War (1700–1721) Ukraine was divided between a number of regional powers and, by the 19th century, the largest part of Ukraine was integrated into the Russian Empire with the rest under Austro-Hungarian control. A chaotic period of incessant warfare ensued, with several internationally recognized attempts at independence from 1917 to 1921, following World War I and the Russian Civil War. Ukraine emerged from its own civil war, and on December 30, 1922 Ukrainian Soviet Socialist Republic became one of the founding republics of the Soviet Union. The Ukrainian SSR's territory was enlarged westward during the civil war shortly before, and after World War II, and further south in 1954 with the Crimea transfer. In 1945, the Ukrainian SSR became one of the founding members of the United Nations.
Vladimir Vladimirovich Putin (Russian: Влади́мир Влади́мирович Пу́тин; IPA: [vɫɐˈdʲimʲɪr vɫɐˈdʲimʲɪrəvʲɪtɕ ˈputʲɪn] ( listen); born 7 October 1952) is a Russian politician who has been the President of Russia since 7 May 2012. Putin previously served as President from 2000 to 2008 and as Prime Minister of Russia from 1999 to 2000, and again from 2008 to 2012. Putin also serves as chairman of United Russia and Chairman of the Council of Ministers of the Union of Russia and Belarus. He became acting President on 31 December 1999, when president Boris Yeltsin resigned in a surprising move. Putin won the 2000 presidential election; in 2004 he was re-elected for a second term lasting until 7 May 2008.
Because of constitutionally mandated term limits, Putin was ineligible to run for a third consecutive presidential term. After his successor Dmitry Medvedev won the 2008 presidential election, Putin was nominated by Medvedev to be Russia's Prime Minister; Putin took office on 8 May 2008 and a period of so-called "tandemocracy" followed. In September 2011, Putin and Medvedev agreed he should seek a third, non-consecutive term in the 2012 presidential election, which he won in the first round on 4 March 2012.
Timothy Maxwell "Max" Keiser (born January 23, 1960) is an American broadcaster and film-maker. He hosts Keiser Report, a financial program broadcast on RT (formerly Russia Today). Keiser also anchors On the Edge, a program of news and analysis hosted by Iran's Press TV. He hosted the New Year's Eve special, The Keiser's Business Guide to 2010 for BBC Radio 5 Live. Keiser presented a season of The Oracle with Max Keiser on BBC World News. Previously he produced and appeared regularly in the TV series People & Power on the Al-Jazeera English network. He also presents a weekly show about finance and markets on London's Resonance FM, as well as writing for The Huffington Post.
In addition to his broadcasting work Keiser is known for his invention of "Virtual Specialist Technology", a software system used by the Hollywood Stock Exchange.
Keiser has been involved with markets and finance for 25 years. He started his career as a stock broker on Wall Street after graduating from New York University.
