GeneralIdriss Déby Itno (Arabic: إدريس ديبي) (born 1952) is a Chadian politician who has been the President of Chad since 1990. He is also head of the Patriotic Salvation Movement. Déby is of the Bidyat clan of the Zaghawa ethnic group. He took power at the head of a rebellion against President Hissène Habré in December 1990 and has since survived various rebellions against his own rule. He won elections in 1996 and 2001, and after term limits were eliminated he won again in 2006 and 2011. He added "Itno" to his surname in January 2006.
Déby was born in Fada as the son of a herder. After finishing school he entered the Officers' School in N'Djamena. From there he was sent to France for training, returning to Chad in 1976 with a professional pilot certificate. He remained loyal to the army and to President Félix Malloum until central authority crumbled in 1979. Déby tied his fortunes to those of Hissène Habré, one of the chief Chadian warlords. A year after Habré became President in 1982, in exchange for his loyalty, Déby was made commander-in-chief of the army. He distinguished himself in 1984 by destroying pro-Libyan forces in Eastern Chad. In 1985 Habré removed him from his post and sent him to Paris to follow a course at the École de Guerre; on his return he was made chief military advisor to the Presidency. In 1987 he confronted Libyan forces on the field, adopting tactics that inflicted heavy losses to enemy forces. A rift emerged in 1989 between Habré and Déby over the increasing power of the Presidential Guard. Habré accused Déby of preparing a coup d'état, motivating Déby to flee to Libya.

Les africains, c'est nous qui courrons derrière, à qui vous voulez donner la faute ?", a souligné le dirigeant tchadien.
"C'est une décision courageuse que nos amis français doivent prendre"
Le Francs CFA est une monnaie garantie par le trésor français qui n'est pas convertible avec les autres devises internationales.
Pour Idriss Déby, "il y a aujourd'hui le FCFA qui est garantit par le trésor français. Mais cette monnaie là, elle est africaine. C'est notre monnaie à nous. Il faut maintenant que réellement dans les faits, que cette monnaie soit la nôtre pour que nous puissions, le moment venu, faire de cette monnaie une monnaie convertible et une monnaie qui permet à tous ces pays qui utilisent encore le FCFA de se développer. Je crois que c'est une décision courageuse que nos amis français doivent prendre".
Déby appelle à revoir avec la France "les clauses" qui tirent l'économie de l'Afrique
"L'Afrique, la sous-région, les pays africains francophones aussi, ce que j'appelle aujourd'hui la coopération monétaire avec la France, il y des clauses qui sont dépassés, ces clauses là, il faudra revoir, dans l'intérêt de l'Afrique, et dans l'intérêt aussi de la France. Ces clauses tirent l'économie de l'Afrique, ces clauses ne permettront pas à l'Afrique avec cette monnaie là de se développer. On a pas besoin de chercher de midi à 14 heures. Nous allons continuer à coeur l'amitié sincère avec la France. Mais il faudra avoir le courage de dire que le moment est venu de couper un cordon qui empêche à l'Afrique de décoller", a expliqué Déby. Et d'ajouter que "ce n'est pas une question cadeau. Aucun chef d'Etat, aucun ministre, aucun africain ne doit faire de cette question là une question cadeau. On se pose la question, si c'est notre monnaie. Pourquoi cette monnaie n'est pas convertible. Pourquoi tous les échanges passent par la Banque centrale de la France. Qu'est ce que nous gagnons en mettant nos ressources dans des comptes d'opérations ? Quel est le taux d'intérêt que nous gagnons ?"
L'Afrique doit "frapper sa propre monnaie"
"Nous avons la possiblité de frapper notre monnaie comme nous voulons. Le Francs CFA aujourd'hui c'est du papier. En deux ans, sa devient du chiffon, on peut même pas l'utiliser. Sa coûte cher pour frapper une monnaie, l'Afrique, les pays qui sont concernés doivent avoir la possibilité de faire un appel d'offre au meilleur offrant à qui l'on doit s'adresser pour frapper notre monnaie et cette monnaie doit être large sur toutes ses formes. Cette question n'est pas un tabou. L'Afrique ne peut pas évoluer avec la monnaie Francs CFA. Le Président tchadien Idriss Déby est formel et l'a clairement fait savoir ce mardi, lors d'une conférence de presse à Abéché, deuxième plus grande ville duTchad où était célébré le 55ème anniversaire de l'Indépendance.
"Les relations entre le Tchad et la France sont des relations historiques et anciennes. Le premier Président François Tombalbaye, le 11 août à 00h, a déclaré haut et fort : Le Tchad est indépendant et souverain. Cela a été applaudit. On ne peut pas négativer totalement les relations que nous avons avec la France, mais nous ne pourrons pas continuer le système France-Afrique ou le système paternaliste qui est dépassé, que les français eux-mêmes n'aiment pas. Les africains, c'est nous qui courrons derrière, à qui vous voulez donner la faute ?", a souligné le dirigeant tchadien.
"C'est une décision courageuse que nos amis français doivent prendre"
Le Francs CFA est une monnaie garantie par le trésor français qui n'est pas convertible avec les autres devises internationales.
Pour Idriss Déby, "il y a aujourd'hui le FCFA qui est garantit par le trésor français. Mais cette monnaie là, elle est africaine. C'est notre monnaie à nous. Il faut maintenant que réellement dans les faits, que cette monnaie soit la nôtre pour que nous puissions, le moment venu, faire de cette monnaie une monnaie convertible et une monnaie qui permet à tous ces pays qui utilisent encore le FCFA de se développer. Je crois que c'est une décision courageuse que nos amis français doivent prendre".
Déby appelle à revoir avec la France "les clauses" qui tirent l'économie de l'Afrique
"L'Afrique, la sous-région, les pays africains francophones aussi, ce que j'appelle aujourd'hui la coopération monétaire avec la France, il y des clauses qui sont dépassés, ces clauses là, il faudra revoir, dans l'intérêt de l'Afrique, et dans l'intérêt aussi de la France. Ces clauses tirent l'économie de l'Afrique, ces clauses ne permettront pas à l'Afrique avec cette monnaie là de se développer. On a pas besoin de chercher de midi à 14 heures. Nous allons continuer à coeur l'amitié sincère avec la France. Mais il faudra avoir le courage de dire que le moment est venu de couper un cordon qui empêche à l'Afrique de décoller", a expliqué Déby. Et d'ajouter que "ce n'est pas une question cadeau. Aucun chef d'Etat, aucun ministre, aucun africain ne doit faire de cette question là une question cadeau. On se pose la question, si c'est notre monnaie. Pourquoi cette monnaie n'est pas convertible. Pourquoi tous les échanges passent par la Banque centrale de la France. Qu'est ce que nous gagnons en mettant nos ressources dans des comptes d'opérations ? Quel est le taux d'intérêt que nous gagnons ?"
L'Afrique doit "frapper sa propre monnaie"
"Nous avons la possiblité de frapper notre monnaie comme nous voulons. Le Francs CFA aujourd'hui c'est du papier. En deux ans, sa devient du chiffon, on peut même pas l'utiliser. Sa coûte cher pour frapper une monnaie, l'Afrique, les pays qui sont concernés doivent avoir la possibilité de faire un appel d'offre au meilleur offrant à qui l'on doit s'adresser pour frapper notre monnaie et cette monnaie doit être large sur toutes ses formes. Cette question n'est pas un tabou. Mes Chers Compatriotes.
Pendant que je me trouvais en Afrique du Sud pour le 25ème Sommet des Chefs d’Etat et de Gouvernement de l’Union Africaine, c’est avec une grande amertume et tristesse, doublée de stupéfaction que la délégation tchadienne et moi-même avions appris, les attentats barbares commandités à N’Djaména dans la matinée du 15 juin 2015 par les éléments de la secte terroriste Boko-Haram.
Le bilan encore provisoire de 33 morts victimes tchadiennes et une centaine de blessés dans deux (02) attentats simultanés survenus pour la première fois, au même moment à N’Djamena, prouve à suffisance que les terroristes et leurs commanditaires sont loin d’abandonner, les actes macabres et ignobles et leur plan diabolique de détruire le Tchad.
Nous condamnons avec véhémence, cet acte horrible et barbare commis par ces illuminés.
Tout en présentant mes condoléances et toute ma compassion au peuple tchadien meurtri et aux familles de victimes, je vous rassure, mes Chers Compatriotes que cette forfaiture ne restera pas impunie.
Mes Chers Compatriotes ;
Nos Forces de Défense et de Sécurité qui ont prouvé leurs actes de bravoure tant à l’intérieur qu’à l’extérieur du Tchad, ne sont en rien intimidées par cet acte et sauront répondre à cet affront de manière appropriée et rapide.
Les commanditaires de ces terroristes, tapis dans l’ombre et qui œuvrent sans relâche à la tentative de destruction du continent africain et la déstabilisation de notre cher et beau pays n’en seront pas épargnés.

Aujourd’hui, grâce à la paix et à la concorde retrouvées sur toute l’étendue du territoire national et au moment où nous nous attelons avec sérénité à la tâche combien pressante de promouvoir davantage le développement de notre pays, nous n’admettrons pas que notre pays soit le cible des terroristes.

Les Forces de défense et de sécurité, dotées et renforcées par des moyens techniques nécessaires, feront tout, pour les traquer et les neutraliser où qu’ils soient.
Voilà pourquoi, j’invite toutes nos Forces de Défense et de Sécurité, à demeurer vigilants et confiants en l’avenir ; à garder intactes dans leurs rangs, la discipline et la disponibilité qui les ont toujours caractérisés et à se tenir en toutes circonstances prêtes, à servir la Nation et la stabilité de la sous-région.
J’invite également mes compatriotes, toutes couches confondues, au calme et à la sérénité et surtout à redoubler de vigilance et à coopérer efficacement avec les services de sécurité afin de neutraliser toute tentative de déstabilisation de notre pays.
Le Tchad ne se pliera jamais devant un chantage terroriste.

He said among the fighters detained following the attack, "60 percent are Sudanese and among them there are high-rank officers from the Sudanese regular army".
Rebel groups attacked the capital, N''djamena, last Thursday but were repelled by government forces.
At least 350 people were killed in the fighting.
Deby repeatedly accused Sudan of hiring mercenaries to destabilise his government before the May 3 presidential elections.
Sudan denied any involvement with the Chadian rebels.

STORYLINE:
Chadian voters began casting ballots in a presidential election on Wednesday, where incumbent President Idriss Deby is seeking a third term in office.
Derby rebuffed calls to delay the controversial elections in order to hold talks with rebels who attacked Chad''s capital N''Djamena less than a month ago.
The failed bid to oust Deby has cast security fears around Wednesdays election.
Only a handful of voters were seen around the polling stations shortly after opened and most businesses in the capital were closed for the day.
Derby himself was among the first to cast his vote into a clear plastic ballot box.
"All Chadians have come out to make their choice, the choice of their hearts, the choice of their convictions," Derby said after voting.
Derby added he felt it was victorious that Chad had reached election day, in the time he had anticipated
"The essential idea is that we have reached our goal by carrying out these election, today the 3rd of May as planned by the constitution," he said.
There was little question that Deby would retain power after the opposition boycotted the polls and the only other names on the ballot were Deby''s supporters, including three of Deby''s allies and a minor opposition leader.
Deby needs massive turnout to give his re-election legitimacy.
Deby seized power in 1990, and won votes in 1996 and 2001 that critics say were neither free nor fair.
Last year (2005), he pushed for a national referendum to change the constitution to allow him to run for a third term.
The amendment passed after an opposition boycott.
Deby''s rivals are hoping for a low voter turnout that will support calls for electoral reform and credible polling.
About 5.8 million (m) people in this country of almost 10 million (m) are registered to cast ballots at some 11,800 polling stations.
Deby has defended his 16-year tenure, saying Chad had made economic and social strides and he had allowed democracy to take root in the country.
But violence from the conflict in Sudan has been spilling over the border.
Eastern Chad is now home to some 200,000 refugees from Darfur, where Sudan''s government is accused of backing Arab tribal militias known as Janjaweed that murder and rape civilians and lay waste to villages has been a staging ground for Chadian rebels.
Sudan accuses Chad of supporting the Darfur rebels.
Deby, who himself came to power with Sudan''s help, says the rebels are mercenaries hired by Sudan to destabilise the central Africa region, a charge Sudan denies.
But some of the leading Chadian insurgents are members of Deby''s family.
In February, two relatives who are military generals joined the insurgents. Late last year, two of the president''s nephews, who had been responsible for the
country''s oil program, formed their own rebel group.

Chadian voters began casting ballots in a presidential election on Wednesday, where incumbent President Idriss Deby is seeking a third term in office.
Derby rebuffed calls to delay the controversial elections in order to hold talks with rebels who attacked Chad''s capital N''Djamena less than a month ago.
The failed bid to oust Deby has cast security fears around Wednesdays election.
Only a handful of voters were seen around the polling stations shortly after opened and most businesses in the capital were closed for the day.
Derby himself was among the first to cast his vote into a clear plastic ballot box.
"All Chadians have come out to make their choice, the choice of their hearts, the choice of their convictions," Derby said after voting.
Derby added he felt it was victorious that Chad had reached election day, in the time he had anticipated
"The essential idea is that we have reached our goal by carrying out these election, today the 3rd of May as planned by the constitution," he said.
There was little question that Deby would retain power after the opposition boycotted the polls and the only other names on the ballot were Deby''s supporters, including three of Deby''s allies and a minor opposition leader.
Deby needs massive turnout to give his re-election legitimacy.
Deby seized power in 1990, and won votes in 1996 and 2001 that critics say were neither free nor fair.
Last year (2005), he pushed for a national referendum to change the constitution to allow him to run for a third term.
The amendment passed after an opposition boycott.
Deby''s rivals are hoping for a low voter turnout that will support calls for electoral reform and credible polling.
About 5.8 million (m) people in this country of almost 10 million (m) are registered to cast ballots at some 11,800 polling stations.
Deby has defended his 16-year tenure, saying Chad had made economic and social strides and he had allowed democracy to take root in the country.
But violence from the conflict in Sudan has been spilling over the border.
Eastern Chad is now home to some 200,000 refugees from Darfur, where Sudan''s government is accused of backing Arab tribal militias known as Janjaweed that murder and rape civilians and lay waste to villages has been a staging ground for Chadian rebels.
Sudan accuses Chad of supporting the Darfur rebels.
Deby, who himself came to power with Sudan''s help, says the rebels are mercenaries hired by Sudan to destabilise the central Africa region, a charge Sudan denies.
But some of the leading Chadian insurgents are members of Deby''s family.
In February, two relatives who are military generals joined the insurgents. Late last year, two of the president''s nephews, who had been responsible for the
country''s oil program, formed their own rebel group.

The truce between the rebel Justice and Equality Movement and the Sudanese government takes effect immediately, Idriss Deby, Chad''s president, said on Saturday in a statement.
Justice and Equality Movement spokesman Ahmed Hussein said the deal initialed on Saturday was a framework agreement to guide future peace negotiations, including talks on a permanent cease-fire.
He said it will be formally signed in Doha, Qatar, on Tuesday in the presence of Deby and the leaders of Sudan and Qatar.
The rebel group has been the most significant holdout in efforts to end the seven-year conflict in Darfur, in which 300,000 people have lost their lives to violence, disease and displacement.
The Justice and Equality Movement will take part in talks in Qatar which aim to reach a final agreement by March 15, Deby''s statement said.
In Sudan''s capital, Khartoum, Sudanese President Omar al-Bashir announced he was pardoning members of the Justice and Equality Movement on death row who had been convicted for taking part in an attack close to Khartoum in May 2008.
Al-Bashir told a campaign rally he had ordered the immediate release of 30 percent of those he had pardoned.
According to Sudanese law only the president can pardon someone on death row or commute his or her sentence.

A fossilized skull unearthed in Chad is being hailed as one of the most exciting paleoanthropological discoveries in the last 100 years.
His name is Toumai, a mosaic of fossilized bone fragments that scientists have painstakingly reassembled to reveal an ancient skull with both ape and human features.
He could be as much as 7 million years old, making him the oldest example of a prehuman ancestor that walked upright.
Scientists suspect he is the closest specimen yet to the evolutionary split between humans and apes.
On Friday, French paleoanthropologist Michel Brunet will unveil Toumet for the first time to a European audience, at a press conference at the University of Poitiers in France, where he is a professor.
Chad's ambassador to France, Mahmoud Hissein Mahmoud, will also be present in the audience.
Brunet showed the skull for the first time late on Wednesday in N'Djamena, the capital of Chad, in a packed ceremony at the Ministry of Foreign Affairs that was aired on national television.
The skull immediately became the chief source of pride for the isolated central African republic, a former French colony and one of the world's poorest nations, where the average annual income is 240 dollars per person.
Brunet presented the skull to Chad President Idriss Deby, saying "The cradle of humanity is in Chad. Toumai is
your ancestor."
Toumai translates as "hope of life" in Africa's Goran language, and is also the name of a rebel fighter who Deby wished to be honoured.
Brunet has been digging for hominid, or prehuman, fossils in Chad for 25 years with an international research team that now numbers 40 scientists.
The skull was discovered a year ago by a Chadian student, Ahunnta Djimdoumalbaye.
The region remains beset by rebellions in the Sahara desert mountains in the north and Brunet's team must work around land mines and other hazards.

Chad freed seven Europeans on Sunday after more than a week in detention, following talks between French President Nicolas Sarkozy and Chad's president, Idriss Deby.
Three French journalists and four female air stewards from Spain were released.
However, six French nationals still remain in Chad under arrest.
The seven detainees left from the Palais de Justice in N'Djamena by bus, accompanied by armed guards, and then boarded a plane in the capital along with Sarkozy.
Sarkozy had flown to Chad earlier on Sunday to discuss the case of the 17 Europeans accused of involvement in an alleged plan to kidnap 103 African children.
Sarkozy, in a joint news conference with Deby said France had confidence in the state of Chad and its justice system, but warned against making sweeping generalisations as the case of the remaining detainees continued.
"I cannot recommend enough to all of those who want a favourable conclusion to this appalling affair to avoid making sweeping declarations which would just complicate matters. Chad is a sovereign state, its justice system has its own procedural system and its own agenda. And France respects this procedure," he said.
The Europeans - among them nine French citizens - were arrested on October 25 when a charity calling itself Zoe's Arc was stopped from flying the children to Europe.
The group said the children were from Sudan's Darfur region and that it intended to place them with host families.
Zoe's Arc maintains its intentions were purely humanitarian and that the children it was taking were orphans.

The presidents of Sudan and Chad signed a peace agreement on Thursday to prevent armed groups operating along their shared borders from destabilising the region, officials said.
The deal came even as Chad accused Sudan of backing a new rebel advance into its territory.
The agreement, signed by Sudan's Omar al-Bashir and Chad's Idriss Deby, commits the two nations to implementing past accords that have so far failed to help end violence in the area.
"We put a definitive end to the differences between our two countries to establish peace and security in the region," said Cheikh Tidiane Gadio, Senegalese Minister of Foreign Affairs.
The deal calls for the establishment of a monitoring group of foreign ministers from each country that would meet monthly to be sure there are no violations.
If successful, though, it would only be a small step toward ending violence in Sudan's Darfur region.
The two countries have signed a series of previous deals in recent years - Tripoli and Khartoum in 2006, Cannes and Riyad in 2007.
But Chad's Deby said this deal is different in that it puts concrete implementation to earlier promises, was witnessed by a host of high-level international diplomats and fellow African heads of state and because the
will for peace is finally there.
A text of the deal said the two leaders agreed to "inhibit all activities of armed groups and prevent the use of our respective territories for the destabilisation of one or the other of our states."
The deal was brokered by Senegalese President Abdoulaye Wade at his palace in Senegal's capital, Dakar.
Senegal is hosting a summit of the 57-member Organisation of the Islamic Conference, the world's largest Muslim organisation, in Dakar.
Wade has tried to cast himself as a continental peacemaker and had hoped to bring the two leaders together to sign a peace deal on the eve of the summit.
But Wednesday's talks were cancelled after al-Bashir, who was in Dakar, failed to show up.
Sudan, meanwhile, has repeatedly accused Chad of supporting Darfur rebels.

The deal came even as Chad accused Sudan of backing a new rebel advance into its territory.
The agreement, signed by Sudan's Omar al-Bashir and Chad's Idriss Deby, commits the two nations to implementing past accords that have so far failed to help end violence in the area.
"We put a definitive end to the differences between our two countries to establish peace and security in the region," said Cheikh Tidiane Gadio, Senegalese Minister of Foreign Affairs.
The deal calls for the establishment of a monitoring group of foreign ministers from each country that would meet monthly to be sure there are no violations.
If successful, though, it would only be a small step toward ending violence in Sudan's Darfur region.
The two countries have signed a series of previous deals in recent years - Tripoli and Khartoum in 2006, Cannes and Riyad in 2007.
But Chad's Deby said this deal is different in that it puts concrete implementation to earlier promises, was witnessed by a host of high-level international diplomats and fellow African heads of state and because the
will for peace is finally there.
A text of the deal said the two leaders agreed to "inhibit all activities of armed groups and prevent the use of our respective territories for the destabilisation of one or the other of our states."
The deal was brokered by Senegalese President Abdoulaye Wade at his palace in Senegal's capital, Dakar.
Senegal is hosting a summit of the 57-member Organisation of the Islamic Conference, the world's largest Muslim organisation, in Dakar.
Wade has tried to cast himself as a continental peacemaker and had hoped to bring the two leaders together to sign a peace deal on the eve of the summit.
But Wednesday's talks were cancelled after al-Bashir, who was in Dakar, failed to show up.
Sudan, meanwhile, has repeatedly accused Chad of supporting Darfur rebels.

Chad's president insisted on Wednesday his government had total control of the country, even as he said three-fourths of his officials had disappeared during weekend battles with rebels that left hundreds dead and prompted thousands to flee the capital.
President Idriss Deby made his first public comments since Friday's rebel attack on N'Djamena, and the next day's coup attempt on the presidential palace.
After meeting with France's defence minister, Deby - dressed in a military uniform - denied reports that he had been injured as N'Djamena was besieged.
"We are in total control, not only of the capital, but of all the country," Deby said. "The security forces have repelled the aggressors. Why not say the mercenaries directed by Sudan have been forced to flee," he said.
Chad has said neighbouring Sudan was backing the rebels to prevent the deployment of a European force to protect refugees from its war-ravaged
Darfur region.
Earlier on Wednesday, France's defence minister arrived in the Chadian capital in a strong show of support for the former French colony's embattled government.
Defence Minister Herve Morin met Deby and French forces in the oil-rich nation whose eastern border neighbours war torn Darfur in Sudan.
France also continued evacuating hundreds of foreigners from Chad on Wednesday who had become caught up in the fighting.
The International Red Cross said more than 1-thousand people were wounded in the violence, and human rights groups said many were civilians.
The UN refugee agency said some 20-thousand people had fled by crossing the Chari river into neighbouring Cameroon since Monday.
Many of those civilian refugees began returning to Chad from Cameroon on Wednesday.
By Wednesday morning the capital, N'Djamena was quiet, and the streets were almost empty.
Most of those returning, some on bicycles, crossed a road bridge at Kisseni carrying their possessions with them.
No civilian planes - including aid flights - have been allowed into the country since fighting started on Friday, and relief group Save the Children said it was running low on food and other supplies for refugee camps in eastern Chad.

STORYLINE
A foiled bid by a French group to spirit more than 100 children out of Chad on the grounds that they were Darfur orphans in danger of being killed continued to spark condemnation by French politicians on Sunday.
Zoe's Arc said it had arranged French host families for the children to save them from possible death in Darfur, the Sudanese region where nearly five years of conflict have left more than 200-thousand people dead and two and a half (M) million displaced - many to eastern Chad.
However, the head of UNICEF France on Saturday said that many of the children appeared to be from Chad, not Sudan.
The 103 young children, whose status and nationalities remained unclear, are now being cared for in the eastern Chadian city of Abeche, where they were visited by President Idress Deby on Friday.
The children's ages range from one to 12, with most of them three to eight years old, French officials said.
President Nicolas Sarkozy condemned Zoe's Arc's plan as illegal, his office said, and his words were echoed by France's junior minister for human rights.
"This operation was illegal, irresponsible, in order to precisely qualify the facts, we should trust the justice and let the inquest take it's course," Rama Yade told reporters in Paris on Sunday.
"We are totally in agreement with President Deby to say that this operation should not have taken place," she added.
Deby denounced the case as a "straightforward kidnapping" and promised punishment for anyone who tried to get the children out.
Yade said that France was fully cooperating with Chad's government in its investigation of the aid group, L'Arche de Zoe, or Zoe's Arc.
Nine French nationals, six reportedly members of an aid group and three of them journalists, were arrested on Thursday by Chadian authorities in connection with the case.
Seven crew members of a Spanish charter company also were arrested.
The French TV station LCI reported on Sunday that a Belgian pilot was the latest to be detained.
Spanish media reported that the four men and three women from Spain worked for Barcelona-based air charter company and that their passports and mobile phones had been confiscated.

STORYLINE
A foiled bid by a French group to spirit more than 100 children out of Chad on the grounds that they were Darfur orphans in danger of being killed continued to spark condemnation by French politicians on Sunday.
Zoe's Arc said it had arranged French host families for the children to save them from possible death in Darfur, the Sudanese region where nearly five years of conflict have left more than 200-thousand people dead and two and a half (M) million displaced - many to eastern Chad.
However, the head of UNICEF France on Saturday said that many of the children appeared to be from Chad, not Sudan.
The 103 young children, whose status and nationalities remained unclear, are now being cared for in the eastern Chadian city of Abeche, where they were visited by President Idress Deby on Friday.
The children's ages range from one to 12, with most of them three to eight years old, French officials said.
President Nicolas Sarkozy condemned Zoe's Arc's plan as illegal, his office said, and his words were echoed by France's junior minister for human rights.
"This operation was illegal, irresponsible, in order to precisely qualify the facts, we should trust the justice and let the inquest take it's course," Rama Yade told reporters in Paris on Sunday.
"We are totally in agreement with President Deby to say that this operation should not have taken place," she added.
Deby denounced the case as a "straightforward kidnapping" and promised punishment for anyone who tried to get the children out.
Yade said that France was fully cooperating with Chad's government in its investigation of the aid group, L'Arche de Zoe, or Zoe's Arc.
Nine French nationals, six reportedly members of an aid group and three of them journalists, were arrested on Thursday by Chadian authorities in connection with the case.
Seven crew members of a Spanish charter company also were arrested.
The French TV station LCI reported on Sunday that a Belgian pilot was the latest to be detained.
Spanish media reported that the four men and three women from Spain worked for Barcelona-based air charter company and that their passports and mobile phones had been confiscated.

The son of Chadian President Idriss Deby was found dead with a gash on his head Monday in the basement of his apartment building in a Paris suburb, and officials were treating the case as a murder investigation, judicial officials said.
Brahim Deby's body was found early on Monday by the building's caretaker, the prosecutor's office in the Paris suburb of Nanterre said.
The prosecution official said Deby had apparently died violently and that authorities were working on the hypothesis that he had been murdered.
Earlier, officials said the body was found in a corridor between the underground parking lot and a flight of stairs in the building in Courbevoie, west of Paris.
Paris police were investigating the death, and an autopsy was to be performed later on Monday, the officials said.
One of the residents of the apartment block where Idriss Deby was found dead recounted her knowledge of the incident.
"This morning the building caretaker found the dead body of someone as he was taking the rubbish out. I have since learned from the radio that the dead person might be the son of the Chadian president," she said.
Another resident of the block, Celine, said her father had seen firemen "trying to resuscitate a man" in the basement of the building.
The Chadian leader was told of his son's death in Accra, Ghana, where he is attending the African Union summit, his communications office said,
saying the news came as a "great shock" to him.
President Deby was not expected to make an announcement until further details are available from investigators.
The spokesman said the president would not cut short his trip to Ghana but stay through the end of the summit on Tuesday.
The 27-year-old Brahim Deby, was the president's oldest son and had no official government post, according to the president's office, which added President Deby was in Ghana on Monday for an African Union summit.
Brahim Deby was convicted on drugs and weapons charges in June 2006. A Paris court handed him a suspended six-month jail sentence for possession of drugs and illegally carrying a weapon.
A poor central African nation, Chad shares a border with the violence-wracked Darfur region of Sudan. Conflict from the Darfur crisis has spilled over into eastern Chad.
Chadian rebels have also challenged Idriss Deby, who first came to power himself at the head of rebel columns.
Competition for power in Chad has intensified since it began exporting oil several years ago.

L'Afrique ne peut pas évoluer avec la monnaie Francs CFA. Le Président tchadien Idriss Déby est formel et l'a clairement fait savoir ce mardi, lors d'une conférence de presse à Abéché, deuxième plus grande ville duTchad où était célébré le 55ème anniversaire de l'Indépendance.
"Les relations entre le Tchad et la France sont des relations historiques et anciennes. Le premier Président François Tombalbaye, le 11 août à 00h, a déclaré haut et fort : Le Tchad est indépendant et souverain. Cela a été applaudit. On ne peut pas négativer totalement les relations que nous avons avec la France, mais nous ne pourrons pas continuer le système France-Afrique ou le système paternaliste qui est dépassé, que les français eux-mêmes n'aiment pas. Les africains, c'est nous qui courrons derrière, à qui vous voulez donner la faute ?", a souligné le dirigeant tchadien.
"C'est une décision courageuse que nos amis français doivent prendre"
Le Francs CFA est une monnaie garantie par le trésor français qui n'est pas convertible avec les autres devises internationales.
Pour Idriss Déby, "il y a aujourd'hui le FCFA qui est garantit par le trésor français. Mais cette monnaie là, elle est africaine. C'est notre monnaie à nous. Il faut maintenant que réellement dans les faits, que cette monnaie soit la nôtre pour que nous puissions, le moment venu, faire de cette monnaie une monnaie convertible et une monnaie qui permet à tous ces pays qui utilisent encore le FCFA de se développer. Je crois que c'est une décision courageuse que nos amis français doivent prendre".
Déby appelle à revoir avec la France "les clauses" qui tirent l'économie de l'Afrique
"L'Afrique, la sous-région, les pays africains francophones aussi, ce que j'appelle aujourd'hui la coopération monétaire avec la France, il y des clauses qui sont dépassés, ces clauses là, il faudra revoir, dans l'intérêt de l'Afrique, et dans l'intérêt aussi de la France. Ces clauses tirent l'économie de l'Afrique, ces clauses ne permettront pas à l'Afrique avec cette monnaie là de se développer. On a pas besoin de chercher de midi à 14 heures. Nous allons continuer à coeur l'amitié sincère avec la France. Mais il faudra avoir le courage de dire que le moment est venu de couper un cordon qui empêche à l'Afrique de décoller", a expliqué Déby. Et d'ajouter que "ce n'est pas une question cadeau. Aucun chef d'Etat, aucun ministre, aucun africain ne doit faire de cette question là une question cadeau. On se pose la question, si c'est notre monnaie. Pourquoi cette monnaie n'est pas convertible. Pourquoi tous les échanges passent par la Banque centrale de la France. Qu'est ce que nous gagnons en mettant nos ressources dans des comptes d'opérations ? Quel est le taux d'intérêt que nous gagnons ?"
L'Afrique doit "frapper sa propre monnaie"
"Nous avons la possiblité de frapper notre monnaie comme nous voulons. Le Francs CFA aujourd'hui c'est du papier. En deux ans, sa devient du chiffon, on peut même pas l'utiliser. Sa coûte cher pour frapper une monnaie, l'Afrique, les pays qui sont concernés doivent avoir la possibilité de faire un appel d'offre au meilleur offrant à qui l'on doit s'adresser pour frapper notre monnaie et cette monnaie doit être large sur toutes ses formes. Cette question n'est pas un tabou. Celui qui veut faire de cette question un tabou va tuer l'Afrique et demain on va être condamné par les générations futures", a conclut à ce sujet le Président de la République.

Mes Chers Compatriotes.
Pendant que je me trouvais en Afrique du Sud pour le 25ème Sommet des Chefs d’Etat et de Gouvernement de l’Union Africaine, c’est avec une grande amertume et tristesse, doublée de stupéfaction que la délégation tchadienne et moi-même avions appris, les attentats barbares commandités à N’Djaména dans la matinée du 15 juin 2015 par les éléments de la secte terroriste Boko-Haram.
Le bilan encore provisoire de 33 morts victimes tchadiennes et une centaine de blessés dans deux (02) attentats simultanés survenus pour la première fois, au même moment à N’Djamena, prouve à suffisance que les terroristes et leurs commanditaires sont loin d’abandonner, les actes macabres et ignobles et leur plan diabolique de détruire le Tchad.
Nous condamnons avec véhémence, cet acte horrible et barbare commis par ces illuminés.
Tout en présentant mes condoléances et toute ma compassion au peuple tchadien meurtri et aux familles de victimes, je vous rassure, mes Chers Compatriotes que cette forfaiture ne restera pas impunie.
Mes Chers Compatriotes ;
Nos Forces de Défense et de Sécurité qui ont prouvé leurs actes de bravoure tant à l’intérieur qu’à l’extérieur du Tchad, ne sont en rien intimidées par cet acte et sauront répondre à cet affront de manière appropriée et rapide.
Les commanditaires de ces terroristes, tapis dans l’ombre et qui œuvrent sans relâche à la tentative de destruction du continent africain et la déstabilisation de notre cher et beau pays n’en seront pas épargnés.
Mes Chers compatriotes ;
Aujourd’hui, grâce à la paix et à la concorde retrouvées sur toute l’étendue du territoire national et au moment où nous nous attelons avec sérénité à la tâche combien pressante de promouvoir davantage le développement de notre pays, nous n’admettrons pas que notre pays soit le cible des terroristes.
Mes Chers Compatriotes ;
Les Forces de défense et de sécurité, dotées et renforcées par des moyens techniques nécessaires, feront tout, pour les traquer et les neutraliser où qu’ils soient.
Voilà pourquoi, j’invite toutes nos Forces de Défense et de Sécurité, à demeurer vigilants et confiants en l’avenir ; à garder intactes dans leurs rangs, la discipline et la disponibilité qui les ont toujours caractérisés et à se tenir en toutes circonstances prêtes, à servir la Nation et la stabilité de la sous-région.
J’invite également mes compatriotes, toutes couches confondues, au calme et à la sérénité et surtout à redoubler de vigilance et à coopérer efficacement avec les services de sécurité afin de neutraliser toute tentative de déstabilisation de notre pays.
Le Tchad ne se pliera jamais devant un chantage terroriste.
Vive la République.

STORYLINE
The president of Chad, Idriss Deby, on Tuesday again blamed Sudan for last week''s deadly rebel attack on the capital.
He said among the fighters detained following the attack, "60 percent are Sudanese and among them there are high-rank officers from the Sudanese regular army".
Rebel groups attacked the capital, N''djamena, last Thursday but were repelled by government forces.
At least 350 people were killed in the fighting.
Deby repeatedly accused Sudan of hiring mercenaries to destabilise his government before the May 3 presidential elections.
Sudan denied any involvement with the Chadian rebels.

STORYLINE:
Chadian voters began casting ballots in a presidential election on Wednesday, where incumbent President Idriss Deby is seeking a third term in office.
Derby rebuffed calls to delay the controversial elections in order to hold talks with rebels who attacked Chad''s capital N''Djamena less than a month ago.
The failed bid to oust Deby has cast security fears around Wednesdays election.
Only a handful of voters were seen around the polling stations shortly after opened and most businesses in the capital were closed for the day.
Derby himself was among the first to cast his vote into a clear plastic ballot box.
"All Chadians have come out to make their choice, the choice of their hearts, the choice of their convictions," Derby said after voting.
Derby added he felt it was victorious that Chad had reached election day, in the time he had anticipated
"The essential idea is that we have reached our goal by carrying out these election, today the 3rd of May as planned by the constitution," he said.
There was little question that Deby would retain power after the opposition boycotted the polls and the only other names on the ballot were Deby''s supporters, including three of Deby''s allies and a minor opposition leader.
Deby needs massive turnout to give his re-election legitimacy.
Deby seized power in 1990, and won votes in 1996 and 2001 that critics say were neither free nor fair.
Last year (2005), he pushed for a national referendum to change the constitution to allow him to run for a third term.
The amendment passed after an opposition boycott.
Deby''s rivals are hoping for a low voter turnout that will support calls for electoral reform and credible polling.
About 5.8 million (m) people in this country of almost 10 million (m) are registered to cast ballots at some 11,800 polling stations.
Deby has defended his 16-year tenure, saying Chad had made economic and social strides and he had allowed democracy to take root in the country.
But violence from the conflict in Sudan has been spilling over the border.
Eastern Chad is now home to some 200,000 refugees from Darfur, where Sudan''s government is accused of backing Arab tribal militias known as Janjaweed that murder and rape civilians and lay waste to villages has been a staging ground for Chadian rebels.
Sudan accuses Chad of supporting the Darfur rebels.
Deby, who himself came to power with Sudan''s help, says the rebels are mercenaries hired by Sudan to destabilise the central Africa region, a charge Sudan denies.
But some of the leading Chadian insurgents are members of Deby''s family.
In February, two relatives who are military generals joined the insurgents. Late last year, two of the president''s nephews, who had been responsible for the
country''s oil program, formed their own rebel group.

STORYLINE
Darfur''s most powerful rebel group has initialed a truce with the Sudanese government, marking the rebel group''s return to peace talks aimed at ending the Darfur conflict.
The truce between the rebel Justice and Equality Movement and the Sudanese government takes effect immediately, Idriss Deby, Chad''s president, said on Saturday in a statement.
Justice and Equality Movement spokesman Ahmed Hussein said the deal initialed on Saturday was a framework agreement to guide future peace negotiations, including talks on a permanent cease-fire.
He said it will be formally signed in Doha, Qatar, on Tuesday in the presence of Deby and the leaders of Sudan and Qatar.
The rebel group has been the most significant holdout in efforts to end the seven-year conflict in Darfur, in which 300,000 people have lost their lives to violence, disease and displacement.
The Justice and Equality Movement will take part in talks in Qatar which aim to reach a final agreement by March 15, Deby''s statement said.
In Sudan''s capital, Khartoum, Sudanese President Omar al-Bashir announced he was pardoning members of the Justice and Equality Movement on death row who had been convicted for taking part in an attack close to Khartoum in May 2008.
Al-Bashir told a campaign rally he had ordered the immediate release of 30 percent of those he had pardoned.
According to Sudanese law only the president can pardon someone on death row or commute his or her sentence.
The May 2008 attack on Khartoum''s twin city, Omdurman, was the closest a Darfur rebel group had reached the capital.
The government said more than 200 people were killed in the attack that shocked Sudan at the time.
Saturday''s developments come as Sudan and Chad have been working for months to improve relations soured by the spillover from the Darfur conflict, with each country accusing the other of supporting the other''s rebel groups.
The UN has said 2.7 (m) million were driven from their homes in Darfur in the fighting between ethnic African rebels and the government and Arab militias.

STORYLINE:
A fossilized skull unearthed in Chad is being hailed as one of the most exciting paleoanthropological discoveries in the last 100 years.
His name is Toumai, a mosaic of fossilized bone fragments that scientists have painstakingly reassembled to reveal an ancient skull with both ape and human features.
He could be as much as 7 million years old, making him the oldest example of a prehuman ancestor that walked upright.
Scientists suspect he is the closest specimen yet to the evolutionary split between humans and apes.
On Friday, French paleoanthropologist Michel Brunet will unveil Toumet for the first time to a European audience, at a press conference at the University of Poitiers in France, where he is a professor.
Chad's ambassador to France, Mahmoud Hissein Mahmoud, will also be present in the audience.
Brunet showed the skull for the first time late on Wednesday in N'Djamena, the capital of Chad, in a packed ceremony at the Ministry of Foreign Affairs that was aired on national television.
The skull immediately became the chief source of pride for the isolated central African republic, a former French colony and one of the world's poorest nations, where the average annual income is 240 dollars per person.
Brunet presented the skull to Chad President Idriss Deby, saying "The cradle of humanity is in Chad. Toumai is
your ancestor."
Toumai translates as "hope of life" in Africa's Goran language, and is also the name of a rebel fighter who Deby wished to be honoured.
Brunet has been digging for hominid, or prehuman, fossils in Chad for 25 years with an international research team that now numbers 40 scientists.
The skull was discovered a year ago by a Chadian student, Ahunnta Djimdoumalbaye.
The region remains beset by rebellions in the Sahara desert mountains in the north and Brunet's team must work around land mines and other hazards.

Chad freed seven Europeans on Sunday after more than a week in detention, following talks between French President Nicolas Sarkozy and Chad's president, Idriss Deby.
Three French journalists and four female air stewards from Spain were released.
However, six French nationals still remain in Chad under arrest.
The seven detainees left from the Palais de Justice in N'Djamena by bus, accompanied by armed guards, and then boarded a plane in the capital along with Sarkozy.
Sarkozy had flown to Chad earlier on Sunday to discuss the case of the 17 Europeans accused of involvement in an alleged plan to kidnap 103 African children.
Sarkozy, in a joint news conference with Deby said France had confidence in the state of Chad and its justice system, but warned against making sweeping generalisations as the case of the remaining detainees continued.
"I cannot recommend enough to all of those who want a favourable conclusion to this appalling affair to avoid making sweeping declarations which would just complicate matters. Chad is a sovereign state, its justice system has its own procedural system and its own agenda. And France respects this procedure," he said.
The Europeans - among them nine French citizens - were arrested on October 25 when a charity calling itself Zoe's Arc was stopped from flying the children to Europe.
The group said the children were from Sudan's Darfur region and that it intended to place them with host families.
Zoe's Arc maintains its intentions were purely humanitarian and that the children it was taking were orphans.

STORYLINE:
The presidents of Sudan and Chad signed a peace agreement on Thursday to prevent armed groups operating along their shared borders from destabilising the region, officials said.
The deal came even as Chad accused Sudan of backing a new rebel advance into its territory.
The agreement, signed by Sudan's Omar al-Bashir and Chad's Idriss Deby, commits the two nations to implementing past accords that have so far failed to help end violence in the area.
"We put a definitive end to the differences between our two countries to establish peace and security in the region," said Cheikh Tidiane Gadio, Senegalese Minister of Foreign Affairs.
The deal calls for the establishment of a monitoring group of foreign ministers from each country that would meet monthly to be sure there are no violations.
If successful, though, it would only be a small step toward ending violence in Sudan's Darfur region.
The two countries have signed a series of previous deals in recent years - Tripoli and Khartoum in 2006, Cannes and Riyad in 2007.
But Chad's Deby said this deal is different in that it puts concrete implementation to earlier promises, was witnessed by a host of high-level international diplomats and fellow African heads of state and because the
will for peace is finally there.
A text of the deal said the two leaders agreed to "inhibit all activities of armed groups and prevent the use of our respective territories for the destabilisation of one or the other of our states."
The deal was brokered by Senegalese President Abdoulaye Wade at his palace in Senegal's capital, Dakar.
Senegal is hosting a summit of the 57-member Organisation of the Islamic Conference, the world's largest Muslim organisation, in Dakar.
Wade has tried to cast himself as a continental peacemaker and had hoped to bring the two leaders together to sign a peace deal on the eve of the summit.
But Wednesday's talks were cancelled after al-Bashir, who was in Dakar, failed to show up.
Sudan, meanwhile, has repeatedly accused Chad of supporting Darfur rebels.

Chad's president insisted on Wednesday his government had total control of the country, even as he said three-fourths of his officials had disappeared during weekend battles with rebels that left hundreds dead and prompted thousands to flee the capital.
President Idriss Deby made his first public comments since Friday's rebel attack on N'Djamena, and the next day's coup attempt on the presidential palace.
After meeting with France's defence minister, Deby - dressed in a military uniform - denied reports that he had been injured as N'Djamena was besieged.
"We are in total control, not only of the capital, but of all the country," Deby said. "The security forces have repelled the aggressors. Why not say the mercenaries directed by Sudan have been forced to flee," he said.
Chad has said neighbouring Sudan was backing the rebels to prevent the deployment of a European force to protect refugees from its war-ravaged
Darfur region.
Earlier on Wednesday, France's defence minister arrived in the Chadian capital in a strong show of support for the former French colony's embattled government.
Defence Minister Herve Morin met Deby and French forces in the oil-rich nation whose eastern border neighbours war torn Darfur in Sudan.
France also continued evacuating hundreds of foreigners from Chad on Wednesday who had become caught up in the fighting.
The International Red Cross said more than 1-thousand people were wounded in the violence, and human rights groups said many were civilians.
The UN refugee agency said some 20-thousand people had fled by crossing the Chari river into neighbouring Cameroon since Monday.
Many of those civilian refugees began returning to Chad from Cameroon on Wednesday.
By Wednesday morning the capital, N'Djamena was quiet, and the streets were almost empty.
Most of those returning, some on bicycles, crossed a road bridge at Kisseni carrying their possessions with them.
No civilian planes - including aid flights - have been allowed into the country since fighting started on Friday, and relief group Save the Children said it was running low on food and other supplies for refugee camps in eastern Chad.
