Ilham Aliev,
Prime Minister of Azerbaijan:
"The doctors say that since he's been in
Cleveland, there has been a significant improvement in his condition. He had a problem with one of his kidneys which is now being treated successfully. They need more time to do it and I know there are various rumours and information about what will happen later, whether he will need an operation or not. They said they think think they will do a conservative treatment, only therapeutic treatment will be enough for him to completely recover."

9. SOUNDBITE (English) Ilham Aliev, Prime Minister of Azerbaijan:
"It will be naive to expect a country of 11 years old to suffer occupation, civil war, several attempts at a coup d'etat, still hostile groups inside the country and outside the country.
It's not appropriate to expect you have here the same level of democratic development that you have in western
Europe, but the important thing is that we are moving in that direction."

11. SOUNDBITE (English) Ilham Aliev, Prime Minister of Azerbaijan:
"The issue is unresolved, but it is not an impediment for energy development. Of course, it will be very good if five countries can agree and put an end to that, but unfortunately that does not happen. I think that we have to find a solution but even if we don't, I don't think it will be a serious obstacle for us."

STORYLINE
Azerbaijan's newly appointed prime minister - and the man expected to be its next president - on Friday said it would be "naive" to believe his country could be a perfect democracy.
But in an interview with the
Associated Press, Ilham Aliev vowed the government would do its best to ensure upcoming presidential elections are free and fair.
Aliev acknowledged that the recent health problems of his father,
President Geidar Aliev, could catapult him to the presidency of oil-rich
Caucasus nation sooner than expected.
The 41-year-old is a candidate in the
October 15 elections, although he has insisted his candidacy is a bid to help his father's re-election campaign and that he will withdraw should his father be in a position to run.
The president has been in hospitals in Turkey and in the US city of Cleveland since July 8.
Critics have accused the senior Aliev of trying to maneouvre a transfer of power to his son.
But in the interview with the AP, the younger Aliev stressed that his father's health was steadily improving and that he had successfully been treated for a kidney problem.
He denied reports that the president was in need of a heart transplant.
Aliev said he spoke with his father daily, though he was unable to get through on Friday because of the havoc caused by the blackout in the northeast
United States.
