Do I Charge HST on the Sale of Goods and Services to Another Province?
Do I charge GST or HST on the good and services to another province? In order to answer this, we must look at the sale of goods and sale of services separately because the tax treatment on each will differ. By way of background, HST (Harmonized Sales Tax) is the combination of Federal GST and the Provincial Sales Tax (PST) into a single value added tax. Not all provinces participate in HST. The provinces that charge HST are: • Ontario • Newfoundland • Nova Scotia • New Brunswick The provinces that charge GST and their own Provincial Sales Tax are: • Saskatchewan • Manitoba • Quebec Alberta only charges GST and does not have a Provincial Sales Tax. So it is the lowest sales tax jurisdiction amongst all of the provinces. House Statement - Harmonized Sales Tax MOA - May 30, 2012
Minister of Finance, Energy and Municipal Affairs Wes Sheridan addresses the Legislative Assembly of Prince Edward Island on the Memorandum of Agreement (MOA) regarding the implementation of the Harmonized Sales Tax (HST). The Memorandum provides the framework for the Canada-PEI Comprehensive Integrated Tax Co-ordination Agreement (CITCA). The CITCA will detail the conditions of implementing the HST in PEI, including how the province will transition from a dual GST/PST tax system to an integrated HST. To ensure that all Islanders are well informed and have an opportunity to ask questions, Minister Sheridan will be meeting with business groups, industry associations and the community as a whole. These meetings will begin on June 20 and run weekly until the end of August. A full schedule of meetings, with contact information, will be published in local newspapers soon. House Statement - CITCA Agreement signed for HST - November 27, 2012
Minister of Finance, Energy and Municipal Affairs Wes Sheridan addresses the Legislative Assembly of Prince Edward Island on the signing of the Comprehensive Integrated Tax Coordination Agreement (CITCA) between the Province of PEI and the Government of Canada. The CITCA provides the framework necessary for the implementation of the Harmonized Sales Tax (HST) in PEI. It confirms the province's policy to eliminate the Provincial Sales Tax and replace it with a modern, value-added tax. This modernized tax will be implemented at a rate of 9 per cent and, combined with the Goods and Services Tax (GST), will create a 14 per cent HST, which will come into effect on April 1, 2013. The HST into effect beginning on July 1, 2010. Here are couple of important items to be noted. • HST will not apply on the purchase price of re-sale homes. • HST would apply to services such as moving cost, legal fees, home inspection fees, and REALTOR® commissions. • HST will apply to the purchase price of newly constructed homes. However, the Province is proposing a rebate so that new homes across all price ranges would receive a 75 per cent rebate of the provincial portion of the single sales tax on the first $400000. For new homes under $400000, this would mean, on average, no additional tax amount compared to the current system. • Sales of new homes under written agreements of purchase and sale entered into on or before June 18, 2009 would not be subject to the provincial portion of the single sales tax, even if both ownership and possession are transferred on or after July 1, 2010. • The tax would also not apply to sales of new homes under written agreements of purchase and sale entered into after June 18, 2009 where ownership or possession is transferred before July 1, 2010. Cyclists Rally Against HST
VICTORIA - A few hundred cyclists gathered outside the legislature in Victoria Wednesday to challenge the proposed harmonized sales tax on bicycles. The rally was organized by Saanich South NDP MLA Lana Popham who also presented a petition inside the legislature on behalf of 5000 people opposed to the tax hike. Bikes are currently exempt from the Provincial sales tax but if the HST is implemented on July 1st, 2010 it will be applied to bikes, bike repairs and related equipment. During question period Finance Minister Colin Hansen defended the moving saying the introduction of the HST is the single most important thing the government can do to stimulate the economy and create jobs. The Minster also says the government has brought in an HST tax credit to offset the incremental costs on things like new bikes and implemented and increase in the basic personal exemption. NDP leader Carole James is calling people to write letters to their MLAs and the Premier. An On-line petition is also being launched at www.fighthst.com
