A borough is an administrative division in various countries. In principle, the term borough designates a self-governing walled town, although in practice, official use of the term varies widely.
The word borough derives from common Germanic *Burg, meaning fort: compare with bury, burgh and brough (England), burgh (Scotland), Burg (Germany), borg (Scandinavia), burcht (Dutch), boarch (West Frisian), and the Germanic borrowing present in neighbouring Indo-european languages such as borgo (Italian), bourg (French), burgo (Spanish and Portuguese), burg (Romanian), purg (Kajkavian) and durg (दर्ग) (Hindi) and arg (ارگ) (Persian). The incidence of these words as suffixes to place names (for example, Aldeburgh, Bamburgh, Tilbury, Tilburg, Strasbourg (Strossburi in the local dialect), Luxembourg, Edinburgh, Grundisburgh, Hamburg, Gothenburg) usually indicates that they were once fortified settlements.
In the Middle Ages, boroughs were settlements in England that were granted some self-government; burghs were the Scottish equivalent. In medieval England, boroughs were also entitled to elect members of parliament. The use of the word borough probably derives from the burghal system of Alfred the Great. Alfred set up a system of defensive strong points (Burhs); in order to maintain these settlements, he granted them a degree of autonomy. After the Norman Conquest, when certain towns were granted self-governance, the concept of the burh/borough seems to have been reused to mean a self-governing settlement.
Reading Borough Council is the local authority for the Borough of Reading in the English county of Berkshire. It is a unitary authority, having the powers of a non-metropolitan county and district council combined. Berkshire is purely a ceremonial county, with no administrative responsibilities.
Reading Borough Council has adopted the committee system of governance and the current leader of the council is Councillor Jo Lovelock of the Labour Party. The largely ceremonial post of mayor is held by Councillor Sarah Hacker.
The area covered by the Borough of Reading is one definition of the town of Reading. However, in common usage, the town often encompasses suburbs that lie beyond the borough boundary, in the adjoining local authority areas of Wokingham, West Berkshire and South Oxfordshire. These suburbs are outside the control of Reading Borough Council.

Earley is a town and civil parish in the English county of Berkshire. The Office for National Statistics places Earley within the Reading/Wokingham Urban Area; for the purposes of local government it falls within the Borough of Wokingham, outside the area of Reading Borough Council. The name is sometimes spelt Erleigh or Erlegh.
The town consists of a number of smaller areas, including Maiden Erlegh and Lower Earley, and lies some 2 miles (3 km) south and east of central Reading, and some 5 miles (8 km) west of Wokingham. Evidence of prehistoric man has been found in several locations around Earley. For example, a hand axe was found in the railway cutting; flint implements in a garden in Elm Lane; and hand axes in the gardens in Fowler Close and Silverdale Road. Most of these finds are thought to date from the late Paleolithic period, around 35,000 years ago.

READING Borough Council can confirm Crescent Road in East Reading will be the site for the new Maiden Erlegh School. The Council bought the Crescent Road site last year with the express intention of securing the site for future educational use. This was done in response to the increasing demand on school places both nationally and locally. Old Civic Centre Climb in Reading before Demolition Starts
At the May 3, 2016 meeting of the Highland Park, NJ Borough Council, a proclamation was read honoring resident Ruth Bickhardt. Mrs. Bickhardt is a survivor of the voyage of the St. Louis, the ship taking German Jewish families from Nazi Germany, that was turned away, prevented from docking by countries including the US. The video includes the reading of the proclamation and a recounting by Mrs. Bickhardt of her journey.
