Zenaida Victoria Moya is a former mayor of Belize City, Belize, first elected in elections held in March 2006. She is a member of the United Democratic Party (UDP). Moya was Belize City's first female mayor.
Moya was born to a large family headed by Erlean and Eugene Moya, Sr. and has lived all her life in Belize City. She attended local schools in Belize, including Pallotti High School and St. John's College, Junior College, before leaving for Spokane, Washington to attend Gonzaga University, where she earned a B.Sc. in Business Administration, with an Economics concentration. Further studies at University of Detroit-Mercy, in Detroit, Michigan, led to a Master's in this area.
Moya joined the local Social Security Board in 1995 under a UDP administration, and later the Ministry of Economic Development, working in both cases as an economist. With the accession of the PUP to power in 1998, Moya was moved up to Registrar of Cooperatives and Credit Unions in 2002. By October 2004, she was facing a transfer to a different Ministry in the wake of conflicts with the Northern Fishermen's Cooperative over questionable practices and ignorance of her department's directives. The NFC reputedly was controlled by a relative of Prime Minister Said Musa.
Zenaide (Spanish, Portuguese, Italian), Zénaïde (French), or Zinaida (Russian: Зинаида) is derived from the Greek: Ζηναις, Zenais, "of Zeus"
It is a personal name used in many cultures used for women. It can also refer (as genus Zenaida) to the Zenaida doves, named after Zénaïde Laetitia Julie Bonaparte.

Belize City is the largest city in the Central American country of Belize and was once the capital of the former British Honduras. According to the 2010 census, Belize City has a population of 57,169 people in 16,162 households. It is located at the mouth of the Haulover Creek, which is a tributary of the Belize River. The Belize River empties into the Caribbean Sea 5 miles from Belize City on the Philip Goldson Highway on the coast of the Caribbean. The city is the country's principal port and its financial and industrial hub. Several cruise ships drop anchor outside the port and are tended by local citizens. The city was almost entirely destroyed in 1961 when Hurricane Hattie swept ashore on October 31. It was the capital of British Honduras (as Belize was then named) until the government was moved to the new capital of Belmopan in 1970.
Belize City was founded (originally as "Belize Town") in 1638 by British lumber harvesters. It had previously been a small Maya city called Holzuz. Belize Town was ideal for the British as a central post because it was on the sea and a natural outlet for local rivers and creeks down which the British shipped logwood and mahogany. Belize Town also became the home of the thousands of African slaves brought in by the British to assist in the forest industry. It was the coordination site for the 1798 Battle of St. George's Caye, won by the British against would-be invaders, and the home of the local courts and government officials up to the 1970s. For this reason, historians often say that "the capital was the Colony", because the center of British control was here.

It is the only country in Central America whose official language is English, though Belizean Creole (Kriol) and Spanish are also commonly spoken. Belize is bordered on the north by Mexico, on the south and west by Guatemala, and on the east by the Caribbean Sea. Its mainland is about 290 km (180 mi) long and 110 km (68 mi) wide.

No one has come forward to verify her identity despite very distinct features on the body. It is believed, however, that in life she was homeless who wandered the streets of the City.
