Charlotte, North Carolina

Charlotte /ˈʃɑːrlət/ is the largest city in the state of North Carolina, in the United States. It is the county seat of Mecklenburg County and the second largest city in the Southeastern United States, just behind Jacksonville, Florida. Charlotte is the third fastest growing major city in the United States. In 2014, the estimated population of Charlotte according to the U.S. Census Bureau was 809,958, making it the 17th largest city in the United States based on population. The Charlotte metropolitan area ranks 22nd largest in the US and had a 2014 population of 2,380,314. The Charlotte metropolitan area is part of a sixteen-county market region or combined statistical area with a 2014 U.S. Census population estimate of 2,537,990. Residents of Charlotte are referred to as "Charlotteans". It is listed as a "gamma-plus" global city by the Globalization and World Cities Research Network.

Charlotte is home to the corporate headquarters of Bank of America and the east coast operations of Wells Fargo, which among other financial operations makes it the second largest banking center in the United States. Among Charlotte's many notable attractions, some of the most popular include the Carolina Panthers of the National Football League (NFL), the Charlotte Hornets of the National Basketball Association (NBA), two NASCAR Sprint Cup races and the NASCAR All-Star Race, the Wells Fargo Championship, the NASCAR Hall of Fame, Carowinds amusement park, and the U.S. National Whitewater Center. Charlotte Douglas International Airport is a major international hub, and was ranked the 23rd busiest airport in the world by passenger traffic in 2013.

North Carolina

North Carolina (ⁱ/ˌnɔːrθ kærəˈlaɪnə/) is a state in the southeastern region of the United States. The state borders South Carolina and Georgia to the south, Tennessee to the west, Virginia to the north, and the Atlantic Ocean to the east. North Carolina is the 28th most extensive and the 9th most populous of the 50 United States. North Carolina is known as the Tar Heel State and the Old North State.

North Carolina is composed of 100 counties. Its two largest metropolitan areas are among the top ten fastest-growing in the country: its capital, Raleigh, and its largest city, Charlotte. In the past five decades, North Carolina's economy has undergone a transition from reliance upon tobacco, textiles, and furniture-making to a more diversified economy with engineering, energy, biotechnology, and finance sectors.

North Carolina has a wide range of elevations, from sea level on the coast to 6,684 feet (2,037 m) at Mount Mitchell, the highest point in North America east of the Mississippi River. The climate of the coastal plains is strongly influenced by the Atlantic Ocean. Most of the state falls in the humid subtropical climate zone. More than 300 miles (500 km) from the coast, the western, mountainous part of the state has a subtropical highland climate.

The United States of America (USA), commonly referred to as the United States (U.S.) or America, is a federal republic composed of 50 states, a federal district, five major territories and various possessions. The 48 contiguous states and Washington, D.C., are in central North America between Canada and Mexico. The state of Alaska is in the northwestern part of North America and the state of Hawaii is an archipelago in the mid-Pacific. State of emergency

A government or division of government (i.e. on a municipal, provincial/state level) may declare that their area is in a state of emergency. This means that the government can suspend and/or change some functions of the executive, the legislative and/or the judiciary during this period of time. It alerts citizens to change their normal behavior and orders government agencies to implement emergency plans. A government can declare a state of emergency during a time of natural or human-made disaster, during a period of civil unrest, or following a declaration of war or situation of international/internal armed conflict. Justitium is its equivalent in Roman law, where Senate could put forward senatus consultum ultimum.

It can also be used as a rationale (or pretext) for suspending rights and freedoms guaranteed under a country's constitution or basic law. The procedure for and legality of doing so varies by country.

Relationship with International law

Under international law, rights and freedoms may be suspended during a state of emergency; for example, a government can detain persons and hold them without trial. All rights that can be derogated from are listed in the International Covenant for Civil and Political Rights. Non-derogable rights cannot be suspended. Non-derogable rights are listed in Article 4 of the ICCPR, they include the rights to freedom from arbitrary deprivation of liberty and to freedom from torture and/or ill-treatment.
