According to the majority of the current Supreme Court, if an action isn't punishable by a bribery statute, it’s not corruption. Zephyr Teachout, associate professor of law at Fordham University, is a former anti-corruption candidate for New York governor who won 34 percent of the vote in the Democratic primary against Andrew Cuomo. She is also the author of “Corruption in America: From Benjamin Franklin’s Snuff Box to Citizens United.”

Zephyr Teachout
Zephyr Rain Teachout (born October 21, 1971) is an American academic and activist. She is an Associate Professor of Law at Fordham University. In 2014, she ran for the Democratic Party nomination for Governor of New York, losing to incumbent Governor Andrew Cuomo. In July 2015, she was named as CEO and Board chair for the US-based anti-corruption nonprofit Mayday PAC, replacing Lawrence Lessig. In January 2016, she announced her candidacy for representative of New York's 19th congressional district.
Early life
Zephyr Rain Teachout, the second of five children, was born in Vermont to Peter Teachout, a constitutional law professor at Vermont Law School, and Mary Miles Teachout, a state court judge. Her father served in the United States Army as a Lieutenant during the Vietnam War and has a law degree from Harvard Law School. She was raised on a farm outside of Norwich, Vermont. She attended Hanover High School in Hanover, New Hampshire, where she was a champion cross-country runner.

Andrew Cuomo
Andrew Mark Cuomo (/ˈkwoʊmoʊ/; born December 6, 1957) is an American politician who is the 56th and current Governor of New York. A member of the Democratic Party, Cuomo was elected in 2010, holding the same position his father, Mario Cuomo, held from 1983 to 1994.
Born in Queens, New York, he is a graduate of Fordham University and Albany Law School. Cuomo began his career working as campaign manager for his father then served as an assistant district attorney in New York City before entering private practice. He founded the Housing Enterprise for the Less Privileged and was appointed Chairman of the New York City Homeless Commission, where he served from 1990 to 1993.
Cuomo joined the Clinton Administration in 1993 when he was appointed assistant secretary for Community Planning and Development in the U.S. Department of Housing and Urban Development (HUD). He then served as Secretary of Housing and Urban Development from 1997 to 2001.
After a failed campaign for governor in 2002, Cuomo was elected Attorney General of New York in 2006. In May 2010, Cuomo announced he was running for governor in the 2010 election. He won with 62% of the vote. During his first term, New York legalized same-sex marriage and toughened gun controls. Cuomo was elected to a second term in 2014.

Teachout is one of the top progressive recruits in the 2016 field, a law professor who specializes in the study of corruption and corporate power. Teachout’s campaign has focused on money in politics, denouncing the ease with which big business is able to distort both consumer markets and the political process. She garnered national attention with her 2014 primary challenge to New York Gov. Andrew Cuomo (D), a race in which she secured over a third of the vote with a shoestring operation.”*
