European integration is the process of industrial, political, legal, economic (and in some cases social and cultural) integration of states wholly or partially in Europe. European integration has primarily come about through the European Union and the Council of Europe.
One of the first to conceive of a union of European nations was Count Richard Nikolaus von Coudenhove-Kalergi, who wrote the Pan-Europa manifesto in 1923. His ideas influenced Aristide Briand, who gave a speech in favour of a European Union in the League of Nations on 8 September 1929, and who in 1930 wrote a "Memorandum on the Organization of a Regime of European Federal Union" for the Government of France, which became the first European government formally to adopt the principle.
We must build a kind of United States of Europe. In this way only, will hundreds of millions of toilers be able to regain the simple joys and hopes which make life worth living.

Pope Francis is expected in the French city of Strasbourg, just over the border with Germany, to address European institutions on Tuesday (November 25) in what will be the shortest foreign trip ever made by a pontiff, disappointing the city's Catholic community. During his less than four-hour visit, the pope is expected to address Members of the European Parliament (MEPs) and give a speech to the Council of Europe, but he will not visit the centre of Strasbourg, which this year is celebrating 1,000 years since the foundation of its cathedral. The pope has announced an official visit to France in 2015, but the decision has nevertheless caused some disappointment in the local Catholic community. "I think there's disappointment but I think he also has reasons for making his decision. He's quite wise and he knows what he's doing but we would have liked him to be here," said one worshiper leaving mass in the cathedral on Sunday. "He doesn't want to mix the religious aspects with the diplomatic and political aspects," episcopal curate Jean-Luc Lienard said. "We were disappointed but disappointment is not everything. The pope will say important things related to our mission here in Strasbourg," he added. The Alsace region, of which Strasbourg is the capital, and the neighbouring Moselle region have a special local law dating back to 1801, published under Napoleon Bonaparte, which regulates the relations between the region and the Holy See. Because Alsace and Moselle were part of Germany when France embraced secularism and put an end to the concordat, the regions kept the arrangement when they were later reincorporated into the country. Eric Sander, a specialist in local law in Alsace and Moselle, said this particular relationship heightened excitement at Pope Francis' visit. "There is some excitement, as the concordat is more than two centuries old, it's one of the oldest in Europe which organises the Catholic religion in France and all the people of Alsace and Moselle, and Catholics in particular, are deeply attached to this local law governing worship. It is a part of the cultural and religious identity of the three regions," Sander said. The city is planning to install a giant screen inside the cathedral to allow local residents to watch the pontiff's speeches live as members of the public will not even be allowed to gather outside the institutions. A restricted area near the Council of Europe will be opened to people who have been through a security check but they will not be allowed to get close to the pope. Officials have said the security measures taken for this visit were among the highest they have seen for a head of state. The last visit by a pope to the European Parliament dates back to 1988 when John Paul II gave a speech which was disrupted by former Northern Ireland leader and MEP Ian Paisley. Francis has already announced another visit to France next year but has not yet said if he will come back to Strasbourg. The first half of the workshop was dedicated to understanding the historical development of the EU, and its treaty-making process. In the second half of the workshop, participants explored the basic functions of the EU institutions and how they relate to member states, in addition to discussing the so-called "democratic deficit". How it works: European laws
An animated guide to the creation of EU legislation from start to finish. Unlike what happens in Member States, in the EU only the Commission can propose directives or legally binding regulations. Neither the States nor the EP have this power. But these proposals never just fall from the sky. In fact, the European Commission listens to voices that are raised across Europe for or against the creation of new laws. At this stage the MEPs are also included. They often adopt recommendations. From 2012 European citizens will also be able to ask directly for new draft laws. For that, one million Europeans from at least seven countries will need to sign a petition. After listening to all sides, the Commission finally presents a draft law. That's the start of a long process which takes 12 to 18...

Pope Francis is expected in the French city of Strasbourg, just over the border with Germany, to address European institutions on Tuesday (November 25) in what will be the shortest foreign trip ever made by a pontiff, disappointing the city's Catholic community.
During his less than four-hour visit, the pope is expected to address Members of the European Parliament (MEPs) and give a speech to the Council of Europe, but he will not visit the centre of Strasbourg, which this year is celebrating 1,000 years since the foundation of its cathedral.
The pope has announced an official visit to France in 2015, but the decision has nevertheless caused some disappointment in the local Catholic community.
"I think there's disappointment but I think he also has reasons for making his decision. He's quite wise and he knows what he's doing but we would have liked him to be here," said one worshiper leaving mass in the cathedral on Sunday.
"He doesn't want to mix the religious aspects with the diplomatic and political aspects," episcopal curate Jean-Luc Lienard said.
"We were disappointed but disappointment is not everything. The pope will say important things related to our mission here in Strasbourg," he added.
The Alsace region, of which Strasbourg is the capital, and the neighbouring Moselle region have a special local law dating back to 1801, published under Napoleon Bonaparte, which regulates the relations between the region and the Holy See. Because Alsace and Moselle were part of Germany when France embraced secularism and put an end to the concordat, the regions kept the arrangement when they were later reincorporated into the country.
Eric Sander, a specialist in local law in Alsace and Moselle, said this particular relationship heightened excitement at Pope Francis' visit.
"There is some excitement, as the concordat is more than two centuries old, it's one of the oldest in Europe which organises the Catholic religion in France and all the people of Alsace and Moselle, and Catholics in particular, are deeply attached to this local law governing worship. It is a part of the cultural and religious identity of the three regions," Sander said.
The city is planning to install a giant screen inside the cathedral to allow local residents to watch the pontiff's speeches live as members of the public will not even be allowed to gather outside the institutions.
A restricted area near the Council of Europe will be opened to people who have been through a security check but they will not be allowed to get close to the pope.
Officials have said the security measures taken for this visit were among the highest they have seen for a head of state.
The last visit by a pope to the European Parliament dates back to 1988 when John Paul II gave a speech which was disrupted by former Northern Ireland leader and MEP Ian Paisley.
Francis has already announced another visit to France next year but has not yet said if he will come back to Strasbourg.

Dear colleagues,
Tomorrow, September 11th, is the National Day of Catalonia. Thousands of people will be in the streets with a clear demand: that Catalonia become a state integrated into the European Union. This is a public outcry that has bypassed, by far, the political parties to become a general demand. Hundreds of senyeres (catalan flags) will march alongside the European flags. The state model that emerged after 40 years of Francoism is clearly perceived as exhausted, and there is a growing perception that the EU should step up and assume that there are new social and national realities in this dynamic project that insist on an accomodation different than the current one.
Many of the people who will be tomorrow on the street had not felt the need to make this demand before. And yet tomorrow they will join a demonstration that is expected to be massive and peaceful. These people have put high expectations in the European project and in its values. I hope that the European institutions will live up to these expectations, and will respond responsibly and fairly.
Therefore, dear colleagues (of the EP), I ask you to listen carefully this legitimate and democratic demand. And I urge you to be prepared and ready to face a process that is surely going to be complex, but that also seems to be unstoppable.

An animated guide to the creation of EU legislation from start to finish.
Unlike what happens in Member States, in the EU only the Commission can propose directives or legally binding regulations. Neither the States nor the EP have this power.
But these proposals never just fall from the sky. In fact, the European Commission listens to voices that are raised across Europe for or against the creation of new laws. At this stage the MEPs are also included. They often adopt recommendations.
From 2012 European citizens will also be able to ask directly for new draft laws. For that, one million Europeans from at least seven countries will need to sign a petition.
After listening to all sides, the Commission finally presents a draft law. That's the start of a long process which takes 12 to 18 months. The draft then goes to the EU Council, representing the States, and to the EU Parliament, representing the citizens. In 80% of cases, the two institutions have equal power. That's called the ordinary legislative procedure.
There's no question of legislating on everything. The EU can make laws on the environment, agriculture, transport... The list is growing. But the States have an absolute right of veto on social security, taxation, or foreign affairs and defence, for example.
Returning to draft laws, before adoption, they go through the institutional mill. The EU Council and the EP amend the drafts according to their interests and according to the majorities that take shape. Since the States and MEPs rarely agree first time around, they must negotiate.
Two possible outcomes: Either the two institutions reach a compromise and the draft law can be adopted after a vote by MEPs. Or there's no agreement and negotiations must continue. If the negotiations fail once, the clock starts ticking to find agreement before a deadline. If there's still disagreement, the draft law quite simply fails and the whole procedure has to start again. But in fact that very rarely happens. When there's agreement, the new European law is officially adopted and all Member States must then apply it. Well, almost. Sometimes States receive a derogation. If they fail to comply, the European Commission will act once again. It can call bad students to order. And if that fails the Court of Justice of the EU takes over. In the worst cases, States can be required to pay heavy fines, but that's another story.

US universities ruled the top 10 spots in a global ranking conducted by a Chinese research centre with Harvard taking the crown for the 13th year. This course focuses on the evolvement of energy policy and agendas in European institutions over the last six decades and the recent development of a comprehensive EU energy policy. The first part of the course identifies the broad lines in the development of energy policy in the European Community since its formation. It starts out with a description of how energy policy making as well as its institutional framework have evolved over time. It presents the descriptive results of a do¬cument analysis on the emergence and development of energy policy agendas in two European institutions (i.e. the Commission and the Council). In this context, particular emphasis is on tra¬cing agenda-shaping activities for policies on the generation and provision of energy. Based on this evidence, the course will illustrate how political attention for different sources of energy generation has changed over time and how it is linked to changing institutional and legal conditions.
The second part of the course summarises the results of an analysis on the patterns of agenda shaping with regard to the development of a comprehensive EU energy policy. This issue has been on the political agenda of the EU since the mid-2000s. The analysis addresses issues of energy mixes, energy security and energy infrastructure. The aim of the qualitative analysis is to assess the impact of situational factors (e.g. problem perception and framing) and institutional determinants (e.g. perceived authority) on the inter-institutional and internal energy policy agendas of different European institutions. The findings suggest that the idea to develop a comprehensive European energy policy has increasingly been on the political agendas of different EU institutions over a long period. The Commission and the Council have worked on general principles and overarching issues of energy policy since the 1970s. This has laid the groundwork for the subsequent development of a comprehensive energy policy, which started with the 2005 spring European Council.
The evidence presented in the course allows for different conclusions. First, it illustrates how the agendas of different institutions) relate to one another (e.g. through the transfer of attention and priorities). Second, changes in EU energy policy seem to be a consequence of technological de¬velopments, different priorities and changing policy problems. Third, the analyses show how dif¬ferent institutions tend to rely on specific framing strategies for perceived problems or policy issues. While the Commission considers the internal energy market as the main instrument to rea¬lise the stated targets of a comprehensive EU energy policy, agenda-shaping activities by members of the European Parliament repeatedly focus on the environmental and climate-change implications of energy policy. Fourth and finally, with energy policy becoming a priority matter for EU policy ma¬king (with the Treaty of Maastricht 1992 and more explicitly with the Treaty of Lisbon 2007), the foundations were laid for policy actors in the EU to move energy policy to the EU’s inter-institutional policy agenda. In this context, institutional factors have also shaped the framing opportunities for policy entrepreneurs (including the ability to link different issues).

US universities ruled the top 10 spots in a global ranking conducted by a Chinese research centre with Harvard taking the crown for the 13th year.
The top 10 universities were virtually unchanged from last year with Stanford and MIT again coming in second and third, according to the Academic Ranking of World Universities released by a centre under Shanghai Jiaotong University.
The University of California at Berkeley, Princeton University and the California Institute of Technology remained in the same places -- ranking fourth, sixth and seventh respectively.
Columbia University and University of Chicago came in at eighth and ninth.
University of Cambridge and University of Oxford, the only two non-American universities in the top 10, were fifth and 10th.
The only difference was that last year Chicago and Oxford were tied for ninth place while this year the US establishment held the place alone with the British institution slipping a notch.
The Center of World-Class Universities under Jiaotong University surveys 1,200 universities and picks the top 500 every year.
Though the Chinese organiser claims the ranking to be "the most trustworthy", European officials have in the past criticised it for being biased against Europe's universities as it underemphasise the humanities and stresses sciences.
Only two other non-American institutions, both from Europe, made it into the top 20, with University College London climbing two places from last year to 18th and the Swiss Federal Institute of Technology in Zurich dropping to 20th from 19th but still remaining as the highest-ranked continental European institution.
The organiser, which initially intended to benchmark the performance of Chinese universities, said the result was based on transparent methodology and third-party data.
It said the result was calculated based on several parameters, including the number of alumni and staff winning Nobel Prizes and Fields Medals.
For mainland China, Shanghai Jiaotong University itself advanced four places to come in 118th and Peking University climbed to 115th and remained as the highest-ranked school in the country.
In the Asia-Pacific region, the University of Tokyo was 21st and Kyoto University, also in Japan, remained in the same place as last year to come in 26th.

Is the EU condemned to live with a permanently flawed foreign policy system? Six years after the Lisbon Treaty redesigned the EU’s external action framework, the union’s Common Foreign and Security Policy is still not living up to expectations. Is the gap between member states and the EU institutions unbridgeable? Or is there hope that these structural weaknesses can be overcome? In his policy outlook, “The Path to an Upgraded EU Foreign Policy,” Carnegie’s Pierre Vimont maps out three key ways to make EU foreign policy work. He has published articles in Italian and international journals such as West European Politics, Acta Politica, South European Society and Politics, Contemporary Italian Politics, European Politics and Society.
