all parties have kept questioning Shanghai government
accountability, and even directly called for Han Zheng,
the Party Secretary of Shanghai, to step down.
The stampede in Shanghai's Bund area brought shock and
grief to the new year, people spontaneously came to
Chen Yi Square with flowers, and expressed their
condolences to the victims.
As this accident happened during the New Year's Eve
celebration, many Chinese believe it's a bad omen.
However, Shanghai citizens claimed that the Shanghai
government has controlled and censored media reports,
trying to convert this bad thing into a not-too-embarrassing
"good thing".
Shanghai resident, Zheng Jianming: "Shanghai television
stations are the most low-key, while television stations
from other provinces have given more detailed reports about
the accident than us.
Shanghai TV reports are simple as a picture,
there is no video recording at the scene."
Shanghai human rights activist, Gu Guoping: "They just said
many heroic deeds occurred during the rescue process,
such as the staff are dedicated, rescue teams are dedicated."
"As such, a bad accident has converted into a good thing,
the nature of the accident has been concealed as well as
how the accident should have been avoided."
How did the stampede happen? Could it be avoided?
Shanghai police still do not give any statement.
People said that someone tossed club vouchers that look
like US dollar bills, which then triggered looting and
eventually the stampede.
However, the next day, mainland media reported
that the place where the vouchers were thrown is sixty meters
away from the stampede, and it happened after the
stampede occurred.
Several Shanghai residents believe that the lack of
security preparation is the main cause of the tragedy.
Shanghai resident, Mr. Tang: "The security work was indeed
negligent.
It is very sad to see a stampede occur in a
big city like Shanghai."
Gu Guoping: "I feel this is a management problem, there is
no proper specification, the stairs should only be walked in
one direction when it is very crowded.
A stampede will certainly happen when a crowd walks
in opposite directions."
"Therefore, it is a management problem, we are still
discussing this matter, it should not happen."
There are several reasons why this accident "should not have
happened."
One is that the Bund area did not hold the lightshow like it
did in previous years.
BBC's Chinese website stated that, it is reported that many
people did not know about this.
People entered the Chen Yi Square found that there was no
lightshow and wanted to leave, so there was congestion
with those who were still trying to enter the viewing platform.
The second reason is that the Shanghai authorities
underestimated the flow, and did not prepare for it.
The third reason is the lack of police and resilience.
Cai Lixin, the deputy of the Command Center at
Huangpu Public Security Bureau has admitted:
that night the flow of people at the Bund area exceeded
"National Day Golden Week", but police manpower was less.
Only when the crowd began to jam, were 500 officers
deployed to the area.
Hence, there are many voices questioning Shanghai
government's accountability, many netizens even ask
Yang Xiong, the Mayor of Shanghai, and Han Zheng,
to step down.
Gu Guoping: "Han Zheng should not worry about people
asking him to resign, he should take the initiative to resign,
because he is responsible for such accident."
Even CCP media like "Xinhuanet" published articles
continuously to question the government's accountability.
On Jan 1st, "Xinhuanet" quoted from Zhang Hong,
security management specialist at Public Security University,
stating that the fundamental reason is government
negligence.
In fact, public information had revealed danger signals,
but they were being ignored by the governor.
Taiwan "udn.com" published an article on 2 Jan, which
believes the stampede will cause a large upheaval in
Shanghai official circles.

By the end of World War II, more than 570,000 1903s and 138,000 1908s had been manufactured.
More than a few corporate and government organizations adopted the Colt Pocket Hammerless, among them the Shanghai Municipal Police. This department was led at the time by an Englishman named William Fairbairn, who was an extremely influential developer of combat tactics. His work would prove to be a fundamental foundation for modern police organizations and military Special Forces (he was one of the men primarily responsibly for training WWII Allied special units, including the OSS). He had some particular ideas about how best to employ handguns in combat, and these are reflected in the modifications he had made to the Colt 1908 automatics purchased by the Shanghai Municipal Police Department back in the 1920s.

The agency's office was empty on Tuesday morning and a notice on the door said that the personnel in charge had gone to Hubei to deal with the aftermath of the accident. A telephone number was also written on the notice, but it was unreachable.
The Shanghai municipal government has organized for the families to record their information. The name list of the 97 passengers has not been released yet.

The Shanghai municipal government said in an online announcement that 5,916 swine carcasses had been retrieved from Huangpu River by 3 p.m. Tuesday, but added that municipal water remains safe.
The surge in the dumping of dead pigs - believed to be from pig farms in the upstream Jiaxing area in the neighboring Zhejiang province - has followed police campaigns to curb the illicit trade of pork products harvested from diseased pigs. Shanghai authorities said the city has taken proper measures to safely dispose of the pig carcasses and that the city's water plants are stepping up efforts to disinfect public water and testing for six common swine viruses.
The Shanghai government reported no major swine epidemic, widespread pig deaths or dumping of pigs within the city boundaries of Shanghai. The state-run China News news agency said Monday that Zhejiang province had reported no swine epidemic but that a provincial agriculture official blamed cold weather for the deaths of the pigs.

Chemical leak: Fifteen people were killed and at least 26 others were injured when liquid ammonia leaked from a refrigeration unit at a cold storage facility in Shanghai, China on Saturday (August 31), according to local authorities.
According to Reuters, "The leak occurred at 10:50 am local time at Shanghai Weng's Cold Storage Industrial Co. Ltd., located in the Baoshan district of eastern Shanghai, the Shanghai municipal government said on its official Sina Weibo account.
"Six of those injured were in a critical condition, the government said."
A chief firefighter told Xinhua News Agency that as there were no open flames after the leak, rescue teams immediately carried out rescue work and closed down the valves where the chemical leak may have come from.
Xinhua reports, "'It smelled much worse than smoke from a fire. I sprawled on the ground and could not speak. Then my consciousness dwindled,' said Gu Qijue, who was injured in the incident and is receiving treatment at Dachang Hospital in Baoshan District.
"Gu told Xinhua that she was in a dormitory area on the factory's fourth floor when she smelled a strong odor. She was rescued by firefighters and saved after medical treatment."
Another worker at the plant, Li Qiufen, said she was awakened by a harsh smell.
"I could not breathe. I stumbled out of the room and found odor coming from the workshop. There was clamor and chaos," she told Xinhua.
Liquid ammonia is a colorless liquid frequently used in industrial sterilization and refrigeration processes, and may cause suffocation after heavy inhalation.

In 2013, the Shanghai government announced the establishment of a "pilot free trade zone" (自由贸易试验区), a 29 square km area. The announced aims for the zone include opening up new sectors for investment and trade, loosening currency controls to facilitate internationalization of the yuan, and advancing China's global competitiveness. Xiao Lin, one of the architects of the zone, will discuss the progress made over the first year and prospects for the future.
Xiao Lin is director of the Shanghai Development Research Center, a think tank serving the Shanghai municipal government. He earned his doctorate at Shanghai Jiaotong University and is an adjunct professor there and at several other universities. He heads the Shanghai Academy of Development and Reform. Prior to joining government service, Dr. Xiao worked in the private sector. Since joining the government, he's primarily worked in Shanghai, but also served the State Council's Research Office. Dr. Xiao's principal research areas are finance and asset managment and macroeconomic analysis and policy design. He is among the principal architects of the Shanghai Free Trade Zone and is part of the team conducting the first year evaluation of the zone.

The Shanghai Stampede incident caused
a great deal of media attention.
More than 20 days after the incident, Shanghai authorities
finally announced the results of their investigation.
They blamed the stampede tragedy on
Shanghai Huangpu District government.
Many Huangpu District officials were dismissed, but no one
in the Shanghai municipal government was held to account.
Chinese media and netizens questioned how authorities
could use low-level officials as the scapegoats.
Unless it was used to shift responsibility
away from senior leadership.
According to China's official media reports, Shanghai
Municipal Government held a press conference on Jan. 21.
They released the investigation report of the stampede
incident on Dec. 31 in the Bund tourist area.
The report characterized the tragedy that caused 36 deaths
as a "public safety responsibility incident".
They said it was caused by Huangpu District government
and relevant departments through "lack of preparation and
poor site management of mass activities and improper
response to the incident."
Eleven Huangpu District officials were punished.
Four of them were dismissed, including Shanghai Huangpu
District party secretary Zhou Wei;
District leader Peng Song; District Public Security Bureau
leader Zhou Zheng and Deputy leader Chen Qi.
Others were demoted or got administrative sanctions.
The investigation report triggered public condemnation.
Even official media questioned why no senior
officials were held accountable.
Shanghai residents Wang Jianhua, "The district leadership
were punished.
However it is definitely a problem that those at the municipal
level are not held accountable in any way.
Municipal Public Security Bureau leaders and the city
committee all bear considerable responsibility.
They are at least negligent! They did not manage the
cadres below them well!"
Shanghai authorities also stressed in the report that those
Huangpu District officials who were punished were “having

The Shanghai Stampede incident caused
a great deal of media attention.
More than 20 days after the incident, Shanghai authorities
finally announced the results of their investigation.
They blamed the stampede tragedy on
Shanghai Huangpu District government.
Many Huangpu District officials were dismissed, but no one
in the Shanghai municipal government was held to account.
Chinese media and netizens questioned how authorities
could use low-level officials as the scapegoats.
Unless it was used to shift responsibility
away from senior leadership.
According to China's official media reports, Shanghai
Municipal Government held a press conference on Jan. 21.
They released the investigation report of the stampede
incident on Dec. 31 in the Bund tourist area.
The report characterized the tragedy that caused 36 deaths
as a "public safety responsibility incident".
They said it was caused by Huangpu District government
and relevant departments through "lack of preparation and
poor site management of mass activities and improper
response to the incident."
Eleven Huangpu District officials were punished.
Four of them were dismissed, including Shanghai Huangpu
District party secretary Zhou Wei;
District leader Peng Song; District Public Security Bureau
leader Zhou Zheng and Deputy leader Chen Qi.
Others were demoted or got administrative sanctions.
The investigation report triggered public condemnation.
Even official media questioned why no senior
officials were held accountable.
Shanghai residents Wang Jianhua, "The district leadership
were punished.
However it is definitely a problem that those at the municipal
level are not held accountable in any way.
Municipal Public Security Bureau leaders and the city
committee all bear considerable responsibility.
They are at least negligent! They did not manage the
cadres below them well!"
Shanghai authorities also stressed in the report that those
Huangpu District officials who were punished were “having
a banquet using public funds” during the stampede, causing

The museum was established in 1956 in the former Shanghai Cotton Exchange Building,
a classical British structure built in 1923. It is located at 260 East Yan'an Road in Huangpu District,
near the intersection of South Henan Road. It was designated a Heritage Building by the Shanghai Municipal Government in 1994.[2] However,
the Yan'an Elevated Road has since been constructed within meters in front of the building.
A new 40,000 square-meter building is under construction in the Jing'an Sculpture Park.
Once completed the Shanghai Natural History Museum will move to the new location.

Now, with huge Chinese and foreign investment, it is booming again.
Shanghai's famous riverfront - the Bund.
The grand buildings along the Huangpo are testimony to Shanghai's grand colonial past.
Now 40 years after the stagnation that followed communist rule, a new city is rising on the opposite shores.
The glass and steel high rises will become a new financial district and free trade zone.
Once a vast farmland, Pudong, meaning `East of the River', is the brainchild of the late leader Deng Xiao Ping whose economic reforms started China's economic boom in the 80's.
Pudong's new area was among the first in China to be granted the status of Special Economic Zone, allowing foreign business to help China's development.
The government has ordered it should one day overshadow Hong Kong and other Asian capitals in a demonstration of China's power.
One man who has witnessed this transformation is 100 year old Zhu Boquan.
He experienced China's last dynasty, Japanese occupation and the foundation of the People's Republic.
As a former banker, Zhu moved in Shanghai's financial circles for more than half of the century.
He doesn't believe Shanghai's rebirth is a product of the `politics in command', as described by Mao Tse Tung.

Prof. Huang is mainly engaged in the research on literature, cultural theories, cultural creative industries, and metropolitan culture. Prof. Huang has conducted numerous research projects of National Social Sciences Foundation, Shanghai Philosophy and Social Sciences Planning and Shanghai Municipal Government. He has participated as the consultant in a lot of region cultural industry projects, creative industry development planning and projects. He has published over 100 academic papers and his works have been widely quoted. He has received the Eighth Shanghai Outstanding Award of Consultation and Research for Government Decision-Making. Detailed information can be found below.
According to the "General Plan for the Shanghai Free Trade Zone," a "negative list" approach towards foreign investment management will be adopted in the Shanghai FTZ, meaning foreign investment in all sectors should be allowed unless listed as prohibited or restricted under the Negative List.
Moreover, foreign investment into the areas beyond the Negative List will only have to go through record-filing procedures with the relevant authorities, rather than seeking approval as in the past. The list covers the following 16 service sectors and details 190 management measures:
Agriculture, Forestry, Animal Husbandry and Fishery Industries
Mining Industry
Manufacturing Industry
Production and Supply Industries for Power, Gas and Water
Construction Industry
Wholesale and Retail Industries
Transportation, Warehousing and Postal Service Industries
Information Transmission, Computer Service and Software Industries
Finance Industry
Real Estate Industry
Leasing and Commercial Service Industries
Scientific Research and Technical Service Industries
Water Conservancy, Environmental, and Public Facilities Management Industries
Education Industry
Health and Social Industries
Cultural, Sports and Entertainment Industries
The list is longer and more restricted than the market had expected, and foreign investors are still banned from investing in the country's tightly-controlled cultural, sports and entertainment industries, specifically:
New agencies;
Radio and film companies;
Publishing of newspapers, magazines and books;
Production of electronic publications;
Gambling;
Internet bars; and
Construction and operation of golf parks.
Moreover, foreign investment is restricted in the telecommunication and satellite transmission service industries, so is foreign involvement in high-end properties such as offices, hotels and convention centers.
However, the list allows Sino-foreign joint ventures in the following industries:
Exploration of shale gas and sea-bottom natural gas;
Auto parts and aircraft maintenance; and
Railway construction and management.
The list, which comes into effect immediately, is a temporary version for 2013 and will be updated based on future conditions.

The list is longer and more restricted than the market had expected, and foreign investors are still banned from investing in the country's tightly-controlled cultural, sports and entertainment industries, specifically:
New agencies;
Radio and film companies;
Publishing of newspapers, magazines and books;
Production of electronic publications;
Gambling;
Internet bars; and
Construction and operation of golf parks.
Moreover, foreign investment is restricted in the telecommunication and satellite transmission service industries, so is foreign involvement in high-end properties such as offices, hotels and convention centers.
However, the list allows Sino-foreign joint ventures in the following industries:
Exploration of shale gas and sea-bottom natural gas;
Auto parts and aircraft maintenance; and
Railway construction and management.
The list, which comes into effect immediately, is a temporary version for 2013 and will be updated based on future conditions.

The 50 Cent Party (Chinese: 五毛党 wǔmáo dǎng) are Internet commentators (Chinese: 网络评论员 wǎngluò pínglùn yuán) hired by the government of the People's Republic of China (both local and central) or the Communist Party to post comments favorable towards party policies in an attempt to shape and sway public opinion on various Internet message boards.[1][2] The commentators are said to be paid fifty cents of Renminbi for every post that either steers a discussion away from anti-party or sensitive content on domestic websites, bulletin board systems, and chatrooms,[3] or that advances the Communist party line
In March 2005, the Ministry of Education of the People's Republic of China enacted a systematic censorship of Chinese college bulletin board systems. The popular "Little Lily" BBS, ran by Nanjing University, was forced to close. As a new system was prepared to be launched, school officials hired students as part-time web commentators, paid from the university's work-study funds, to search the forum for undesirable information and actively counter it with Party-friendly viewpoints. In the following months, party leaders from Jiangsu province began hiring their own teams.[8] By mid-2007, web commentator teams recruited by schools, and party organizations were common across China. Shanghai Normal University employed undergraduates to monitor for signs of dissent and post on university forums.[9] These commentators not only operate within political discussions, but also in general discussions.[8][9] Afterwards, some schools and local governments also started to build similar teams.[10][11][12]
On 23 January 2007, Chinese leader Hu Jintao demanded a "reinforcement of ideological and public opinion front construction and positive publicity" at the 38th collective learning of Politburo.[13] Large Chinese websites and local governments have been requested to publish the sayings of Hu, and select "comrades with good political quality" to form "teams of Internet commentators" by the CPC Central Committee (中共中央办公厅) and General Office of the State Council (国务院办公厅).[8][14]
Negative reporting of local authorities has increased on the internet since then.[15] In one instance described on the China Digital Times, the Jiaozuo (Henan) City Public Security Bureau established a mechanism to analyse public opinion after criticism of the police handling of a traffic incident appeared on the internet. The Bureau responded with 120 staff calling for the truth to be revealed in line with the public opinion, which gradually shifted and eventually supported the police position, denouncing the original poster.[15][16] In the aftermath of the 2008 Guizhou riot, internet forums were filled with posts critical of the local authorities; the China News Weekly later reported that "the major task of the propaganda group was to organize commentators to past [sic] posts on websites to guide online public opinions."[16]
In 2010, the Shanghai Communist Youth League's official website published a summary, saying that there were more than 200 topics by Shanghai Municipal Authorities' Internet commentators posted at People's Daily site, Xinhua site, Eastday (东方网), Sina and Tianya after many incidents in 2009, including Lotus Riverside incident, Green Dam software forced installation, Putuo Urban Administrative incident, H1N1's control, Shanghai entrapment incident (钓鱼执法), Pan Rong (潘蓉)'s self-immolation, etc. It was praised by Shanghai Internet Publicity Office.[17]
In December 2014, a Chinese blogger hacked into and published email archives for the Internet Propaganda Department of Zhanggong District in Ganzhou, including over 2,700 emails of 50 Cent Party internet commentators.[18][19] For instance, on 16 January 2014, Shi Wenqing, secretary of the Ganzhou branch of the CCP, held a televised "internet exchange" in which he answered questions from a local news website forum; 50 Cent Party commentators were instructed to post seven discussion points, such as (translated) "I really admire Party Secretary Shi, what a capable and effective Party Secretary! I hope he can be the father of Ganzhou for years to come

General Motors holds a 20% stake in Industries Mécaniques Maghrébines. General Motors and Shanghai Automotive Industry Corporation (SAIC), and has two joint ventures in Shanghai General Motors and SAIC-GM-Wuling Automobile. Both also hold an equal 50% stake in General Motors India Private Limited. And General Motors holds a 94% stake in GM Korea and SAIC Group holds a 6% stake. General Motors and UzAvtosanoat have a joint venture called GM Uzbekistan, UzAvtosanoat owns 75% and General Motors owns 25%. General Motors and UzAvtosanoat also have a joint venture called UzDaewooAvto both each hold a 50-50 stake. Qingdao (青岛), is a major city in China's Shandong province. It borders Yantai to the northeast, Weifang to the west and Rizhao to the southeast. Lying across the Shandong Peninsula while looking out to the Yellow Sea, Qingdao today is a major seaport, naval base, and industrial center. It is also the site of the Tsingtao Brewery. The character 青 (qīng) in Chinese means "green" or "lush", while the character 岛 (dǎo) means "island". Qingdao is administratively at the sub-provincial level. In 2008, Qingdao was named China's 7th-most livable city.
