Georgy Maximilianovich Malenkov (Russian: Гео́ргий Максимилиа́нович Маленко́в; 8 January 1902 [O.S. 26 December 1901] – 14 January 1988) was a Soviet politician and Communist Party leader.
His family connections with Vladimir Lenin speeded his promotion in the party, and in 1925 he was put in charge of the party records. This brought him into close association with Joseph Stalin, and he was heavily involved in the purges of the 1930s. During World War II, he was given sole responsibility for the Soviet missile program. Later he gained favour with Stalin by discrediting Marshal Georgy Zhukov for supposed disloyalty, and supporting Stalin’s campaign to erase all the glories of Leningrad in the public mind, in order to promote Moscow as the cultural capital.
On Stalin’s death in 1953, Malenkov was briefly party leader, but was soon replaced by Nikita Khrushchev, with Malenkov as premier, as the party did not want both functions entrusted to the same person. His two-year term ended in failure. He was expelled from the Politburo in 1957. In 1961 he was expelled from the party and exiled to Kazakhstan.
The Union of Soviet Socialist Republics (Russian: Сою́з Сове́тских Социалисти́ческих Респу́блик, tr. Soyuz Sovetskikh Sotsialisticheskikh Respublik; IPA: [sɐˈjus sɐˈvʲɛtskʲɪx sətsɨəlʲɪsˈtʲitɕɪskʲɪx rʲɪˈspublʲɪk]) abbreviated to USSR (Russian: СССР, tr. SSSR) or shortened to the Soviet Union (Russian: Сове́тский Сою́з, tr. Sovetskij Soyuz; IPA: [sɐ'vʲetskʲɪj sɐˈjʉs]), was a Marxist–Leninist state on the Eurasian continent that existed between 1922 and 1991. A union of multiple subnational Soviet republics, its government and economy were highly centralized. The Soviet Union was a one-party state, governed by the Communist Party with Moscow as its capital.
Joseph Stalin (/ˈstɑːlɪn/; birth surname: Jughashvili; 18 December 1878 – 5 March 1953) was the leader of the Soviet Union from the mid-1920s until his death in 1953. Holding the post of the General Secretary of the Central Committee of the Communist Party of the Soviet Union, he was effectively the dictator of the state.
Stalin was one of the seven members of the first Politburo, founded in 1917 in order to manage the Bolshevik Revolution, alongside Lenin, Zinoviev, Kamenev, Trotsky, Sokolnikov and Bubnov. Among the Bolshevik revolutionaries who took part in the Russian Revolution of 1917, Stalin was appointed General Secretary of the party's Central Committee in 1922. He subsequently managed to consolidate power following the 1924 death of Vladimir Lenin by suppressing Lenin's criticisms (in the postscript of his testament) and expanding the functions of his role, all the while eliminating any opposition. He remained general secretary until the post was abolished in 1952, concurrently serving as the Premier of the Soviet Union from 1941 onward.

The concept of a "surname" is a relatively recent historical development, evolving from a medieval naming practice called a "byname". Based on an individual's occupation or area of residence, a byname would be used in situations where more than one person had the same name.
Under the 1977 Constitution of the Union of Soviet Socialist Republics (USSR), the Chairman of the Council of Ministers was the head of government and the Chairman of the Presidium of the Supreme Soviet was the head of state. The office of the Chairman of the Council of Ministers was the equivalent to a First World Prime Minister, while the office of the Chairman of the Presidium was equivalent to the office of the President. In the Soviet Union's seventy-year history there was no official leader of the Soviet Union offices but a Soviet leader usually led the country through the office of the Premier and/or the office of the General Secretary of the Communist Party of the Soviet Union (CPSU). In the ideology of Vladimir Lenin the head of the Soviet state was a collegiate body of the vanguard party (see What Is to Be Done?).
Following Joseph Stalin's consolidation of power in the 1920s the post of the General Secretary of the Central Committee of the Communist Party became synonymous with 'Leader of the Soviet Union' because the post controlled both the CPSU and the Soviet Government. The post of the General Secretary was abolished under Stalin and later re-established by Nikita Khrushchev under the name of First Secretary; in 1966 Leonid Brezhnev reverted the office title to its former name. Being the head of the communist party, the office of the General Secretary was the highest in the Soviet Union until 1990. The post of General Secretary lacked clear guidelines of succession, so after the death or removal of a Soviet leader, the successor usually needed the support of the Politburo, the Central Committee, or another government or party apparatus to both take and stay in power. The President of the Soviet Union, an office created in March 1990, replaced the General Secretary as the highest Soviet political office.

After Stalin's death, Beria was appointed First Deputy Premier and reappointed head of the MVD, which he merged with the MGB. His close ally Malenkov was the new Prime Minister and initially the most powerful man in the post-Stalin leadership. Beria was second most powerful, and given Malenkov's personal weakness, was poised to become the power behind the throne and ultimately leader himself. Khrushchev became Party Secretary.
