After billions of dollars spent bolstering beaches the tidal surges sucked the sand back out to sea leaving coastal towns swamped. In cities snow is always good news for snow plow operators and school kids. It's almost always bad news for Mayors, no matter how well prepared. Newark's is a case in point.
