The Doctrine of Lapse was an annexation policy purportedly devised by Lord Dalhousie, who was the Governor General for the East India Company in India between 1848 and 1856. According to the Doctrine, any princely state or territory under the direct influence (paramountcy) of the British East India Company (the dominant imperial power in the subcontinent), as a vassal state under the British Subsidiary System, would automatically be annexed if the ruler was either "manifestly incompetent or died without a male heir".[1] The latter supplanted the long-established right of an Indian sovereign without an heir to choose a successor.[citation needed] In addition, the British decided whether potential rulers were competent enough. The doctrine and its application were widely regarded by many Indians as illegitimate. At the time of its adoption, the British East India Company had imperial administrative jurisdiction over wide regions of the subcontinent. The company took over the princely states of Satara (1848), Jaitpur and Sambalpur (1849), Nagpur and Jhansi (1854), Tanjore and Arcot (1855), Udaipur (Chhattisgarh) and Oudh (1856) under the terms of the Doctrine of Lapse. Mostly claiming that the ruler was not ruling properly, the Company added about four million pounds sterling to its annual revenue by virtue of this doctrine. Udaipur State, however, would have local rule reinstated by the British in 1860.

When Kolkata was the administrative centre for British India, Dalhousie Square, now known as BBD Bagh, was the centre of power. It is a square area built around the old Lal Dighi tank, which exists till date. It was later called the Tank Square and then the Dalhousie Square. Dalhousie Square was named after Lord Dalhousie, Governor General of India from 1847 to 1856. At different times it has been called 'The Green before the Fort' or Tank Square. Now called the BBD Bagh, which stands for three young Indian freedom fighters - Benoy, Badal and Dinesh, who on December 8, 1930, shot dead the Inspector General of Prisons, N S Simpson, in the balconies of Writers' Building of the then Dalhousie Square. The tank in the centre, fed by natural springs, is said to have supplied Charnock with drinking water.

Town Dalhousie is one of beautiful Hill stations of Northern India in Himalayas. The royal physician announces that the queen is pregnant. Everyone is thrilled. However, he advises Indu to make sure that the queen gets as much rest as possible because she is anaemic. Meanwhile, in Gwalior, Lord Dalhousie warns Gangadhar to solve the problem involving Samar Singh, else Jhansi would be annexed, but Gangadhar assures him that all problems would be tackled. On the other hand, Nelson asks Samar for his last wish but he spits on the floor and asks Nelson to lick it! Bhagirathi appears again before Laxmibai and tells her that she is pregnant. Laxmibai is delighted. Bhagirathi advises her to abide by her duties as a wife and a queen because she has great responsibilities now. In the midst of the meeting, Gangadhar gets a letter informing him that Laxmibai is pregnant. Gangadhar proudly announces to Dalhousie that Jhansi will soon have an heir. Dalhousie is dismayed. Back in Jhansi, it is announced that Samar Singh and Karma would be killed in a cannon blast the next afternoon. Nelson informs Karma and Samar that Laxmibai is pregnant and that's why she would not be able to save them. They are delighted. Laxmibai orders Tatya Guru to attack the Commissionerate and release Samar and Karma. Tatya Guru writes a letter to Samar and Karma with his blood saying that he would have them released soon. The messenger with the letter gets killed by Nelson. Tatya Guru and his men reach the Commissionerate and get cornered by the British. Nelson writes a letter to Laxmibai asking her to be a witness to Samar and Karma's execution. Bhagirathi appears before a dejected and confused Laxmibai and asks her to hear her inner voice. A worried Ellis informs Gangadhar that Laxmibai has vowed to drive East India Company out of Jhansi. Meanwhile, the mob chases Nelson and he escapes to his Commissionerate. However, he gets cornered between Laxmibai inside and the mob outside. Laxmibai orders him to sign the letter. She then sets him free because she wants no harm to fall on Jhansi or the king, but the mob drives him out of Jhansi and he manages to go to the neighbouring state of Orchha. Residents of Orchha surround him and when he says that he has escaped from Jhansi, they get furious as they consider Jhansi their arch rival. On the other hand, with the ouster of Nelson, happiness descends on Jhansi, and its flag flutters high even in the British Commissionerate. Laxmibai tells Gangadhar that driving out East India Company from Jhansi was her gift to him. However, he senses the calm before the storm because he knows that the British would seek revenge. Meanwhile, John Lang continues to spread the news to the world about Laxmibai's bravery by writing in his newspaper. Lord Dalhousie is furious with Ellis at the turn of events in Jhansi but he retorts that Nelson spoilt it all by signing the letter confessing his crime. He warns Lord Dalhousie that if word of the unfortunate events in India reached England, then the Charter Act would not be implemented. In Jhansi, Gangadhar readies his army for an imminent British attack and is disappointed at their lack of skills, so Raghunath informs him that Jhansi faces a shortage of arms, so his men have not practised from long. Laxmibai tells Gangadhar that they need manpower as well as arms, and the former could be overcome by employing the Indian soldiers in the British Army who were rendered jobless with the ouster of East India Company. Laxmibai gives the soldiers a fiery speech and urges them to live and die for their motherland! News about this speech unnerves Lord Dalhousie and he realises that he must find someone who would give back Jhansi to him. He zeroes on Ali Bahadur who is burning in the flames of vengeance at his mother's death. Ali Bahadur is surprised when Lord Dalhousie addresses him as the King of Jhansi!

Ali Bahadur voices his doubts about the sincerity of the British but Lord Dalhousie manages to convince him that he would soon be made the King of Jhansi. Dalhousie wants to destroy the economic stability of Jhansi, and this can be achieved only by breaking the unity of the moneylenders who would always stand by Gangadhar. Meanwhile, Gangadhar calls for a meeting where he requests a prominent moneylender, Shyam Chaudhary, for 400,000 gold coins that would be needed to increase the strength of the army in Jhansi. Shyam, however, voices his doubt about collecting such a huge amount but Gangadhar assures everyone that the amount would be returned with interest once the army was formed. Later, Laxmibai tells Gangadhar that the moneylenders had agreed to help him only after they'd heard that the amount would be repaid with interest! She gets angry that they have no love for their motherland! Shyam decides to sign the paper offering the support of all the moneylenders, when Ali Bahadur enters and instigates them not give credit to the king. He promises to bathe them in riches once he would be crowned the King of Jhansi, and declares that he has the support of Lord Dalhousie. The next day, Shyam and the other moneylenders inform Gangadhar that they have declined from offering him financial support and were with Ali Bahadur instead. When Ali Bahadur warns Gangadhar that he will be dethroned soon, Gangadhar gets furious and orders his arrest. Ellis comes to the palace just then and reads Lord Dalhousie's letter to Gangadhar which states that eminent people in Jhansi were revolting against his administration and refusing to accept him as king, so he should come to Kanpur immediately to discuss this matter, or he would be compelled to make Ali Bahadur the king to stop Jhansi's law and order from deteriorating.

She vows that she will not give away Jhansi to anybody as she was its protector! Laxmibai reads Gangadhar's last letter to her and realises how he had lost all desire to live after Damodar's death but how he was certain that Jhansi was in her safe hands. Moropant brings Gangadhar's ashes to Laxmibai and says that the subjects of Jhansi were waiting to pay their last respects to their king. She addresses the people and vows not to immerse the king's ashes until the British were driven out from Jhansi. She warns the betrayers that she wouldn't spare them either if they joined hands with the British again. She vows that come what may, Jhansi will never surrender. On the other hand, Hamilton, a British officer, is offered mutton by his cook but Hamilton says that he can smell raw meat, so he decides to set his ferocious dogs loose on him for not cooking food to his liking. However, just then, Hamilton's men bring two villagers from Jhansi. Hamilton then sets the dogs loose on them instead. A while later he receives a letter from Lord Dalhousie asking him to come to Jhansi.

Hamilton accuses Ellis of not annexing Jhansi and promises to set things right now. Meanwhile, Laxmibai is delighted to hear that Anand is safe. Ellis then informs Laxmibai about Hamilton and his motive to create problems because the throne of Jhansi was now empty. Later, Laxmibai reads a letter from Gangadhar in which he states that she should not dress like a widow after his death. After hearing about Hamilton from Ellis, Laxmibai decides to hold a coronation ceremony for Anand. He is renamed Damodar Rao Nevalkar and crowned the king. Hamilton comes to Laxmibai's court with Ellis. He tells Laxmibai that Jhansi has no king, so she retorts that Ellis had given her the permission for the adoption. However, Hamilton says that Ellis has no such right and informs her that the East India Company has refused to accept the adoption as legal, and that's why as per the Doctrine of Lapse, Jhansi would be annexed. She vows not to ever give Jhansi away. Ellis then tells Hamilton that the Queen of England had the right to reject Lord Dalhousie's new order, and that Laxmibai could challenge it. Laxmibai then warns Hamilton that she would inform his queen about the many conspiracies against Jhansi and its people, and if the queen would reject it, then it would be open war against the East India Company!

An informer alerts Laxmibai that a troupe of drug dealers were on their way to the neighbouring villages to sell narcotics to the British. Laxmibai vows to not only help poor people by looting such traders but also promises to save the poor from such vices. Rann Bankura orders her men to loot the dealers for destroying people from their own motherland. The dealers beg for her forgiveness. Meanwhile, Lord Dalhousie decides to go to Jhansi. His officer informs him that they would need more reinforcements because Laxmibai had the bravest of men like Mangal Pandey, Tatya Tope and Krama on her side. Lord Dalhousie asks him to send a telegram to Barrackpore and Bithur. On the other hand, Tatya Tope shows Laxmibai the route which Lord Dalhousie would take. Just then, Mangal Pandey is informed that the British were mercilessly killing people from his town and shooting Indians from the British Army. Mangal Pandey decides to leave for his hometown and tells Laxmibai that he didn't care now even if he died because the flames of freedom struggle were burning bright in every Indian. Laxmibai vows to surround Dalhousie the next day in Kumanganj. Meanwhile, Hamilton and Nelson are shocked to know that Lord Dalhousie would be visiting Jhansi to check the treasury. Rao Dulajo informs Nelson that he's been unable to find where Laxmibai is but his spies have heard that she is aware of Lord Dalhousie's visit to Jhansi. Rao Dulajo suggests to Nelson that he arrest Laxmibai before she confronts Lord Dalhousie. Nelson replies that he will let her meet Lord Dalhousie. Seeing Rose overhearing him, Nelson intentionally speaks aloud that he will attack Laxmibai's family when she is not around. Later, a bangle vendor stops Rose when she is on her way to meet Laxmibai. The lady applies vermillion and shows Rose the mirror, and to Rose's horror, she sees Nelson's reflection in it. Rose manages to escape, while Nelson encounters a group of eunuchs who surround him. Nelson returns to the palace but Rose is already back! How will Nelson reach Laxmibai now?

Lord Dalhousie is tied to a chair and the other British officers are overpowered. And then, a master move! Just one telegraphic message from Rann Bankura shook the entire British Empire in India! She mentions that Lord Dalhousie is in their custody and if the British wanted him released, then Jhansi should be restored to its rightful owner, prisoners jailed without reason should be released and opium trading must be stopped immediately. The British Heads meet and decide to bow to Rann Bankura's clauses. In Kumanganj, Karma reads a telegraphic message that Lord Canning has been sent to India as the new Governor-General, and that Jhansi would be handed back to Laxmibai. Laxmibai and the others are delighted. Lord Canning arrives in Jhansi and is furious with Nelson and Hamilton for the mess created by them. However, Nelson comes up with an evil plan and says that Laxmibai will be informed that Lord Dalhousie was Gangadhar's killer and thus, flames of vengeance would then compel her to kill Lord Dalhousie. The British would not need to return Jhansi to her then! Meanwhile, Major Ellis informs Laxmibai that the exchange of Lord Dalhousie with Jhansi would take place near its outskirts. Just then, Rao Dulajo informs Laxmibai that the one who had killed her husband was none other than Lord Dalhousie. Consumed with rage, she goes to kill Lord Dalhousie but is stopped by Gangadhar's spirit who asks her not to forsake Jhansi and its subjects for selfish reasons. Will Laxmibai heed Gangadhar or will she oblige her confidantes who were asking for Dalhousie's blood?
