Chongsen Leung is not only a Conservative MP for the riding of Willowdale, but also appointed by the Harper Conservatives as the Parliamentary Secretary for Multiculturalism. This video is from a meeting in Toronto with constituents on Jan 24, 2015.
Context: He was asked why his government has implemented a policy to specifically discriminate against Iranian-Canadians for VISA applications. After raving incoherently about Israel for a while (which was unrelated to the question), he launched into this rant.

Chungsen Leung, MP refuses to apologize for telling a newly Canadian to go back to his country
I had purchased a booth for my company, MQ Solutions, for the Multicultural event that took place in North York, at the Mel Lastman Square on August 08, 2015. In front of my booth, on the other side of the alley, the respondent was standing in a booth that was set up by the Conservative party.
He was advertising for his re-election as an elected Member of Parliament (MP), and one of his Representatives came to ask me to vote for him. So, I told her: "I have other opinions and I do not agree with some of the ideas of the Conservative party", I mentioned a few of them. She couldn't answer my questions and concerns, so she invited me to visit the booth of the conservative party, to ask Mr. Chungsen Leung personally, as she said he would be better able to discuss them with me.
I accepted her offer, and made my way to the Member of Parliament's table. I engaged into a conversation with Mr. Leung where I reflected my opinions and concerns, particularly about the current immigration laws, and how frustrated I have become in the recent years with the lengthy process of reuniting my family in Canada. I remember clearly saying: "Who is a Canadian? It's me and you, and all the other immigrants that are building this country, and now I cannot even bring my family members to help up continue this path." To which he responded on a grave tone: "GO BACK To YOUR COUNTRY!"
Mr. Chungsen Leung, looked at me and said” Go back!” At first, I did not understand, but right away, I realized how discriminative, prejudicial and unfair his response was.
I asked him: "Why are you discriminating against me? And, what is different between me and you? We are both immigrants and choose Canada to live in." He kept silent, just looked at me, lifted his arm, showed me the back of his hand, and moved his hand towards me several times, as to tell me to go away.
There were so many witnesses over there, and some even expressed how offended they were by his actions and words
A lady even came forward and introduced herself as Miss Souddeh Ghasemi, member of the ICC (Iranian Canadian Council). She told me that it was not the first time that this MP had expressed his racist thought to the Iranian-Candians. She did tell me about a prior meeting with Mr. Chungsen Leung with group of Iranians on January 24th, 2015, which looked at the possibility of re-opening the Iranian Embassy, and she told me to look for the video-evidence on the CTV news broadcast. In fact, he had indeed told the exact same thing while addressing the Iranian community: "Go back to your country". I felt shocked to know that this elected member of parliament could be so inappropriate.

Chungsen (C. S.) Leung, MP (Chinese: 梁中心) (born July 14, 1950) is a Taiwanese born Canadian businessman and politician, currently the MP for Willowdale; he was the Conservative Party of Canada's candidate in the 2011 election.
Chungsen (C. S.) Leung was born in Taiwan and pursued his secondary education in Japan. As the international community gradually recognized the mainland People's Republic of China in the 1960s, he feared that he could become stateless as a person born in Taiwan. Thus, when the opportunity presented itself, he came to Canada to pursue his university education at Ottawa's Carleton University and adopted Canada as his new home. After spending eight years in Canada as an international student and as a landed immigrant, he became a citizen of Canada. He met his wife while studying in Canada.
He received a Bachelor of Arts (B.A.) at Carleton University specialized in Economics and Commerce. He also holds Master of Science (M.Sc.) from the University of Southern California.

Chungsen Leung, Member for Willowdale (CPC): Thank you, Mr. Speaker. Today is the last day of the year of the snake in the lunar calendar. Tomorrow we welcome the year of the horse. The Lunar New Year has become one of the most widely celebrated holidays in Canada as millions of Canadians including those of Chinese, Vietnamese and Korean heritage gather with family and friends to ring in the new year this evening. Many communities will put on events featuring lion and dragon dances, giving out red envelopes of lucky money and enjoy multi-course meals. I encourage all Canadians to participate in these festivities ensuring the diversity of our multicultural communities. According to the Chinese zodiac, each one of the twelve years is dedicated to a specific animal and this year, it is the year of the horse. People born the year of the horse are said to be energetic, active, hard-working and elegant. Mr. Speaker, on behalf of the Government, I wish all Canadians a happy, healthy and prosperous year of the horse. -

On March 28th 2014 few members of the Iranian Community met Chungsen Leung Conservative MP of Willowdale in his office, to talk about the usage of a wrong word by John Baird Canada Foreign Affairs referring to Persian Gulf. There were also discussion about government's international politics, especially the one Canada is currently following in the Middle East, and the fact that Canadian government does not differentiate the Iranian Government from the people of Iran, and Iranian community in Canada. It was mentioned that the government was also wrong when selecting as leaders or representatives of the community only those who have similar beliefs to conservative policies. That the government should not present meetings with the Iranian-Canadian community as a sign of approval of its policies toward Iran.

In front of my booth, on the other side of the alley, the respondent was standing in a booth that was set up by the Conservative party. He was advertising for his re-election as an elected Member of Parliament (MP), and one of his Representatives came to ask me to vote for him. He was advertising for his re-election as an elected Member of Parliament (MP), and one of his Representatives came to ask me to vote for him. So, I told her: "I have other opinions and I do not agree with some of the ideas of the Conservative party", I mentioned a few of them. She couldn't answer my questions and concerns, so she invited me to visit the booth of the conservative party, to ask Mr. Chungsen Leung personally, as she said he would be better able to discuss them with me.
I accepted her offer, and made my way to the Member of Parliament's table. I engaged into a conversation with Mr. Leung where I reflected my opinions and concerns, particularly about the current immigration laws, and how frustrated I have become in the recent years with the lengthy process of reuniting my family in Canada. I remember clearly saying: "Who is a Canadian? It's me and you, and all the other immigrants that are building this country, and now I cannot even bring my family members to help up continue this path." To which he responded on a grave tone: "GO BACK To YOUR COUNTRY!"
Mr. Chungsen Leung, looked at me and said” Go back!” At first, I did not understand, but right away, I realized how discriminative, prejudicial and unfair his response was.
I asked him: "Why are you discriminating against me? And, what is different between me and you? We are both immigrants and choose Canada to live in." He kept silent, just looked at me, lifted his arm, showed me the back of his hand, and moved his hand towards me several times, as to tell me to go away.
There were so many witnesses over there, and some even expressed how offended they were by his actions and words
A lady even came forward and introduced herself as Miss Souddeh Ghasemi, member of the ICC (Iranian Canadian Council). She told me that it was not the first time that this MP had expressed his racist thought to the Iranian-Candians. She did tell me about a prior meeting with Mr. Chungsen Leung with group of Iranians on January 24th, 2015, which looked at the possibility of re-opening the Iranian Embassy, and she told me to look for the video-evidence on the CTV news broadcast. In fact, he had indeed told the exact same thing while addressing the Iranian community: "Go back to your country". I felt shocked to know that this elected member of parliament could be so inappropriate.

Zarif's reaction came in response to comments by his Canadian counterpart criticizing Iran's human rights record. In an exclusive interview with C-B-C News in Geneva, Zarif said Tehran expects an apology from Ottawa. He added that those statements show absolute ignorance with regard to realities in Iran. Zarif said Canada has no credibility to speak of human rights because it consistently supports Israel. Relations between Iran and Canada have been chilly in recent years especially since Ottawa unilaterally closed its embassy in Tehran.

We are hand-delivering this message to some Members of Standing Committee on Citizenship and Immigration (CIMM).
In the days to come you will be discussing Bill C-31, first in parliament and then in committee. Bill C-31 is nothing less than a Refugee Exclusion Act. If passed, it will essentially shut out many asylum seekers from gaining permanent refugee status in the country.
This is unacceptable.
Bill C-31 is an omnibus immigration bill that would jail asylum seekers, entrench a two-tier refugee system that would discriminate against many, and give the Citizenship Minister the ability to take away people's permanent residency after they have been granted refugee status. Not only that, it advocates intrusive biometrics data collection on all migrants in the country, and gives increased powers of arrest and detention to border guards that will effect tourists, permanent residents, students and refugees alike.
Bill C-31 cannot be amended. It must simply be thrown away.
The Chinese Immigration Act of 1923 is a dark chapter in Canadian immigration policy, which essentially shut out most forms of Chinese migration. It is remembered today as the Chinese Exclusion Act. Bill C-31, if passed, will be remembered as the Refugee Exclusion Act.
Don't allow this to happen.
Scrap Bill C-31 and move towards real immigration reform. Ensure full status for all residents in Canada, and status on landing for all migrants coming in to the country. Stop the military, economic, environmental and foreign policy decisions that displace people and force them to move in the first place.
Talk to your colleagues. Tell them to pick the right side of history. Don't support Bill C-31.

The jurors reached the decision Friday evening, less than six hours after they began deliberations. The trial lasted two weeks, and Hogan wept as the verdict was read.
