You'll need a Weapons Emporium; also known as; level 3 / rank 3 Weapons Store / Shop, and settlements connected via supply lines to have a combined total settler population of 30+. Once you meet these requirements you'll need to encounter Smiling Larry during a random encounter. Smiling Larry is the only level 4 Weapons Merchant in the game. Provided you meet the requiems mentioned above; Weapons Emporium and supply line settlements total pop of 30+. When you speak to Smiling Larry there will be an option to hire him and send him to work at one of your settlements. Once he is there assign him to the Weapons Emporium. You will then be able to buy Reckoning from him, at a price around 1,000 caps. After hiring Smiling Larry, if he does not appear at the specified settlement ,as seen in the video; head to that settlement. Once there enter these console commands ~ prid 2f2a7 moveto player setpv bCommandable 1 setpv bAllowMove 1 setpv bAllowCaravan 1 Fast travel as far away as possible Fast travel back to the settlement you just left Now Smiling Larry will be at the settlement and you will be able to interact with him, just as you would any other settler. Enter workshop mode, toggle over Smiling Larry, click command, head over to your Weapons Emporium, click assign. Now Smiling Larry will be your Rank 4 Weapons Shop keeper, talk to him to barter, and buy Reckoning from him. If you are on console, I'm sorry that Bethesda did this to you
