An autonomous community (Spanish: comunidad autónoma, IPA: [komuniˈðað auˈtonoma]) is the first-level political division of the Kingdom of Spain, established in accordance with the current Spanish Constitution (1978). The second article of the constitution recognizes the rights of "nationalities and regions" to self-government and declares the "indissoluble unity of the Spanish nation".
Political power in Spain is organized as a central government with devolved power for 17 autonomous communities. These regional governments are responsible for the administration of schools, universities, health, social services, culture, urban and rural development and, in some cases, policing. There are also 2 autonomous cities.
Under the "system of autonomies" (Estado de las Autonomías), Spain has been quoted to be "remarkable for the extent of the powers peacefully devolved over the past 30 years" and "an extraordinarily decentralised country", with the central government accounting for just 18% of public spending; the regional governments 38%, the local councils 13% and the social-security system the rest.

i/ˈspeɪn/ SPAYN; Spanish: España, pronounced: [esˈpaɲa] (
listen)), officially the Kingdom of Spain (Spanish: Reino de España), is a sovereign state and a member of the European Union located in southwestern Europe on the Iberian Peninsula. Its mainland is bordered to the south and east by the Mediterranean Sea except for a small land boundary with the British Overseas Territory of Gibraltar; to the north and north east by France, Andorra, and the Bay of Biscay; and to the northwest and west by the Atlantic Ocean and Portugal.
Spanish territory also includes the Balearic Islands in the Mediterranean, the Canary Islands in the Atlantic Ocean off the African coast, and two autonomous cities in North Africa, Ceuta and Melilla, that border Morocco. Furthermore, the town of Llívia is a Spanish exclave situated inside French territory. With an area of 504,030 square kilometres (194,610 sq mi), it is the second largest country in Western Europe and the European Union after France, and the fourth largest country in Europe after Russia, Ukraine and France.

It is the most populous (8,285,692 inhabitants in 2009) and the second largest, in terms of land area, of the seventeen autonomous communities of the Kingdom of Spain. Its capital and largest city is Seville. The region is divided into eight provinces: Huelva, Seville, Cádiz, Córdoba, Málaga, Jaén, Granada and Almería. Andalusia is in the south of the Iberian peninsula, immediately south of the autonomous communities of Extremadura and Castile-La Mancha; west of the autonomous community of Murcia and the Mediterranean Sea; east of Portugal and the Atlantic Ocean; and north of the Mediterranean Sea and the Strait of Gibraltar, which separates Spain from Morocco, and the Atlantic Ocean. The small British overseas territory of Gibraltar shares a three-quarter-mile land border with the Andalusian province of Cádiz at the eastern end of the Strait of Gibraltar. Andalusia has three major geographic subregions. In the north, the mountainous Sierra Morena separates Andalusia from the plains of Extremadura and Castile-La Mancha on Spain's Meseta Central. South of that, one can distinguish Upper Andalusia, generally the Baetic Cordillera, from Lower Andalusia with its Baetic Depression of the valley of the Guadalquivir. The name Andalusia traces back to the Arabic language Al-Andalus. Andalusia was the center of power in medieval Muslim-dominated Iberia. Besides Muslim or "Moorish" influences, the region's history and culture have been influenced by the earlier Iberians, Carthaginians, Greeks, Roman Empire, Vandals, Visigoths, all of whom preceded the Muslims, as well as the Castilian and other Christian North Iberian nationalities who conquered the area in the latter phases of the Reconquista. There was also a relatively large Sephardic Jewish presence. Since the Industrial Revolution, Andalusia has been an economically poor region in comparison with the rest of Spain and the European Union at large. Agriculture and the service sectors predominate in the economy. The region has, however, a rich culture and a strong cultural identity. Many cultural phenomena that are seen internationally as distinctively Spanish are largely or entirely Andalusian in origin. Andalusia is in the south of the Iberian peninsula, immediately south of the autonomous communities of Extremadura and Castile-La Mancha; west of the autonomous community of Murcia and the Mediterranean Sea; east of Portugal and the Atlantic Ocean; and north of the Mediterranean Sea and the Strait of Gibraltar, which separates Spain from Morocco, and the Atlantic Ocean. The small British overseas territory of Gibraltar shares a three-quarter-mile land border with the Andalusian province of Cádiz at the eastern end of the Strait of Gibraltar.
Andalusia has three major geographic subregions. In the north, the mountainous Sierra Morena separates Andalusia from the plains of Extremadura and Castile-La Mancha on Spain's Meseta Central. South of that, one can distinguish Upper Andalusia, generally the Baetic Cordillera, from Lower Andalusia with its Baetic Depression of the valley of the Guadalquivir.
The name Andalusia traces back to the Arabic language Al-Andalus. Andalusia was the center of power in medieval Muslim-dominated Iberia. Besides Muslim or "Moorish" influences, the region's history and culture have been influenced by the earlier Iberians, Carthaginians, Greeks, Roman Empire, Vandals, Visigoths, all of whom preceded the Muslims, as well as the Castilian and other Christian North Iberian nationalities who conquered the area in the latter phases of the Reconquista. There was also a relatively large Sephardic Jewish presence.
Since the Industrial Revolution, Andalusia has been an economically poor region in comparison with the rest of Spain and the European Union at large. Agriculture and the service sectors predominate in the economy. The region has, however, a rich culture and a strong cultural identity. Many cultural phenomena that are seen internationally as distinctively Spanish are largely or entirely Andalusian in origin. The Catalan Government announced that, if the Spanish Executive finally decides to recentralise Catalonia's own taxes, they will take the issue to the Constitutional Court. The Catalan Finance Minister, Andreu Mas-Colell, stated that, if confirmed, "it would be a very provocative proposal" and "would make totally transparent, if it is not already transparent by now, the recentralising assault and the policy to dismantle the [current] Autonomous Community model". On Thursday an expert committee handed a report to the Spanish Government suggesting 270 measures to completely reform Spain's taxation system. The text states that the Spanish Government will "order" all the taxes, including those of the Autonomous Communities. Regional governments might continue having their own taxes but market unity will be a higher priority and taxes will always be "coordinated" by the Spanish Finance Ministry.
