The Baltic states, also known as the Baltics, Baltic nations or Baltic countries (Estonian: Balti riigid, Baltimaad, Latvian: Baltijas valstis, Lithuanian: Baltijos valstybės), are the three countries in northern Europe on the eastern coast of the Baltic Sea: Estonia, Latvia and Lithuania. The Baltic states cooperate on a regional level in several intergovernmental organizations.
While the indigenous populations of Latvia and Lithuania are known as Baltic people, those of Estonia are Finnic people. Another Baltic identity, Baltic German, began to develop during the Middle Ages after the Livonian Crusade.
Linguistic and historical considerations intersect in defining the concept of "Baltic states": for example, while Latvian is phylogenetically related to Lithuanian (both belonging to the Baltic group of the Indo-European language family) Estonian belongs to a completely different family – the Uralic languages. At the same time, despite considerable linguistic proximity, politically Latvia and Lithuania have gone different ways for most of their history, Lithuania at one point forming a commonwealth with Poland, giving rise to one of the largest countries in Europe at the time; while Latvia has shared most of its history with Estonia, both being governed by a Baltic German élite for more than 700 years. The Livonians (a nearly extinct ethnic group closely related to Estonians) have also participated in the ethnogenesis of Latvians: according to most accounts, the assimilation of (Uralic) Livonians by ancient (Indo-European) Baltic tribes formed the basis of what are today known as the Latvian language and Latvians.
Tours (French pronunciation: [tuʁ]) is a city located in the centre-west of France. It is the administrative centre of the Indre-et-Loire department and the largest city in the Centre-Val de Loire region of France (although it is not the capital, which is the region's second-largest city, Orléans). In 2012, the city of Tours had 134,978 inhabitants, while the population of the whole metropolitan area was 483,744.
Tours stands on the lower reaches of the River Loire, between Orléans and the Atlantic coast. The surrounding district, the traditional province of Touraine, is known for its wines, for the alleged perfection (as perceived by some speakers) of its local spoken French, and for the Battle of Tours, which took place in 732. The city is also the end-point of the annual Paris–Tours cycle race.
In Gallic times the city was important as a crossing point of the Loire. Becoming part of the Roman Empire during the 1st century AD, the city was named "Caesarodunum" ("hill of Caesar"). The name evolved in the 4th century when the original Gallic name, Turones, became first "Civitas Turonum" then "Tours". It was at this time that the amphitheatre of Tours, one of the five largest amphitheatres of the Empire, was built. Tours became the metropolis of the Roman province of Lugdunum towards 380–388, dominating the Loire Valley, Maine and Brittany. One of the outstanding figures of the history of the city was Saint Martin, second bishop who shared his coat with a naked beggar in Amiens. This incident and the importance of Martin in the medieval Christian West made Tours, and its position on the route of pilgrimage to Santiago de Compostela, a major centre during the Middle Ages.

On 13 September 2016 in Riga, the Foreign Minister of Latvia, Edgars Rinkēvičs, met with the Federal Foreign Minister of Germany, Frank-Walter Steinmeier, the Foreign Minister of Lithuania, Linas Linkevičius, and the Deputy Minister for EU Affairs of Estonia, Matti Maasikas, in the annual “3+1” format of consultations to discuss the ways of strengthening bilateral cooperation between the Baltic States and Germany, security policy issues after the NATO Summit in Warsaw, and current challenges faced by the European Union.
The Minister of foreign Affairs Edgars Rinkevichs held a previously scheduled meeting with the head of the Lithuanian foreign Ministry Linas Linkevichius, Minister of foreign Affairs of Estonia Marina Kaljurand and Minister of foreign Affairs of Germany Frank-Walter Steinmeier. During negotiations the question of raising the level of European security, joint opposition to threats, including from Russia was raised. The parties also touched upon the problem of illegal immigration in EU countries.

The most exciting action sports event in the Baltics took place at the end of August in the skate mecca of Tallinn. Shop teams from Estonia, Latvia and Lithuania competed against each other to be the official Baltic state participant at the Vans Shop Riot European finals in Cascais, Portugal. All competitors got an early glimpse of how the Portugal finals may feel as they battled it out under the sweltering heat in Tallinn. Following a hard-fought contest, it was Surfhouse from Estonia that took the top spot and earned their space in the finals.
