Mutual assured destruction, or MAD, is a doctrine of military strategy and national security policy in which a full-scale use of nuclear weapons by two or more opposing sides would cause the complete annihilation of both the attacker and the defender (see pre-emptive nuclear strike and second strike). It is based on the theory of deterrence, which holds that the threat of using strong weapons against the enemy prevents the enemy's use of those same weapons. The strategy is a form of Nash equilibrium in which, once armed, neither side has any incentive to initiate a conflict or to disarm.
The MAD doctrine assumes that each side has enough nuclear weaponry to destroy the other side and that either side, if attacked for any reason by the other, would retaliate without fail with equal or greater force. The expected result is an immediate, irreversible escalation of hostilities resulting in both combatants' mutual, total, and assured destruction. The doctrine requires that neither side construct shelters on a massive scale, such as there are in Switzerland. If one side constructed a similar system of shelters, it would violate the MAD doctrine and destabilize the situation, because it would not have to fear the consequences of a second strike. The same principle is invoked against missile defense.
In military strategy, assured destruction is where behaviors or choices are deterred because they will lead to overwhelming punitive consequences. It was most often discussed as mutually assured destruction (MAD), assuming there are exactly two parties in the conflict. The concept of assured destruction occasionally arises also in the death penalty debate and biotechnology debate.

Historians do not fully agree on the dates, but 1947–91 is common. The two superpowers never engaged directly in full-scale armed combat, but they were heavily armed in preparation for a possible all-out nuclear world war. Each side had a nuclear deterrent that deterred an attack by the other side, on the basis that such an attack would lead to total destruction of the attacker: the doctrine of mutually assured destruction (MAD). Aside from the development of the two sides' nuclear arsenals, and deployment of conventional military forces, the struggle for dominance was expressed via proxy wars around the globe, psychological warfare, massive propaganda campaigns and espionage, rivalry at sports events, and technological competitions such as the Space Race.

The Trident missile is a submarine-launched ballistic missile (SLBM) equipped with multiple independently targetable reentry vehicles (MIRV). In 1971, The US Navy began studies of an advanced Undersea Long-range Missile System (ULMS). A Decision Coordinating Paper (DCP) for the ULMS was approved on 14 September 1971. ULMS program outlined a long-term modernization plan, which proposed the development of a longer-range missile termed ULMS II, which was to achieve twice the range of the existing Poseidon (ULMS I) missile. In addition to a longer-range missile, a larger submarine (Ohio-class) was proposed to replace the James Madison and Ben Franklin class SSBNs in 1978. The ULMS II missile system was designed to be retrofitted to the existing SSBNs, while also being fitted to the proposed Ohio-class submarine.
