The Twenty-second Amendment (Amendment XXII) of the United States Constitution sets a term limit for election and overall time of service to the office of President of the United States. Congress passed the amendment on March 21, 1947. It was ratified by the requisite 36 of the then-48 states on February 27, 1951.
Section 2. This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by the legislatures of three-fourths of the several states within seven years from the date of its submission to the states by the Congress.
Some historians point to George Washington's decision against a third term as evidence that the founders saw a self-imposed two-term limit as a bulwark against a monarchy. Nevertheless, in his Farewell Address, Washington both reveals he considered not standing for reelection in 1792, and that his decision not to seek a third term in 1796 was due to age, not intention to set precedent. Nine years later, Thomas Jefferson further contributed to the convention of a voluntary two-term limit when he wrote in 1807, "if some termination to the services of the chief Magistrate be not fixed by the Constitution, or supplied by practice, his office, nominally four years, will in fact become for life." Jefferson’s immediate successors, James Madison and James Monroe, adhered to the two-term principle as well. In a new political atmosphere several years later, Andrew Jackson continued the precedent.
A constitution is a set of fundamental principles or established precedents according to which a state or other organization is governed. These rules together make up, i.e. constitute, what the entity is. When these principles are written down into a single document or set of legal documents, those documents may be said to embody a written constitution; if they are written down in a single comprehensive document, it is said to embody a codified constitution.
Constitutions concern different levels of organizations, from sovereign states to companies and unincorporated associations. A treaty which establishes an international organization is also its constitution, in that it would define how that organization is constituted. Within states, a constitution defines the principles upon which the state is based, the procedure in which laws are made and by whom. Some constitutions, especially codified constitutions, also act as limiters of state power, by establishing lines which a state's rulers cannot cross, such as fundamental rights. An example is the constitution of the United States of America.
A term limit is a legal restriction that limits the number of terms an officeholder may serve in a particular elected office. When term limits are found in presidential and semi-presidential systems they act as a method to curb the potential for monopoly, where a leader effectively becomes "president for life". Sometimes, there is an absolute limit on the number of terms an officeholder can serve, while, in other cases, the restrictions are merely on the number of consecutive terms.
Term limits have a long history. Ancient Greece and Ancient Rome, two early civilizations which had elected offices, both imposed limits on some positions.
In ancient Athenian democracy, only offices selected by sortition were subjects to terms limits (one term of one year for each office, except members of the council of 500 (boule), where it was possible to serve two one-year terms, non-consecutively). Elected offices were all subject to possible re-election, although they were minoritarian, these positions were more prestigious and those requiring the most experience, such as military generals and the superintendent of springs.
100 or one hundred (Roman numeral: Ⅽ) is the natural number following 99 and preceding 101.
In medieval contexts, it may be described as the short hundred or five score in order to differentiate the English and Germanic use of "hundred" to describe the long hundred of six score or 120.
100 is the square of 10 (in scientific notation it is written as 102). The standard SI prefix for a hundred is "hecto-".
100 is the basis of percentages (per cent meaning "per hundred" in Latin), with 100% being a full amount.
100 is the sum of the first nine prime numbers, as well as the sum of some pairs of prime numbers e.g., 3 + 97, 11 + 89, 17 + 83, 29 + 71, 41 + 59, and 47 + 53.
100 is the sum of the cubes of the first four integers (100 = 13 + 23 + 33 + 43). This is related by Nicomachus's theorem to the fact that 100 also equals the square of the sum of the first four integers: 100 = 102 = (1 + 2 + 3 + 4)2.
26 + 62 = 100, thus 100 is a Leyland number.
100 is an 18-gonal number. It is divisible by the number of primes below it, 25 in this case. It can not be expressed as the difference between any integer and the total of coprimes below it, making it a noncototient. It can be expressed as a sum of some of its divisors, making it a semiperfect number.
