Victoria water customers will benefit from new pricing reforms. Enjoying the tranquillity of Melbourne's Yarra river surroundings, Ted Surette, KPMG Industry Leader, Energy & Natural Resources, discusses the new reform. KPMG’s Tim White, Associate Director in our Economic Regulation team also discusses the implication on Victorian water businesses. The Essential Services Commission (Commission) are in the process of finalising their new approach to pricing water in Victoria. It is called PREMO (Performance, Risk, Engagement, Management, Outcomes), and is designed to incentivise the delivery of better customer value. KPMG recently advised the Commission on an assessment framework for applying its new approach, with prices to be set from 1 July 2018.
In 2017 and 2018 we will be developing and then finalising our Pricing Submission which is required to be submitted to the Essential Services Commission. This Submission sets out the maximum prices and outcomes that we expect to deliver for the five year period from July 2018- June 2023. So that this plan can be prepared we have to establish what requirements are needed to meet what our shareholder the State Government requires and what you the customer sees as good value for money. It is very important to us that we engage with all of our customers and stakeholders to get your views and opinions and requests to make sure our plan matches what the community needs and expects. The Essential Services Commission (ESC) will allow water works companies to raise rates by between 20 to 26 per cent only. The announcement that came on Tuesday follows the retailers' own requests that have seen some household water bills go up by more than a third. This followed a draft proposal from Melbourne's water retailers that would have seen some water bills go up by as much as 35.8 per cent.
