A county seat is an administrative center, or seat of government, for a county or civil parish. The term is primarily used in the United States. In the Canadian province of New Brunswick, the term shire town is used.
United States counties, as in England and Canada, function as administrative subdivisions of a state and have no sovereign jurisdiction of their own, although some have authority to enact and enforce municipal ordinances. Counties administer state or provincial law at the local level as part of the decentralization of state/provincial authority. In many U.S. states, state government is further decentralized by dividing counties into civil townships, to provide local government services to residents of the county who do not live in incorporated cities or towns.
A county seat is usually, but not always, an incorporated municipality. The exceptions include, but are not limited to, the county seats of counties that have no incorporated municipalities within their borders, such as Arlington County, Virginia and Howard County, Maryland. (Ellicott City, the county seat of Howard County, is the largest unincorporated county seat in the United States, followed by Towson, the county seat of Baltimore County, Maryland.) The county courthouse and county administration are usually located in the county seat, but some functions may also be conducted in other parts of the county, especially if it is geographically large.
Gary Richard Herbert (born May 7, 1947) is the 17th and current Governor of the U.S. state of Utah. Having served as the sixth Lieutenant Governor of Utah from 2005 to 2009, he assumed the governorship on August 11, 2009, following the resignation of Jon Huntsman, Jr., who was appointed United States Ambassador to the People's Republic of China by President Barack Obama. Herbert was elected to serve out the remainder of the term in a special election in 2010, defeating his opponent 64%-32%. He is seeking election to a full four-year term in 2012.
Herbert was born to Paul and Carol Peters in American Fork, later being adopted by his stepfather, Duane Barlow Herbert. Governor Herbert grew up in Orem, Utah. He graduated from Orem High School, served a two year mission for the LDS Church in the Eastern States Mission and later attended Brigham Young University, but did not graduate. Herbert is of entirely English descent.
He is married to Jeanette Snelson Herbert; they have six children and thirteen grandchildren.
