The Press Council of Ireland and the Office of the Press Ombudsman safeguards and promotes professional and ethical standards in Irish newspapers, magazines and digital publications. The Press Council is an independent regulatory body, and appoints the Press Ombudsman. The Office of the Press Ombudsman ensures that everybody has access to an independent press complaints mechanism that is quick, fair and free. The structures are designed to ensure that the freedom of the press is never abused, and that the public interest is always served. These are the main principles of independent press regulation all around the world.

Membership of the Press Council is voluntary and consideration of complaints can only take place when the matter under complaint has been published in a member publication. All national newspapers (including Irish editions of UK papers), most regional newspapers, many magazines and some digital publications are members.

The professional and ethical standards involved are those set out in the Code of Practice.

The Press Council of Ireland is the body for press regulation in Ireland, independent of both government and media.  It is charged with the oversight of the professional principles embodied in its Code of Practice, and with upholding the freedom of the press. It operates with the support and cooperation of editors and journalists, and decides on appeals from decisions of the Press Ombudsman and on complaints referred to it directly by the Ombudsman.

The Office of the Press Ombudsman receives complaints from members of the public.  If a complaint meets the criteria set out in the Office's complaints procedures, the Case Officer will contact the editor of the publication concerned in an effort to resolve the complaint by conciliation. Where conciliation is not possible, the Press Ombudsman will make a decision based on the Code of Practice. In some limited circumstances he may refer complaints directly to the Press Council for a decision. There is no charge for the services of the Press Ombudsman or the Press Council of Ireland.
