Yamatani said it was a painful experience to see the site of the abduction. She called the abduction of Japanese nationals by North Korea an unforgivable crime and said she wants to achieve the immediate return of all the abductees.
The minister said the government will provide abduction victims with maximum possible support.
A brother in-law of one of the suspected abductees said he feels betrayed by North Korea failing to report on its investigation into the abduction issue by the end of last year. Kanae Sawa handed over a letter of request to the minister urging the government to strengthen sanctions against North Korea.
Yamatani told reporters the Japanese government will continue in in bilateral talks to request North Korea to submit the first report on the missing Japanese speedily and honestly.

But the archive only dates back to the period between 1905 and the 1960s, when Japan forcibly occupied the island.
Yamatani claimed the site merely provides information to the public and does not speak on behalf of the Japanese government.
Japan's flawed claims over Dokdo Island remain a major point of contention between Korea and Japan.

China has voiced "firm opposition and strong dissatisfaction" after three Japanese cabinet ministers visited the Yasukuni Shrine on Saturday, which marked Japan's surrender in WWII.
Haruko Arimura, who is in charge of women's empowerment, Sanae Takaichi, internal affairs minister, and Eriko Yamatani, disaster management minister, paid homage to the shrine on Saturday.
Prime Minister Shinzo Abe also sent his aide to make a ritual offering to the shrine as leader of the ruling Liberal Democratic Party on Saturday morning, one day after he made a statement to mark the 70th anniversary of the end of WWII, which was accused of lacking sincere apology.
Chinese Foreign Ministry spokeswoman Hua Chunying says the Yasukuni Shrine is a symbol of the invasion war launched by Japanese militarists. The ministers visited the shrine that honors Class-A convicted criminals of WWII and whitewashes the invasion war on such a day when Japanese militarists announced unconditional surrender in WWII. It embodies again the wrong attitude the Japanese side holds on historical issues.
Hua says only when Japan faces up to and deeply reflects the invasion history, draw a line with the militarism, can it unload the historical burden and face the future.
She urges Japan to implement its solemn statement and commitment to China and the international community on historical issues with real actions and properly handle relevant issues, so as to regain trust from its Asian neighbors and the international community.

Japanese officials call attention to the abduction of citizens by NKorea at international symposium
Japan's newly appointed Minister for the Abduction Issue held a symposium in Geneva on Wednesday, to draw attention to the alleged abductions of Japanese nationals by North Korea.
Eriko Yamatani described North Korean's actions as "a serious breach of Japan's sovereignty and equal to terrorism" during the symposium, held on the sidelines of the UN Human Rights Council.
The former chair of the UN Commission of Inquiry into Human Rights in North Korea Michael Kirby said North Korea denies the abductions, despite his Commission finding that 150-thousand people in South Korea were "unaccounted for".
Kirby added that that figure did not include prisoners of war who were not returned after the Korean War armistice in 1953.
After a two-hour session Yamatani and some relatives of alleged abductees visited a small memorial that had been set up in memory of the missing.

Japan's government plans to hold a symposium in New York on the North Korea abduction issue. It's trying to raise international awareness and encourage calls for an early return of abductees.
Japanese government officials say they will invite a number of UN and US government officials to the May 5th symposium.
Japan's Abduction Issue Minister Eriko Yamatani plans to deliver the keynote speech.
Yamatani is expected to explain in her speech that no progress has been made in the North's probe into the whereabouts of missing Japanese nationals even though one year has already passed since Japan and North Korea agreed to restart talks and investigations

Officials from Japan and the United Nations have agreed to create guidelines for effective disaster management at an international conference to be held in Sendai, northeastern Japan, in March.
The agreement came at a meeting in Kobe on Saturday between Japan's Disaster Management Minister Eriko Yamatani and the head of the UN Office for Disaster Risk Reduction, Margareta Wahlstrom.
They met after attending a ceremony in Kobe to mark 20 years since a powerful earthquake hit the city and surrounding areas.
Wahlstrom said she was happy to meet Yamatani on the anniversary of the disaster, and suggested that they work together for the success of the World Conference on Disaster Risk Reduction.
Yamatani is expected to chair the conference. She said she intends to fulfill her duty as the chair of the host country. She also said Japan has put emphasis on disaster management, and shared its experience with the rest of the world.
The UN conference is held every 10 years for representatives from member countries to create guidelines for disaster management.
Measures against disaster risks that are rising because of climate change as well as numerical targets to reduce the number of deaths and damage will likely be discussed at the Sendai conference.
The government plans to propose effective measures based on the lessons learned from past disasters.

Japan's prime minister picked a record-matching five women for his 18-member Cabinet on Wednesday.
The appointments, announced by Chief Cabinet Secretary Yoshihide Suga, sent a strong message about Prime Minister Shinzo Abe's determination to revive the economy by getting women on board as workers and leaders.
The previous Cabinet, dissolved earlier in the day, had two women ministers.
Several top ministers were retained, including Fumio Kishida as foreign minister and Taro Aso as finance minister, both men.
Although holding ministerial positions are in some ways ceremonial in Japan - where government affairs are largely run by professional bureaucrats, who stay on regardless of new ministers - expanding the presence of women in a place as high-profile as the Cabinet is a victory for sexual equality in Japan.
Among the women appointed were Midori Matsushima, a former trade and economy minister, as justice minister; Sanae Takaichi, another former trade and economy minister, as minister of internal affairs and communications; Eriko Yamatani as minister in charge of Japanese abducted by North Korea; and Yuko Obuchi, daughter of a former prime minister, as the trade and economy minister.
Abe has stressed his policies of economic growth centered around utilising the talent of women and empowering them.
He has set the goal of having women in 30 percent of leadership positions by 2020.

Japanese Minister in charge of abductee issues says still waiting for NKorean report
A Japanese Cabinet minister urged North Korea to quickly release the results of a new investigation into the fate of dozens, possibly hundreds, of Japanese believed to have been abducted by the North's agents in the 1970s and '80s.
Minister in charge of abductions Eriko Yamatani told reporters on Wednesday she finds it regrettable that North Korea hasn't informed Japan of the timing or other details of its expected announcement.
North Korea agreed in May to conduct a new probe into the abductions.
In 2002, it acknowledged that its agents had kidnapped 13 Japanese, mainly to train spies in Japanese language and culture.
It allowed five of them to return to Japan that year, but said the others had died.
Japan believes more people may have been abducted.

US Special Envoy says he is happy to see the release of two Americans
The US Special Envoy for North Korean human rights issues said on Monday that he welcomed the release of two American prisoners by North Korea over the weekend.
Robert King spoke to reporters after a meeting in Tokyo on Monday with Eriko Yamatani, the Japanese minister handling the issue of Japanese citizens allegedly abducted by North Korea in the 1970s and 80s.
The two Americans, Matthew Miller and Kenneth Bae, arrived back in the US on Saturday with former general James Clapper, the presidential envoy who negotiated their release.
Their release came three weeks after a third American, Jeffrey Fowle, was set free by North Korea and put on a US government plane.
King stopped short of saying that he had seen "progress" on human rights issues in North Korea, saying there were still "very serious human rights violations" taking place there.

Japan PM Abe Sends Ritual Offering to Yasukuni Shrine on WWII Anniversary
Japanese Prime Minister Shinzo Abe sent an offering to the Yasukuni Shrine for the war dead on Saturday, the 70th anniversary of Japan's defeat in World War II.
The prime minister sent a cash offering of his own money through his aide Koichi Hagiuda, who said Abe did not visit the shrine personally as he thought his visit may trigger political disputes. However, Hagiuda added that Abe still holds the same feeling towards the shrine.
Three cabinet ministers -- Haruko Arimura, Sanae Takayichi and Eriko Yamatani -- visited the shrine for the war dead the same day along with other Japanese officials.
The Yasukuni Shrine is seen as a symbol of Japan's wartime militarism as it honors 14 convicted Class A war criminals among the millions of the Japanese war dead.

Japan's Abe government full of Right Wing politicians, to China smells a sign of danger
Japan’s ruling party is under pressure to distance itself from the far right, after senior politicians were linked to groups that promote Nazi ideology and hate crimes towards the country’s ethnic Korean community.
The calls for three members of prime minister Shinzo Abe’s government to distance themselves from extremists come amid a campaign of death threats and intimidation targeting liberal academics, which observers say is a symptom of Japan’s sharp turn to the right.

2nd Preparatory Committee of the Third UN WCDRR: Closing of the session
The Second Preparatory Committee for the Third United Nations World Conference on Disaster Risk Reduction concluded its two-day session on November 18, 2014 with agreement to hold open-ended negotiations on the first draft of the post-2015 framework for disaster risk reduction in Geneva in December and January. It was also agreed that the Third Preparatory Committee would be held on 13 March 2015 in Sendai, Japan. The floor was open to countries: speaking were Peru, Algeria, Sweden, Morocco, Canada, Indonesia, Jamaica, Uruguay, Bangladesh, Pakistan, Australia, Panama, Barbados, Ecuador, Colombia, Mexico, Spain and Cuba.
Eriko Yamatani, who as chairman of the national public safety commission is Japan’s most senior police official, is the third senior Liberal Democratic party (LDP) politician to have been linked to ultra-rightwing groups, after a photograph surfaced of her with Shigeo Masuki, a senior member of the Zaitokukai group.
Yamatani, however, has refused to condemn Zaitokukai, whose members have labelled ethnic Korean residents of Japan “cockroaches” and called for them to be killed.
When challenged to condemn Zaitokukai, Yamatani said it was not appropriate to comment on the policies of individual groups. “Japan has a long history of placing great value on the idea of harmony and respecting the rights of everyone,” she said. Masuki, who has left Zaitokukai, told Reuters he had known Yamatani for more than a decade through their shared interest in education.
Zaitokukai calls for the end to welfare and other “privileges” afforded to about half a million non-naturalised members of Japan’s ethnic Korean community, many of whom are the descendants of labourers brought over from the Korean peninsula to work in mines and factories before and during the second world war.
Rightwing activists have been emboldened by the Asahi Shimbun’s recent admission that articles it ran in the 1980s and 90s on Japan’s wartime use of sex slaves – so-called comfort women –were false. The liberal newspaper’s articles were based on now-discredited testimony of Seiji Yoshida, a former soldier who claimed he had witnessed the abduction of women from the South Korean island of Jeju.
The Asahi’s erroneous reporting prompted Abe and other senior politicians to accuse it of damaging Japan’s international image, claiming that the foreign media had taken the inaccurate sex slave articles as the cue for their own coverage.
Former Asahi journalists who work in academia have become the target of a campaign of bomb and death threats by the far right designed to hound them out of their jobs.
Activists have posted online the names and photographs of the children of one former Asahi journalist, Takashi Uemura, denouncing them as the offspring of a “traitor” and urging them to kill themselves. Uemura had written articles on the sex slave issue for the Asahi 20 years ago.
Hokusei Gakuen University in Sapporo, which employs Uemura as a part-time lecturer, has postponed a decision on whether to rehire him for the 2015 academic year. Another former Asahi reporter declined a position at a university in western Japan after receiving threatening letters.
“Abe and other leaders’ outlook is encouraging the rightwing to conduct even harsher attacks on those who are critical of the history of the Japanese empire,” said Jiro Yamaguchi, a professor at Hosei University in Tokyo.
Abe’s recent cabinet reshuffle has raised fears that Japan is veering sharply to the right amid rising tensions over history and territorial claims with China and South Korea.
Yamatani, Takaichi and Inada are close allies of Abe and share his revisionist views of Japan’s wartime history. They have questioned the consensus that Japan forced tens of thousands of mainly Korean and Chinese women to work in frontline brothels between the late 1920s and Japan’s defeat in 1945.
Fifteen of the 19 members of Abe’s cabinet belong to Nippon Kaigi, a group launched in 1997 to promote patriotic education and end Japan’s “masochistic” view of its wartime campaigns on mainland Asia.
Abe played a prominent role in pressuring the education ministry to remove references to the comfort women from school textbooks.
Yamaguchi said the rightwing campaign had echoes of the 1930s, when militarists carried out purges of liberal academics. “If Hokusei [University] gives in to this pressure [to sack Uemura], that would mean academic freedom and freedom of speech is undermined, even under a democratic constitution,” he said. “This is a watershed moment for Japanese society.”

The head of the group, Toshitsugu Fujii, handed the report to Disaster Management Minister Eriko Yamatani on Thursday, a day ahead of the 6-month anniversary of the eruption of Mount Ontake in central Japan. It killed dozens of climbers and was the deadliest volcanic disaster in decades.
The report calls for continuous efforts by people from various relevant sectors.
It recommends that local committees on volcanic disaster preparations be set up for all volcanos in Japan that are being monitored by the Meteorological Agency.
The report proposes that not only experts, but also people from the tourism industry, join such committees.
It also urges the meteorological agency to change descriptions of alert levels for a volcano.
It proposes that the lowest level be changed from `normal' to a description that will remind people the mountain is active although it doesn't appear so.
The working group urges the agency to issue provisional information about a change in the seismic activities of a volcano even if the change is too minor to raise the alert level or issue a warning.
The report also proposes a communication system to provide climbers with information. It says it's also necessary for schools to educate children on disaster preparation.

Abduction Issue Minister Eriko Yamatani has visited a park on the Japan Sea coast where a Japanese couple had been abducted by North Korean agents in the 1970s.
Yamatani on Monday visited the park in Obama City in Fukui Prefecture, central Japan, where Yasushi and Fukie Chimura were purportedly abducted by North Korean agents in July 1978. The Chimuras were returned to Japan in 2002, along with 3 other abductees, and now live in the city. Japan's government recognizes 17 Japanese as being abducted by North Korea in the 1970s and 80s.
Later at the city hall, the minister met with the couple as well as relatives of 4 other people suspected to have been abducted by the North. Japan's police and a civilian group say hundreds of missing people nationwide may been abducted, based on the circumstances of their disappearances.

Japan has launched a website with historical records that claim Korea's Dokdo Island is Japanese territory.
On Friday, Eriko Yamatani, the Japanese minister in charge of territorial affairs said... the site includes around 200 pieces of official documents and newspaper articles on Dokdo.

Just hours after Japan's Prime Minister Shinzo Abe sat down for his first substantial talks with China's Xi Jinping, two of his cabinet ministers Thursday visited the war shrine that Beijing sees as a symbol of Tokyo's violent past.
The visits by Eriko Yamatani and Haruko Arimura have the potential to muddy diplomatic waters that were starting to clear after their nationalist boss sat down with the Chinese president on the sidelines of a regional summit in Jakarta.
"I offered my sincere appreciation for the people who fought and sacrificed their precious lives for the sake of the country," Yamatani told reporters after her pilgrimage.

Japanese experts have come up with new measures to better prepare for volcanic eruptions.
A working group of the government's Central Disaster Management Council compiled a report on the subject.
