Jessica Rosenworcel (born July 12, 1971) is a member of the U.S. Federal Communications Commission (FCC), an independent agency of the United States government. She was nominated by President Barack Obama in October 2011. Her confirmation was delayed for months when Republican Senator Chuck Grassley refused to bring it up for a vote until the FCC released documents about a project he opposed. She was confirmed unanimously by the United States Senate on May 7, 2012, and was formally sworn into office on May 11, 2012, for a term ending June 30, 2015. In May 2015, President Obama renominated Rosenworcel for a second term, but as of July 2015 she has not yet been reconfirmed by the Senate.
Prior to joining the FCC, she practiced communications law in the private sector. In 1999, she joined the Wireline Competition Bureau of the FCC, and in 2003 started working for then-FCC Commissioner Michael Copps. Starting in 2007, she served as Senior Communications Counsel to the United States Senate Committee on Commerce, Science, and Transportation, under the leadership of Senator John D. Rockefeller IV (D–WV). She previously served in the same role on the Committee under the leadership of Senator Daniel K. Inouye (D–HI). In 2013, Rockefeller led a push to have Rosenworcel named to be the first female chair of the commission when former Chairman Julius Genachowski stepped down, although the position was ultimately given to Tom Wheeler.
The Federal Communications Commission (FCC) is an independent agency of the United States government, created by Congressional statute (see 47 U.S.C. § 151 and 47 U.S.C. § 154) to regulate interstate communications by radio, television, wire, satellite, and cable in all 50 states, the District of Columbia and U.S. territories. The FCC works towards six goals in the areas of broadband, competition, the spectrum, the media, public safety and homeland security, and modernizing itself.
The FCC was formed by the Communications Act of 1934 to replace the radio regulation functions of the Federal Radio Commission. The FCC took over wire communication regulation from the Interstate Commerce Commission. The FCC's mandated jurisdiction covers the 50 states, the District of Columbia, and Political divisions of the United States. The FCC also provides varied degrees of cooperation, oversight, and leadership for similar communications bodies in other countries of North America. The FCC is funded entirely by regulatory fees. It has an estimated fiscal-2016 budget of US$388 million. It has 1,720 federal employees.

A commissioner is, in principle, the title given to a member of a commission or to an individual who has been given a commission (official charge or authority to do something, the noun's second meaning).
In practice, the title of commissioner has evolved to include a variety of senior officials, often sitting on a specific commission. In particular, commissioner frequently refers to senior police or government officials. A High Commissioner is equivalent to an ambassador, originally between the United Kingdom and the Dominions and now between all Commonwealth states, whether Commonwealth realms, republics, or countries having a monarch other than that of the realms. The title is sometimes given to senior officials in the private sector; for instance, many North American sports leagues.
There is some confusion between commissioners and commissaries, because other European languages use the same word for both. Therefore titles such as commissaire in French, Kommissar in German and comisario in Spanish can mean either commissioner or commissary in English, depending on the context.
Net neutrality (also network neutrality, Internet neutrality, or net equality) is the principle that Internet service providers and governments should treat all data on the Internet the same, not discriminating or charging differentially by user, content, site, platform, application, type of attached equipment, or mode of communication. The term was coined by Columbia University media law professor Tim Wu in 2003, as an extension of the longstanding concept of a common carrier.
A widely cited example of a violation of net neutrality principles was the Internet service provider Comcast surreptitiously slowing uploads from peer-to-peer file sharing applications using forged packets. Research suggests that a combination of policy instruments will help realize the range of valued political and economic objectives central to the network neutrality debate. Combined with strong public opinion, this has led some governments to regulate broadband internet services as a public utility, similar to electricity, gas and water supply.

Schneiderman and Federal Communications Commission (FCC) Commissioner Jessica Rosenworcel today called on the FCC to fully cooperate with Attorney General Schneiderman’s investigation, after the FCC Inspector General’s office reversed course and signaled its intent today to assist with Attorney General’s inquiry into one million fake comments submitted during the net neutrality comment process. Attorney General Schneiderman and Commissioner Rosenworcel also called for the FCC’s planned December 14th vote on net neutrality to be halted while these fake comments are investigated.

Just eight years after completing the analog-to-digital TV transition, the Federal Communications Commission (FCC) is poised to authorize a transition to “Next-Gen TV,” with a vote scheduled for the agency’s open meeting on Nov. 16. The proposed order would authorize a “voluntary” transition that would not immediately force consumers to buy a new TV. Still, contentious issues remain in play concerning whether some viewers will lose local channels and whether pay TV providers or consumers will ultimately bear other costs related to the transition. Broadcasters argue that Next-Gen TV, based on a new ATSC 3.0 standard, will offer enhanced services and allow them to compete with cable and wireless internet platforms in the battle to stream video to devices both at home and on the go.
