The Russian and U.S. presidents signed a preliminary agreement on Monday to cut their countries' nuclear arsenals to 1,500-1,675 operational warheads within seven years after a new arms reduction treaty comes into force.
The framework deal agreed during Kremlin talks between Dmitry Medvedev and Barack Obama during the U.S. leader's first visit to Russia sets guidelines for a new treaty to replace the START 1 pact, due to expire in December.
"Within seven years after this treaty comes into force, and in the future, the limits for strategic delivery systems should be within the range of 500-1,100 units and for warheads linked to them within the range of 1,500-1,675 units," the framework agreement said.
Speaking at a news conference after the summit, Medvedev said the treaty would be a "basic element of our mutual security."
Obama said that they had taken "important steps forward to increase nuclear security and to stop the spread of nuclear weapons."
"We have signed a joint understanding for a follow-on treaty on the START agreement which will reduce our warheads and delivery systems by up to a third from our current treaty limitations. This legally binding treaty will be completed by the end of this year," he said.
The framework document says the new treaty would be in effect for 10 years and should include data exchange structures, inspections and measures to build confidence and improve transparency.

European leaders, meeting in the French resort of Nice, have been presented with a draft agreement, intended to pave the way for an expansion of the European Union into eastern Europe.
Talks went on late into Friday night, in order to lay the groundwork for the draft Treaty of Nice.
French President Jacques Chirac had met with fellow leaders individually to determine their positions on key points.
Chirac was fighting to break a deadlock over how to modify the 15-nation E-U's decision-making mechanisms to cope with its planned expansion into the former communist East.
Officials have warned that considerable negotiation will be needed before the text is agreed to.
Included in the draft treaty are proposals to limit each member nation to one seat in the E-U's executive body, the European Commission.
Large member states like France and Germany would drop their second seat.
From 2010 or when the E-U membership has expanded to 27 nations, a limit of 20 seats will be imposed, with nations rotating on and off the E-U executive body.
Germany to keep the same number of votes - 30 - as France, Britain and Italy in the E-U's policy-setting council.
In the European parliament votes to be reweighed to better reflect population - Germany gets 94 seats, while Britain France and Italy get 71 each.
Majority voting to replace unanimity in some immigration issues by 2004.
Extension of majority voting in some trade issues including financial services, telecommunications and tourism but not television and movies.
Majority voting on sharing out E-U aid for poor regions by 2007.
Majority voting on some taxation issues, notably indirect and company taxes, after a period of five years.
If the E-U countries fail to agree a final treaty before the summit ends the union could be pushed into a prolonged crisis which dash the hopes of Poles, Hungarians, Czechs and others seeking to join the E-U over the next two or three years.
But the E-U Commission's president, Romano Prodi, said he believed the meetings of the last two days have set the stage for an agreement.

Several Palestinians were injured on Tuesday in clashes in Hebron and Ramallah in the West Bank.
The clashes marked the 34th anniversary of Israel's occupation of Palestinian areas after the 1967 Middle East war.
In Hebron, Palestinian doctors said at least two people were injured by rubber bullets while they were throwing stones and Molotov cocktails at Israeli soldiers.
Near the city, an exchange of fire erupted between security forces of the two sides and one Palestinian police officer was injured in the leg.
The Israeli army said soldiers shot after they were fired on.
Later, hundreds of Palestinians marched across the West Bank to commemorate the the 34 anniversary of the 1967 war.
The marchers, some of them masked, chanted anti Israeli slogans.

Russian fans celebrated in the streets of Salzburg on Saturday, after their team beat Greece 1-0 in the European football championships, Euro 2008.
The Russian victory cleared the way for Spain to qualify from Group D for the quarter finals after beating Sweden 2-1.
Greece became the fourth defending champion in the tournament's history to be knocked out in the first round of the European Championship.
Russian fans were ecstatic.
Said one: "I think we played a very good game. Our coach is bringing Russia back into the group of the top European teams"
Glum faced Greeks watched as Russia took advantage of a glaring defensive error to secure the only goal in the match.
Sergei Semak acrobatically hooked an errant cross from Diniyar Bilyaletdinov back into the middle of the box and over Antonis Nikopolidis after the goalkeeper had rushed off his line.
It allowed Konstantin Zyryanov to side-foot the ball into an unguarded net in the 34th minute.
"We surely deserved at least a draw," said one Greek fan afterwards.
The Spaniards join Portugal, Croatia and the Netherlands from the other three groups to reach the final eight.
Zurich police said on Saturday that about 84 people were treated for injuries, with eight arrests, after Italy's 1-1 draw with Romania the day before.
One man was knocked into the Limmat River and another was found unconscious with head injuries shortly before midnight, police said.
Vienna is opening an extra fan zone for Monday's match between Austria and Germany, which is expected to draw tens of thousands to the city's public viewing areas.
The Gerhard Hanappi Stadium, which can hold up to 40,000 people, will have the game broadcast live on three video screens.

STORYLINE:
British Prime Minister Gordon Brown met Russian President Dmitry Medvedev on Monday, on the sidelines of the G-8 (Group of Eight) summit of industrialised nations in Toyako, Japan.
It was Brown's first meeting with Russia's new leader since Medvedev took over from his patron, Vladimir Putin.
Medvedev's first meeting with Brown comes at a time when Russian-British relations are at a low point, badly strained by issues including the 2006 radiation poisoning death of Kremlin critic Alexander Litvinenko in London.
Russia has refused to extradite the sole suspect.
The latest dispute is a boardroom battle pitting British giant BP PLC and its Russian partners in its 50-50 Russian joint venture, TNK-BP - a major Russian oil producer that accounts for a large chunk of BP's reserves.
The Russian shareholders are trying to push out the venture's American CEO, accusing him of acting in the interest of BP rather than the Russian company.
BP has accused the Russians of seeking to seize control of TNK-BP through dirty tactics and connections with the state.
Medvedev has said the government should not get involved, casting the dispute as a private matter to be resolved by the shareholders.
Ahead of the summit, he suggested it was up to Britain to make the first move to improve overall ties.

"I think people recognise that the high food prices... in Britain the price of bread, the price of eggs, the price of milk - this is happening all over the world, and we've got to have a global solution to what's a global problem. We've got to get the price of food down through cutting the tariffs and subsidies in Europe and America, so we need a world trade deal. We've got to deal with some of the issues arising from biofuels, and we've published a report on that today. We've got to also deal with food production in Africa, so we have proposed that we double food production in Africa so that they can sell to the rest of the world as well. And of course it's right to remind people that about eight pounds a week is wasted in our food consumption (he is referring to food waste in Britain), and that we could do better at home as well, but these are all changes that I think could make for cheaper food in the long run, and for better quality of food for the people of this country." That's why I believe there is growing support for sanctions against the Mugabe regime being stepped up, and I think there is growing support also for the proposal that a UN envoy be asked to go to Zimbabwe, to Harare, and to make sure that the parties in Zimbabwe know that we've got to work for a transition so that there is a legitimate government, one that we can support , and one, when it does exist, we will want to help with the reconstruction (of Zimbabwe)."

STORYLINE:
British Prime Minister Gordon Brown met Russian President Dmitry Medvedev on Monday, on the sidelines of the G-8 (Group of Eight) summit of industrialised nations in Toyako, Japan.
It was Brown's first meeting with Russia's new leader since Medvedev took over from his patron, Vladimir Putin.
Medvedev's first meeting with Brown comes at a time when Russian-British relations are at a low point, badly strained by issues including the 2006 radiation poisoning death of Kremlin critic Alexander Litvinenko in London.
Russia has refused to extradite the sole suspect.
The latest dispute is a boardroom battle pitting British giant BP PLC and its Russian partners in its 50-50 Russian joint venture, TNK-BP - a major Russian oil producer that accounts for a large chunk of BP's reserves.
The Russian shareholders are trying to push out the venture's American CEO, accusing him of acting in the interest of BP rather than the Russian company.
BP has accused the Russians of seeking to seize control of TNK-BP through dirty tactics and connections with the state.
Medvedev has said the government should not get involved, casting the dispute as a private matter to be resolved by the shareholders.
Ahead of the summit, he suggested it was up to Britain to make the first move to improve overall ties.
Sitting down with Medvedev, Brown said twice that he would raise all the outstanding issues in their relationship.

International leaders were gathering in London on Tuesday seeking to plot out an endgame for Moammar Gadhafi s tottering regime and to strike agreement on plans for Libya s future.
UN Secretary-General Ban Ki-Moon US Secretary of State Hillary Rodham Clinton the Arab League and as many as 40 global foreign ministers were joining the talks - seeking to ratchet up pressure on Gadhafi to quit.
Italy s Foreign Minister Franco Frattini said several nations planned to table a joint deal aimed at swiftly ending the conflict setting out proposals for a cease-fire exile for Gadhafi and a framework for talks on Libya s future between tribal leaders and opposition figures.
Britain and the United States signalled ahead of the talks that they could accept a plan under which Gadhafi quickly leaves Libya and in return escapes a war crimes trial despite a previous insistence that he must face the International Criminal Court.
African Union chairman Jean Ping will attend the talks at London s Lancaster House alongside delegates who include foreign ministers from Qatar Morocco the UAE Jordan and Iraq.
Turkey which has offered to attempt to mediate a permanent cease-fire also said the talks would gauge international support for scenarios under which Gadhafi could retreat into exile.
Britain s Foreign Secretary William Hague who was hosting the summit said on Tuesday that - while the UK hoped Gadhafi would face international justice - it was down to Libyans to decide his fate.
The London meeting - which is also attended by NATO secretary-general Anders Fogh Rasmussen - was expected to discuss disputes over the scope of NATO-led coalition airstrikes and to more clearly define the extent of cooperation between Libya s rebel groups and international military commanders.
Russian Foreign Minister Sergey Lavrov - who will not attend the talks - has said the international air campaign which began March 19 has breached the terms of the UN resolution which authorised the enforcement of a no-fly zone over Libya.
British Prime Minister David Cameron insisted that the coalition had not gone beyond its remit but acknowledged the impact had been to force Gadhafi s military into a retreat from a number of key towns.
In a joint statement with French President Nicolas Sarkozy on Monday Cameron said that the military action would end only when civilians were free from the threat of attack.

Traveling by motorcade, the two leaders headed for Ray's Hell Burger in Arlington, Virginia, a popular spot where Obama ate last year with Vice President Joe Biden.
A cheer went up from customers when the presidents walked in, but the lunch crowd largely left the presidents alone. During their meal, Obama and Medvedev sat at a table with their interpreters, sharing a conversation through them.
The US president had a cheeseburger with cheddar cheese, onion, lettuce, tomato and pickles, whilst his Russian guest had a cheeseburger with cheddar, onion, jalapenos and mushrooms.
Obama drank iced tea and Medvedev sipped a Coke, while the presidents, both in shirt sleeves on a hot summer day, shared a portion of fries.
Later in the day, and back to official business, the two leaders held a joint news conference at the East Room in the White House.
Obama declared that he and Medvedev had "succeeded in resetting" the relationship between the former Cold War adversaries that had dipped to dangerously low levels in recent years.
He directly acknowledged differences in some areas, such as Moscow's tensions with neighbouring Georgia, but said "we addressed those differences candidly."
Obama also announced that the US and Russia had agreed to expand cooperation on intelligence and the counterterror fight and worked on strengthening economic ties between the nations.
The US leader gave Russia perhaps the biggest gift it could have wanted from the meetings: an unqualified, hearty plug for Moscow's ascension to the World Trade Organisation. Russia has long wanted membership but US support in the past has come with conditions.

President Vladimir Putin has defended Russia's military operations in Syria, saying the aim is to "stabilise the legitimate authority" of Syrian President Bashar al-Assad. Mr Putin told Russian state TV Moscow also wanted to "create conditions for a political compromise" in Syria. We see, almost daily, Russian aircraft taking sometimes quite dangerous manoeuvres towards western airspace. That must be done on your orders; you’re the Commander-in-Chief. It must have been your orders that sent Russian troops into the territory of a sovereign country – Crimea first, and then whatever it is that’s going on in Eastern Ukraine. Now you’ve got a big problem with the currency of Russia, and you’re going to need help and support and understanding from outside countries, particularly from the West. So can I say to you, can I ask you now, would you care to take this opportunity to say to people from the West that you have no desire to carry on with the new Cold War, and that you will do whatever you can to sort out the problems in Ukraine? Thank you!

President Vladimir Putin has defended Russia's military operations in Syria, saying the aim is to "stabilise the legitimate authority" of Syrian President Bashar al-Assad. Mr Putin told Russian state TV Moscow also wanted to "create conditions for a political compromise" in Syria. He denied that Russian air strikes were hitting moderate opposition groups rather than Islamic State militants.
