The special report presents a detailed first assessment of the energy sector impact of known and signaled national climate pledges for the climate change meeting in Paris in December 2015 (COP21). Additionally, it proposes a bridging strategy to deliver a near-term peak in global energy-related greenhouse-gas emissions, based on five pragmatic measures that can advance climate goals through the energy sector without blunting economic growth. Lastly, it highlights the urgent need to accelerate the development of emerging technologies that are, ultimately, essential to transforming the global energy system into one that is consistent with the world’s climate goals, and recommends four key pillars on which COP21 can build success from an energy sector perspective.

The CSIS Energy and National Security Program is pleased to host Antoine Halff, Head of the Oil Industry and Markets Division at the International Energy Agency, to present the IEA's 2015 Medium-Term Oil Market Report (MTOMR). Guy Caruso, Senior Adviser with the CSIS Energy and National Security Program, will moderate.
According to the MTOMR, the recent crash in oil prices will cause the oil market to re-balance in ways that challenge traditional thinking about the responsiveness of supply and demand. The report is an attempt to comprehensively chart how the market response to the lower prices is likely to unfold, including an analysis of impacts on demand, OPEC and non-OPEC supply, refining, crude trade and product supply. On the supply side, its forecast reflects not just lower price assumptions, but also the high price-responsiveness of US light tight oil compared with conventional crude, as well as OPEC’s embrace of market forces in late 2014 in a bid for market share. On the demand front, it shows how the response to lower prices will differ this time around from that of prior episodes of re-balancing.

The world faces a potential oil supply crunch and higher prices, according to the latest analysis by the International Energy Agency.
The IEA said increasing shale oil output by the United States means middle east producers are delaying investing believing there will be an "abundance of oil" from shale, when in fact there will be a surge, but in the longer term current producers will still be crucial providers.
IEA Chief Economist Fatih Birol said it was essential that investments continue to be made in the plentiful, low-cost resources of the Middle East in order to meet growing demand from Asia.
"The Middle East is and will remain the heart of the global oil industry for many years to come," he said.
"Giving the wrong signal to Middle East producers may well delay investment. If we want Middle East oil in 2020, the investments need to be made by now."
Meanwhile demand will continue to rise, driven increasingly by China and even more so by India, from last year's 87.4 million barrels per day to 101 million barrels a day by 2035.
By then the Middle East will have regained its dominance - especially as a supplier to Asia.
The IEA said that by the mid-2020s the region - home to core members of the Organization of the Petroleum Exporting Countries - will provide most of the increase in global supply as non-OPEC production slows.
Fatih Birol said: "Due to the limited resource base (of US shale oil), it is going to plateau and decline. After 2020 there will be a major dominance of Middle East oil."
The United States will overtake Saudi Arabia and Russia to become the world's top oil producer by 2016, or perhaps even earlier but the IEA said the world is not "on the cusp of a new era of oil abundance".

The International Energy Agency (IEA; French: Agence internationale de l'énergie) is a Paris-based autonomous intergovernmental organization established in the framework of the Organisation for Economic Co-operation and Development (OECD) in 1974 in the wake of the 1973 oil crisis. The IEA was initially dedicated to responding to physical disruptions in the supply of oil, as well as serving as an information source on statistics about the international oil market and other energy sectors.
The IEA acts as a policy adviser to its member states, but also works with non-member countries, especially China, India and Russia. The Agency's mandate has broadened to focus on the "3Es" of sound energy policy: energy security, economic development, and environmental protection. The latter has focused on mitigating climate change. The IEA has a broad role in promoting alternate energy sources (including renewable energy), rational energy policies, and multinational energy technology co-operation.
IEA member countries are required to maintain total oil stock levels equivalent to at least 90 days of the previous year's net imports. At the end of July 2009, IEA member countries held a combined stockpile of almost 4,300,000,000 barrels (680,000,000 m3) of oil.

The International Energy Agency ignores the concept of Peak Oil. Never in their forecasts is there any mention of a curve, a Bell-shaped curve or a peak. The oil production forecast for 2035 by the IEA is 104 million barrels per day in 2035. StockTargets' forecast is 69 million barrels per day, by interpreting differently the same set of numbers. The world faces a potential oil supply crunch and higher prices, according to the latest analysis by the International Energy Agency.
The IEA said increasing shale oil output by the United States means middle east producers are delaying investing believing there will be an "abundance of oil" from shale, when in fact there will be a surge, but in the longer term current producers will still be crucial providers.
IEA Chief Economist Fatih Birol said it was essential that investments continue to be made in the plentiful, low-cost resources of the Middle East in order to meet growing demand from Asia.
"The Middle East is and will remain the heart of the global oil industry for many years to come," he said.
"Giving the wrong signal to Middle East producers may well delay investment. If we want Middle East oil in 2020, the investments need to be made by now."
Meanwhile demand will continue to rise, driven increasingly by China and even more so by India, from last year's 87.4 million barrels per day to 101 million barrels a day by 2035.
By then the Middle East will have regained its dominance - especially as a supplier to Asia.
The IEA said that by the mid-2020s the region - home to core members of the Organization of the Petroleum Exporting Countries - will provide most of the increase in global supply as non-OPEC production slows.
Fatih Birol said: "Due to the limited resource base (of US shale oil), it is going to plateau and decline. After 2020 there will be a major dominance of Middle East oil."
The United States will overtake Saudi Arabia and Russia to become the world's top oil producer by 2016, or perhaps even earlier but the IEA said the world is not "on the cusp of a new era of oil abundance".

This IES Seminar took place on the 4th of December 2015 in the School of Engineering at the University of Edinburgh.
Presentation Abstract:
The global Ocean Energy sector is formed of a diverse range of stakeholders including research institutes, project & technology developers, utility companies, supply chain members, funding bodies, national governments and international governmental organisations. After setting the scene in terms of government targets, funding requirements and cost reduction goals, this presentation will outline the structure of the Ocean Energy sector at UK, European and international levels, highlighting the key players, their roles and the interactions between them. It is intended that audience members will gain an appreciation of the great number of stakeholders engaged in the sector and the opportunities that this provides.
In order for Ocean Energy to become cost competitive and fully commercialised, a number of technology challenges in areas such as reliability, affordability and survivability must be overcome. The role of roadmaps and other strategy pieces in identifying priority actions and tackling the challenges faced by the sector will be outlined, followed by an account of the importance of collaboration within the sector and a brief overview of a number of programmes tasked with facilitating such interactions. Finally, an overview of how the sector is progressing at an international level with the aid of international governmental organisations will be given.
Presenters Bio:
Henry Jeffrey is a Senior Lecturer in the Institute for Energy Systems at the University of Edinburgh. Henry is a specialist in marine energy roadmaps, action plans and strategies. He is responsible for dissemination and internationalisation within Supergen Marine Phase 3. He leads the UKERC road mapping work for the marine renewables sector and the European Energy Research Alliance (EERA) marine programme. Additionally, he is the only academic member of the ETI and Renewable UK Marine Strategy Groups. In 2010 he was appointed to chair the Lord Hunt led DECC Marine Action Plan technology group and has been instrumental in the development of IEC standards (TC114) and guidelines for the developing marine renewable industry.
Henry represents the UK on the International Energy Agency implementing agreement for ocean energy (IEA –OES). He has also collaborated in the production of the ETI marine technology road map and has been appointed by the International Electrotechnical Commission (IEC) to convene their standard for the performance of marine energy devices (62600-200). His international collaboration on the production of marine roadmaps and research strategies includes Canada, the US, and Chile. Henry is also the leader of several European marine energy projects including DTOcean.

The CSIS Energy and National Security Program hosts Laszlo Varro, Head of the Gas, Coal and Power Markets Division at the IEA to present the IEA's Medium-Term Gas Market Report. David Pumphrey, Co-Director and Senior Fellow in the CSIS Energy and National Security Program, moderatew.
Global growth in natural gas use slowed measurably in 2012, although it still exceeded that of oil and total energy use. Among the headwinds facing gas are continuing weak demand in Europe, resilience of coal in North America as well as persistent bottlenecks and disruptions in the LNG value chain that in 2012 caused an exceptional global decline of LNG supply. At the same time, Asian demand for gas remains red-hot, and gas is beginning to gain traction as a transport fuel.
The IEA's new Medium-Term Gas Market report provides a detailed analysis of demand, upstream investment and trade developments through 2018 that will shape the gas industry and the role of gas in the global energy system. Its special sections investigate the economic viability of gas-fired power generation in Europe, the prospects for an LNG trading hub in Asia as well as the potentially transformational role of natural gas in transport. Amid a continuous regional divergence between North American abundance, European weakness and Asian thirst for LNG, the 2013 Medium Term Gas Market report will investigate the key questions that the gas industry faces. These include the prospect of the United States becoming a major gas exporter, the challenges of securing enough gas to meet China's growth, and the ability of Russian gas -- spurred both by weak EU demand and resurgent domestic production -- to find its manifest destiny in Asia.

The CSIS Energy and National Security Program is pleased to host Antoine Halff, Head of the Oil Industry and Markets Division at the International Energy Agency, to present the IEA's 2015 Medium-Term Oil Market Report (MTOMR). Guy Caruso, Senior Adviser with the CSIS Energy and National Security Program, will moderate.
According to the MTOMR, the recent crash in oil prices will cause the oil market to re-balance in ways that challenge traditional thinking about the responsiveness of supply and demand. The report is an attempt to comprehensively chart how the market response to the lower prices is likely to unfold, including an analysis of impacts on demand, OPEC and non-OPEC supply, refining, crude trade and product supply. On the supply side, its forecast reflects not just lower price assumptions, but also the high price-responsiveness of US light tight oil compared with conventional crude, as well as OPEC’s embrace of market forces in late 2014 in a bid for market share. On the demand front, it shows how the response to lower prices will differ this time around from that of prior episodes of re-balancing.

"petroleum, rock oil" (mid-14c. in Anglo-French), from Medieval Latin petroleum, from Latin petra rock (see petrous) + Latin: oleum oil (see oil (n.)).[1][2][3]) is a naturally occurring, yellow-to-black liquid found in geological formations beneath the Earth's surface, which is commonly refined into various types of fuels.
It consists of hydrocarbons of various molecular weights and other organic compounds.[4] The name petroleum covers both naturally occurring unprocessed crude oil and petroleum products that are made up of refined crude oil. A fossil fuel, petroleum is formed when large quantities of dead organisms, usually zooplankton and algae, are buried underneath sedimentary rock and subjected to intense heat and pressure.
Petroleum is recovered mostly through oil drilling (natural petroleum springs are rare).

The International Energy Agency said prices are likely to come under further pressure, as it cut its outlook for growth in demand next year. And some analysts expect prices to fall to as low as $55 a barrel in the short term. In its meeting last month, the Organisation of the Petroleum Exporting Countries decided to keep its production levels unchanged. What is making the situation even worse is a boom in US shale oil production. So while consumers enjoy an extra jingle in their pockets this festive season, cash-hungry oil exporters are left with sleepless nights. But are there other reasons behind the free fall in oil prices? And who stands to gain or lose?
