In the politics of the United States, dark money is a term that describes funds given to nonprofit organizations—primarily 501(c)(4) (social welfare) and 501(c)(6) (trade association) groups—that can receive unlimited donations from corporations, individuals, and unions, and spend funds to influence elections, but are not required to disclose their donors.
According to the Center for Responsive Politics, "spending by organizations that do not disclose their donors has increased from less than $5.2 million in 2006 to well over $300 million in the 2012 presidential cycle and more than $174 million in the 2014 midterms." The New York Times editorial board has opined that the 2014 midterm elections were influenced by "the greatest wave of secret, special-interest money ever raised in a congressional election."
The term was first used by the Sunlight Foundation to describe undisclosed funds that were used during the United States 2010 mid-term election.
Dark Money: The Hidden History of the Billionaires Behind the Rise of the Radical Right (2016) is a non-fiction book written by the American investigative journalist Jane Mayer about a network of extremely wealthy conservative libertarians, foremost among them Charles and David Koch, who have together funded an array of organizations that work in tandem to influence academic institutions, think tanks, the courts, statehouses, Congress, and the American presidency.
Jane Meredith Mayer (born 1955) is an American investigative journalist who has been a staff writer for The New Yorker since 1995. In recent years, she has written for that publication on money in politics, government prosecution of whistleblowers, and the United States Predator drone program.
Mayer was born in New York City. Her mother, Meredith (née Nevins), was a painter, former president of the Manhattan Graphics Center, and a printer. Her father, William Mayer, is a composer. Her paternal great-great-grandfather was Emanuel Lehman, one of the founders of Lehman Brothers, and her maternal grandparents were the historian Allan Nevins and Mary Fleming (Richardson). Allan Nevins, in several books about the Rockefeller family (including the authorized biography of John D. Rockefeller), held Rockefeller and similar figures up as heroes of American capitalism.
Mayer graduated in 1973 from Fieldston. While in high school, she spent a year studying as an exchange student at the Bedales School in England. A 1977 graduate of Yale University, she was a campus stringer for Time magazine. She continued her studies at Oxford University.
Money is any item or verifiable record that is generally accepted as payment for goods and services and repayment of debts in a particular country or socio-economic context, or is easily converted to such a form. The main functions of money are distinguished as: a medium of exchange; a unit of account; a store of value; and, sometimes, a standard of deferred payment. Any item or verifiable record that fulfills these functions can be considered money.
Money is historically an emergent market phenomenon establishing a commodity money, but nearly all contemporary money systems are based on fiat money. Fiat money, like any check or note of debt, is without use value as a physical commodity. It derives its value by being declared by a government to be legal tender; that is, it must be accepted as a form of payment within the boundaries of the country, for "all debts, public and private". Such laws in practice cause fiat money to acquire the value of any of the goods and services that it may be traded for within the nation that issues it.
Darkness, the polar opposite to brightness, is understood to be an absence of visible light. It is also the appearance of black in a colored space.
Humans are unable to distinguish color when either light or darkness predominate. In conditions of insufficient light, perception is achromatic and ultimately, black.
The emotional response to darkness has generated metaphorical usages of the term in many cultures.
The perception of darkness differs from the mere absence of light due to the effects of after images on perception. In perceiving, the eye is active, and that part of the retina that is unstimulated produces a complementary afterimage.
In terms of physics, an object is said to be dark when it absorbs photons, causing it to appear dim compared to other objects. For example, a matte black paint does not reflect much visible light and appears dark, whereas white paint reflects much light and appears bright. For more information see color.
Light cannot be absorbed without limit. According to the principle of the conservation of Energy, energy cannot be created or destroyed; it can only be converted from one type to another. Consequently, most objects that absorb visible light reemit it as heat. So, although an object may appear dark, it is likely bright at a frequency that humans cannot perceive. "California's Fair Political Practices Commission on Thursday will announce a settlement in its probe into an $11 million contribution made by a "dark money" nonprofit group in the 2012 elections, according to a source with knowledge of the case. The commission will disclose the deal at a press conference scheduled for noon. The settlement involves an $11 million contribution from the previously unknown Arizona-based nonprofit Americans for Responsible Leadership to the Small Business Action Committee, which opposed Gov.
