At the end of World War II in 1945, the Korean Peninsula was divided into two zones along the 38th parallel, with the northern half of the peninsula occupied by the Soviet Union and the southern half by the United States. Initial hopes for a unified, independent Korea evaporated as the politics of the Cold War resulted in the establishment of two separate states with diametrically opposed political, economic, and social systems.
Soviet General Terentii Shtykov recommended the establishment of the Soviet Civil Authority in October 1945, and supported Kim Il-sung as chairman of the Provisional People's Committee for North Korea, established in February 1946. During the provisional government, Shtykov's chief accomplishment was a sweeping land reform program that broke North Korea's stratified class system. Landlords and Japanese collaborators fled to the South, where there was no land reform and sporadic unrest. Shtykov nationalized key industries and led the Soviet delegation to talks on the future of Korea in Moscow and Seoul. In September 1946, South Korean citizens had risen up against the Allied Military Government. In April 1948, an uprising of the Jeju islanders was violently crushed. The South declared its statehood in May 1948 and two months later the ardent anti-communist Syngman Rhee became its ruler. The Democratic People's Republic of Korea was established in the North on 9 September 1948. Shtykov served as the first Soviet Ambassador, while Kim Il-sung became Premier.
Soviet forces withdrew from the North in 1948 and most American forces withdrew from the South the following year. Ambassador Shtykov suspected Rhee was planning to invade the North, and was sympathetic to Kim's goal of Korean unification under socialism. The two successfully lobbied Joseph Stalin to support a short blitzkrieg of the South, which culminated in the outbreak of the Korean War.

On 27 September, MacArthur received the top secret National Security Council Memorandum 81/1 from Truman reminding him that operations north of the 38th parallel were authorized only if "at the time of such operation there was no entry into North Korea by major Soviet or Chinese Communist forces, no announcements of intended entry, nor a threat to counter our operations militarily..."] On 29 September MacArthur restored the government of the Republic of Korea under Syngman Rhee. On 30 September, Defense Secretary George Marshall sent an eyes-only message to MacArthur: "We want you to feel unhampered tactically and strategically to proceed north of the 38th parallel." During October, the ROK police executed people who were suspected to be sympathetic to North Korea, and similar massacres were carried out until early 1951.
On 30 September, Zhou Enlai warned the United States that China was prepared to intervene in Korea if the United States crossed the 38th parallel. Zhou attempted to advise North Korean commanders on how to conduct a general withdrawal by using the same tactics which had allowed Chinese communist forces to successfully escape Chiang Kai-shek's Encirclement Campaigns in the 1930s, but by some accounts North Korean commanders did not utilize these tactics effectively. Historian Bruce Cumings argues, however, the KPA's rapid withdrawal was strategic, with troops melting into the mountains from where they could launch guerrilla raids on the UN forces spread out on the coasts.
By 1 October 1950, the UN Command repelled the KPA northwards past the 38th parallel; the ROK Army crossed after them, into North Korea. MacArthur made a statement demanding the KPA's unconditional surrender. Six days later, on 7 October, with UN authorization, the UN Command forces followed the ROK forces northwards. The X Corps landed at Wonsan (in southeastern North Korea) and Riwon (in northeastern North Korea), already captured by ROK forces. The Eighth U.S. Army and the ROK Army drove up western Korea and captured Pyongyang city, the North Korean capital, on 19 October 1950. The 187th Airborne Regimental Combat Team ("Rakkasans") made their first of two combat jumps during the Korean War on 20 October 1950 at Sunchon and Sukchon. The missions of the 187th were to cut the road north going to China, preventing North Korean leaders from escaping from Pyongyang; and to rescue American prisoners of war. At month's end, UN forces held 135,000 KPA prisoners of war. As they neared the Sino-Korean border, the UN forces in the west were divided from those in the east by 50–100 miles of mountainous terrain.

On 27 September, MacArthur received the top secret National Security Council Memorandum 81/1 from Truman reminding him that operations north of the 38th parallel were authorized only if "at the time of such operation there was no entry into North Korea by major Soviet or Chinese Communist forces, no announcements of intended entry, nor a threat to counter our operations militarily..."] On 29 September MacArthur restored the government of the Republic of Korea under Syngman Rhee. In an address, the Korean president emphasized the significance of witnessing the re-opening of the old headquarters on the 70th anniversary of Korea′s liberation from Japan′s colonization.
She also thanked the Chinese government and the city of Shanghai for their support, including the almost 600-thousand U.S. dollars, that went into renovating the offices.
President Park also had a chance to meet the descendents of Korea′s independence fighters of the colonial period like Rhee Syngman, the first head of the provisional government who would later become Korea′s first president, and Kim Koo, the last head of the government in-exile.

The Syngman Rhee Line refers to a boundary line established by South Korean President Syngman Rhee in his "Peace Line" declaration of January 18, 1952, which included the Liancourt Rocks in Korean territory.
Rhee stated that the purpose of the line was to protect Korea's marine resources around the Sea of Japan (East Sea); therefore it banned non-Korean fishing boats from inside the territory, and Liancourt Rocks in particular.
Korea hoped to participate in San Francisco Peace Treaty of World War II as the victorious nation, but there was not the fact that allied powers approved Republic of Korea provisional government, and it was refused by U.K. and U.S.A.
In addition, they insisted that Tsushima, Parangdo, Takeshima was their own country territory, but Tsushima was Japan territory, and Parangdo did not exist.
South Korea had demanded that the MacArthur line established after World War II continue to be enforced, though on August 10, 1951, the United States sent Korean Ambassador Yang You Chan the Rusk documents, stating that the official policy of the United States was that the MacArthur line would be abolished by the Treaty of San Francisco.
The treaty was signed on September 8 of the same year, about a month after the documents were sent, and was to come into effect on April 28, 1952.
In response, the South Korean government declared the Syngman Rhee Line three months before this date, when the extinction of the MacArthur line and the return of sovereignty to Japan were meant to be established.
According to the Report of Van Fleet Mission to Far East made in 1954, the U.S. government maintained that the one-sided declaration of the Syngman Rhee Line was illegal under international law.
The fishing boats- which were mostly Japanese- that violated the boundary line were seized by South Korea.
Japanese records claim that such ships were often fired upon.
The Japanese government protested the seizures and unilateral declaration strongly, but the abolition of the line had to wait even for the approval of the Japan-Korea Fishery Agreement in 1965.
By the time an agreement was reached, 3929 Japanese people were arrested, of whom 44 were killed, and 328 Japanese ships were seized.
Japanese fishermen were forced to inferior detention life by the Korean government for several years.
As for them, 30 people were pushed into the room approximately 6 tatamis.
At the behest of the South Korean government, in exchange for the release of Japanese fisherman detained as a result of the line, the Japanese government released 472 Koreans in Japan who had been imprisoned as criminals. Those released gained the permission of residence (they became Zainichi).
On the other hand, the Korean government agreed to the return of the Japanese detained person, but Korea refused the forced repatriation of the Korean illegal immigrant whom Japanese Government disclosed and Korea required Japan to free them in Japan.
Solving the problem required many years. Obstacles to its settlement included the fact that there were no formal diplomatic relations between Japan and South Korea at the time, that normalization talks were complicated by various compensation claims, and the refusal of the United States to intervene on the issue, regarding it as bilateral.
Korea announced the Syngman Rhee declaration as Korea Government statement on January 27, 1952.
The Korean government considered that Syngman Rhee Line was established in international law.
The main claims are as follows.
#the Lee Sung-man line and the government of Truman Doctrine and Declaration by Mexico, Argentina, Chile, Peru and Costa Rican countries are the same character
#The MacArthur line continues effectively
#The position of the contiguous zone is established in international law, and the absolute freedom of the fishery is not accepted in contiguous zone
Lee Sung-man line is apparent being different from Truman Doctrine by the protest to the declaration of South America countries by U.S.A., and the continuation of the MacArthur line is refused by "Rusk documents" by U.S.A.
The Korean government established the fishery monopoly for 60 nautical miles as contiguous zone. At that time, the contiguous zone which U.S.A., the U.K. insisted on was 12 nautical miles (22km) , and France insisted on was 20km. The contiguous zone meant the area of the sea that could use jurisdiction limited for a duty and quarantine inspection and was not the area of the sea for fishery monopolies.

Obstacles to its settlement included the fact that there were no formal diplomatic relations between Japan and South Korea at the time, that normalization talks were complicated by various compensation claims, and the refusal of the United States to intervene on the issue, regarding it as bilateral.
Korea announced the Syngman Rhee declaration as Korea Government statement on January 27, 1952.
The Korean government considered that Syngman Rhee Line was established in international law.
The main claims are as follows.

#The MacArthur line continues effectively
#The position of the contiguous zone is established in international law, and the absolute freedom of the fishery is not accepted in contiguous zone
Lee Sung-man line is apparent being different from Truman Doctrine by the protest to the declaration of South America countries by U.S.A., and the continuation of the MacArthur line is refused by "Rusk documents" by U.S.A.
The Korean government established the fishery monopoly for 60 nautical miles as contiguous zone. At that time, the contiguous zone which U.S.A., the U.K. insisted on was 12 nautical miles (22km) , and France insisted on was 20km. The contiguous zone meant the area of the sea that could use jurisdiction limited for a duty and quarantine inspection and was not the area of the sea for fishery monopolies.

This film is a study of American soldiers helping a nation to rebuild itself. As seen in this film, the savagery and violence created by the war have been wiped away with the generosity and love of the American soldier on duty in Korea. Housing, public buildings, businesses and transportation facilities have been patched together or constructed from scratch. American Army know-how, Army supervision, and Army equipment have played a vital role in this rehabilitation, working closely with the Korean people. Just as important has been the creation of a new Republic of Korea Army. This small force which was available for Korea's defense prior to the outbreak of the fighting, is now a part of history. Thousands of inexperienced young men have been trained by battle-seasoned American and Korean soldiers and turned into a smooth, well-drilled modern army, equipped with American weapons.

After the First Sino-Japanese War and the Russo-Japanese War, Korea was occupied by Japan (1910–45). At the end of World War II, the Japanese surrendered to Soviet and U.S. forces who occupied the northern and southern halves of Korea, respectively.
Despite the initial plan of a unified Korea in the 1943 Cairo Declaration, escalating Cold War antagonism between the Soviet Union and the United States eventually led to the establishment of separate governments, each with its own ideology, leading to Korea's division into two political entities in 1948: North Korea and South Korea.
In the South Syngman Rhee, an opponent of communism, who had been backed and appointed by the United States as head of the provisional government, won the first presidential elections of the newly declared Republic of Korea in May. In the North, a former anti-Japanese guerrilla and communist activist, Kim Il-sung was appointed premier of the Democratic People's Republic of Korea in September. In October the Soviet Union declared Kim Il-sung's government as sovereign over both parts. The UN declared Rhee's government as "a lawful government having effective control and jurisdiction over that part of Korea where the UN Temporary Commission on Korea was able to observe and consult" and the Government "based on elections which was observed by the Temporary Commission" in addition to a statement that "this is the only such government in Korea." Both leaders began an authoritarian repression of their political opponents inside their region, seeking for a unification of Korea under their control. While South Korea's request for military support was denied by the United States, North Korea's military was heavily reinforced by the Soviet Union.
On June 25, 1950, North Korea invaded South Korea, sparking the Korean War, the Cold War's first major conflict that continued until 1953. At the time, the Soviet Union had boycotted the United Nations (UN), thus forfeiting their veto rights. This allowed the UN to intervene in a civil war when it became apparent that the superior North Korean forces would unify the entire country. The Soviet Union and China backed North Korea, with the later participation of millions of Chinese troops. After an ebb and flow that saw both sides almost pushed to the brink of extinction, and massive losses among Korean civilians in both the north and the south, the war eventually reached a stalemate. The 1953 armistice, never signed by South Korea, split the peninsula along the demilitarized zone near the original demarcation line. No peace treaty was ever signed, resulting in the two countries remaining technically at war. Over 1.2 million people died during the Korean War.
