As a regime type, liberal democracy is defined in terms of its limits - respect for personal freedom; reliance on market mechanisms; governance through the rule of law, articulated through representative government, responsive to the peopel in periodic elections. It also limits its aspirations - it seeks to secure rights, rather than to save souls or mold the character of its citizens. Barrack Obama was recently at The City Club of Cleveland where he was answering some questions. During this meeting he was asked about keeping big money out of politics. Part of his answer was to suggest mandatory voting.

Liberal democracy, also known as constitutional democracy, is a common form of representative democracy. According to the principles of liberal democracy, elections should be free and fair, and the political process should be competitive. Political pluralism is usually defined as the presence of multiple and distinct political parties.
A liberal democracy may take various constitutional forms: it may be a constitutional republic, such as France, Germany, India, Ireland, Italy, or the United States, or a constitutional monarchy, such as Japan, Spain, or the United Kingdom. It may have a presidential system (Argentina, Brazil, Mexico, the United States), a semi-presidential system (Finland, France, Taiwan), or a parliamentary system (Australia, Canada, India, New Zealand, Poland, the United Kingdom).
The Liberal democracies usually have universal suffrage, granting all adult citizens the right to vote regardless of race, gender or property ownership. Historically, however, some countries regarded as liberal democracies have had a more limited franchise, and some do not have secret ballots. There may also be qualifications such as voters being required to register before being allowed to vote. The decisions made through elections are made not by all of the citizens, but rather by those who choose to participate by voting.

The ideas of freedom equality, justice and participation have been spread into the world. The liberal democracy is considered to be the most efficient political system to achieve this. However, democratic institutions are facing hard times today.
Countries who have recently tried to adopt an institutional liberal democracy are running into a lot of trouble. In Egypt a Junta took back the powe supressing rights and freedom. In Irak Isis is controling a huge territory as the promises of stability were not accomplishet by the democracy.
Latin America is still facing a lot of this risk. The 2014 LAPOP report showed a very low trust in democratic institutions, specially those ones tasked to mantain law and order. The report expouse how crime and violence rates affects democratic legitimacy and the support of democratic values in the population. The data indicates How low levels of educaction and income or to live in poor areas more affected by crime also have low levels of trust in democratic institutions.
According to OXAFM in spite of poverty reduction in the last decades on Latin America this region still shows the highest levels of income, inequality and wealth distribution.
How does this issue impact me directly? Well, Colombia under president Santos is very close to end the civil war with guerrilla group FARC, a conflict of almost 60 years. Although, Colombia is the oldest democracy in the region, the extreme unequal distribution, political exclusion and underdevelopment in rural areas are factors that will persist. Most of the current economic policies unadvertenly do not takle this, putting more pressure to the trust on democratic institutions and values among colombians.
I believe that Colombians lack of trust in democratic institutions, will be an obstacle to implement peace initiatives and reconciliation. As many countries in development the lack of trust in Colombia is because the imposibility to fullfill the promises of a liberal democracy. Nevertheless, this problem could be an opportunity window, to reconstruct the basic notion of what it means to be a democratic institution, helping to achive peace and better societies all over the world.

Established by Father Jenkins in 2005, the Notre Dame Forum has brought leading authorities to campus to discuss substantive issues of the day. Past forum topics have included the global marketplace and its impact on the common good, immigration, sustainability, global health and K-12 education.

A state of security directly undermines the rule of law and the protection of rights of all citizens, not just those of the 'guilty' or 'others.'
