Municipality Address during the Inaugural
Session of the
Sangguniang Bayan on July 3,
2013
I would like to present to you what transpired during the first 3 years of our incumbency.

What was achieved?
A.
Health Services -- expanded PHIC membership, charity surgeries at
WVS, new health center, doctor to the barangay, response to medical emergencies, steady flow of medicines, neem cream against dengue
B. Economic &
Social Governance - infrastructure -- excel award in economic governance R6, cementing of barangay roads, farming support systems (additional water impounding, SFRs, driers), heavy equipment, repair of government buildings (façade of municipal hall, retouching of the museum, construction of motorpool, cementing of the back portion of the public market, reclamation of the poso area for parking),
ATMs, additional electrification of barangays, improvement of multi-purpose facilities, etc., installation of 25 water systems,
AFP housing projects, 1 new memorial park, private housing projects
C.
Education -- additional scholars, repair of schools, teen center, private schools for music, additional school buildings
D.
Culture and
Sports --
Best Tourism Festival for 2 consecutive years (2011-2012).
P50 Million repair/renovation of the church now considered as a piece of cultural heritage (heritage marker), 3 years of tukib to search for talented santabarbaranhons,
CDSA champion for 2 consecutive years (2011-2012)
E.
Environment -- Excell award for Environmental Governance
Region 6, Ordinance banning burning of rice husk,
CCTV ordinance, Anti-Littering ordinance, plastic intensifier for plastics
F. Financial -- increased by about 30 Million the overall income of
Santa Barbara since
2010 -- putting Santa Barbara in 1st class municipality
- arranged the financial and property records of Santa Barbara
G. Governance --
Seal of
Good Housekeeping Awardee for
Transparency and
Good Governance. In promoting accountability and transparency a
Full Disclosure Policy was implemented.
Annual budget, procurements, receipts, bids, expenditures etc were posted that the public may know how tax payers money are spent.
H. Agriculture -- diversification, seed banking, intent to utilize idle lands, programs to cope up with global warming, continuous training on scientific approaches to farming
I.
Peace and
Order -- slow/fast lane ordinance anti nuisance ordinance,
PNP top 10 in the whole
Province because of decrease in index crimes against person and property
J.
Disaster preparedness -- procured rescue vehicles, emergency generator, basic rescue equipment, disaster teams in all barangays, evacuation center, the result of the disaster response teams were proven during
Typhoon Quinta.
What are the tasks ahead? So many tasks I should say. To cope up, I always work within a time frame. My upbringing as a surgeon,
I am used working within a prescribed time. In this town, we don't have all the time in the world.
Time is precious.
Losing time is losing wealth and well-being. We should avoid this.
The challenge ahead seems to be insurmountable. But we will continue what we have started. All the elements of governance should be continued and improved. They are not yet finished but surely with determination and your full support and cooperation, we will reach our targets. We should come up with a local government which is trustworthy and dependable. We should have a town which is economically and environmentally healthy, and lastly we should have a town called Santa Barbara, where we want our children and grandchildren to live with pride.
