Colin Rallings is a British academic, Professor of Politics in the School of Sociology, Politics & Law at the University of Plymouth. Rallings’ first degree was in Politics and Modern History from the University of Manchester. Subsequently he was awarded a master's degree in Politics by Strathclyde and, in 1979, a Ph.D. by the University of Essex for a thesis on electoral behaviour. He joined the then Plymouth Polytechnic in 1976, being appointed Professor of Politics in 1997. He has held visiting appointments at the University of Leiden, the University of North Carolina at Chapel Hill, the University of Queensland, and the Australian National University, Canberra. He is a member of the Economic and Social Research Council’s (ESRC) panel of assessors for Politics and International Relations, and of the Council’s Research Resources Board.
With his colleague Michael Thrasher, Rallings has written extensively on electoral systems, results and British politics. He is Co-Director of the Local Government Chronicle Elections Centre. Rallings has also appeared on ITN's ITV News election coverage on numerous occasions since the start of the 21st century.
ITV News is the branding of news programmes on the British television network ITV. ITV has a long tradition of television news. Independent Television News (ITN) was founded to provide news bulletins for the network in 1955, and has since continued to produce all news programmes on ITV. The channel's news coverage has won awards from the Royal Television Society, Emmy Awards and BAFTAs. Between 2004 and 2008, the ITV Evening News held the title of "RTS News Programme of the Year". A general election is an election in which all or most members of a given political body are chosen. The term is usually used to refer to elections held for a nation's primary legislative body, as distinguished from by-elections and local elections.
In presidential systems, the term refers to a regularly scheduled election where both the president, and either "a class" of or all members of the national legislature are elected at the same time but sometimes refers to special elections held to fill prematurely vacated positions. A general election day may also include elections for local officials.
The term originates in the elections in the United Kingdom for the House of Commons.
The elections held to elect the members of the Lok Sabha after expiry of the normal term of five years are called the General Elections. Elections to some State Legislative Assemblies may be held along with the Parliamentary Elections. Earlier up to 1957 simultaneous elections were held for both the Lok Sabha and the State Assemblies. However, on account of early dismissal and mid-term elections the two got separated.

Coverage is purely domestic in each country, and includes current events, politics, business, sports and culture, as well as analysis and opinion. The company also owns the largest English-language discussion forums in Germany (Toytown Germany) and Switzerland (English Forum).
The original Swedish edition began in 2004 as a weekly email newsletter. The German edition was launched in 2008 and Swiss edition in 2011. In 2013 the company opened offices in France, Spain and Italy. By January 2015 the company claimed to have over 4.5 million readers per month.
The Local's founders are Managing Director Paul Rapacioli, formerly a director of reed.co.uk and Managing Editor James Savage, formerly a radio journalist and PR consultant. Shareholders include the 6th AP Fund and IQUBE.
