Texas Senator Criticizes Man for Testifying in Spanish, Saying 'Speak English'
A Texas state senator angrily criticized a man for giving his testimony in Spanish during a committee hearing in Austin on Monday, telling the man to "speak English."
Antolin Aguirre was testifying against a proposed bill that would crack down on illegal immigration, My Fox Dallas-Fort Worth reported Friday.
Republican state Sen. Chris Harris told Aguirre that his testimony was "insulting to us."
Aguirre, who has been in the U.S. since 1988, continued with his remarks in Spanish using an interpreter to relay the information, saying that he felt more comfortable testifying in Spanish.
Several other witnesses testified in their native language of Spanish, arguing that the bill is too vague and will lead to racial profiling against Latinos and the further distrust of police among immigrant communities.
"You get a climate of fear," said Olga Garza Kaufman, of San Antonio, who was born in Mexico and later moved to Texas with her family. "My parents were perfectly legal, but they were afraid of police. That's what happens when you have a culture that does not value its immigrants."
The bill's sponsor, state Sen. Tommy Williams, a Republican, said police take an oath to uphold the law, both federal and state, and should be freed up to ask about detainees' immigration status because they could catch criminals or aspiring terrorists who slipped into the country.
The bill sends "a loud and clear message to criminal aliens that we will not tolerate their presence in Texas," Williams said.
Texas law enforcement officials said that they oppose legislation that would free up officers in so-called sanctuary cities to ask about the immigration status of anyone pulled over during a traffic stop, questioned as a witness or otherwise detained.
Houston Police Chief Charles McClelland Jr. and Dallas County Sheriff Lupe Valdez testified at a Senate hearing that the immigration bill the Legislature is likely to approve could make immigrants afraid to report crimes and cause the further crowding of jails.
The bill could get a full Senate vote by midweek.

Sen. Dianne Feinstein referred to the US, Canada and Mexico as "the Homeland" at an NSA Senate briefing on Wednesday, presenting a map that united the three nations as one.
At a Senate Judiciary Committee meeting held to acquire details on the National Security Agency's mass surveillance programs, Sen. Feinstein (D-Calif.) made a geographic mistake in which she united three large countries into one. The error went by without comment during the briefing, but generated a significant response upon closer examination of the map.
During the briefing, Feinstein, who serves as chair of the Senate Intelligence Committee, was defending the NSA's data-collection programs when she pulled out a world map that identified North America as the "Homeland". The newly-declassified diagram showed terror activity that the NSA had allegedly disrupted throughout the world.
But while Europe, Africa and Asia were correctly identified by their continent's name, countries of North America were all encompassed as a new mega-nation.
"Now, the NSA has produced and declassified a chart, which I'd like to make available to all members. It has the 54 total (terror) events," Feinstein said. "And it shows the events disrupted... 13 in the Homeland, 25 in Europe, five in Africa and 11 in Asia."
Although it might be easy to brush off the map as nothing more than a mistake made by a staffer, a writer at The Atlantic suggested that it might indicate a potential NSA attempt at tallying thwarted attacks in North America to make anti-terrorism efforts in the US look more successful.
"Normally, this would be written off as a design goof, as one of the NSA's (newly adept) graphics guys using a little more light blue than he ought," writes the Atlantic's Philip Bump. "This being the NSA, we're not inclined to offer that benefit of the doubt. Is this a way of blending in Canadian and Mexican terror activity disruptions (which, we'll remind you, is different from actual plots interrupted) to give a larger sense of the NSA's success at halting terrorism within our borders?"
Whatever the reason for the NSA's creation of "the Homeland", the spy agency has already been condemned for failing to respect the sovereignty of other nations through its extensive data-collection efforts.
Some people have taken to Twitter to sarcastically welcome Canada and Mexico to the United States.
"Earths newest continent. Welcome to the Homeland, Mexico and Canada!" wrote Twitter user Kat Capps.
"We did it! Canada is now part of the American 'homeland,'" tweeted Canada.com, a site for "spirited discussions on what's important to Canadians."

The Clinton administration's decision to re-certify Mexico's drug fighting efforts was the subject of heated debate at a Senate Committee hearing Wednesday.
The top Republican on the Committee calls the decision "unacceptable" and wants Congress to send a stronger signal to Mexico.
The Senate Foreign Relations Committee room was packed Wednesday afternoon as Senators prepared to debate the recertification of Mexico.
In preparation for the criticism that was soon to come of Clinton's plan to re-certify Mexico, Democratic Senator Chris Dodd told his colleagues that decertifying the U-S neighbour would not accomplish anything.
The Connecticut Senator said drug-trafficking is a transnational problem.
And the only way to control that problem is through a joint effort with Mexico.

"All of the government's in this hemisphere need to have input in the process. Each one may come to its problem in a slightly different way.
They all need to feel that their circumstances are appreciated and understood. Working together we are far more likely in my view to develop a comprehensive plan that works."

But California Senator Dianne Feinstein said she sees firsthand the destruction that drugs imported from Mexico have on U- S neighbourhoods.
Feinstein told her colleagues the plan to de-certify Colombia but certify Mexico makes a mockery of the U-S system.
And she said it doesn't do Mexico or the U-S any favours.

"The State Department's refusal to face up to these facts --Mexico's failure to confront these cartels-- does not protect a single child on any street of any city in the United States of America from the bullet of a drug running gang or a drive-by shooter."

New York Senator Alfonse D'Amato reiterated Senator Feinstein's criticisms of President Clinton's actions.
Emphasizing that everyone agrees Mexico is a friend of the U-S, D'Amato said even with friends there comes a point where you have to be tough.
And to Clinton, he said the U-S must no longer look the other way.

But as the Senate hearing went on, White House Drug Czar General Barry McCaffrey came to testify on behalf of the Clinton administration.
McCaffrey warned legislators that violence and corruption takes place on both sides of the border and needs to be solved by both sides in a partnership.
He also told the committee that Mexico has made concrete improvements over the last year in its drug fighting efforts and cooperation between the U-S and its neighbour is better than ever.

"They have become our third biggest trading partner. They are an enormous economic and political importance to us and again I would...many of us would argue that that revolutionary change going on in Mexico is one that we are to sustain and support and work in partnership."

A Greenpeace activist rappels down the wall of Mexico's senate to protest the planting of transgenic corn in the country.

Greenpeace activists interrupted a session of Mexico's Senate on Thursday to protest the planting and sale of transgenic corn.
One activist used a rope to rappel down the wall of the senate before unfurling a banner which read "transgenic corn: a betrayal to the people."
The incident occurred as Mexico's senate was ratifying ambassadorial appointments.

"We are sending a strong message to the republic's senators to remind them of an important message. The country comes first, and the planting of transgenic corn on Mexican territory represents a betrayal. We urge them to re-instate the moratorium on the planting of transgenic corn in Mexican territory. Corn is part of Mexico's heritage, and with it our food sovereignty can be preserved."
In a written statement, Greenpeace Mexico said that the country's senators had "eluded their responsibility" of forbidding the planting of transgenic corn crops, and called on Mexico's government to monitor, control and study the planting and sale of transgenic crops.
As corn features heavily in many of Mexico's world-famous dishes, the country has long been hesitant to adopt transgenic maize seeds.
Many consumers are concerned about the health and environmental consequences of a transgenic grain.
With Mexico one of the world's biggest corn producers -- more than 20 million tonnes on average per year -- supporters of transgenic corn say Mexico has fallen behind other agricultural powerhouses such as its neighbour the United States where genetically modified seeds are widespread.

Investigative reporter John Carlos Frey tells Democracy Now! that the bipartisan immigration consensus in Washington could mean a "war zone" for the U.S.-Mexico border. "If we increase the border Patrol force by thousands more [and] increase militarization at the border, I think we'll have more incidents here," Frey says. "We're talking about dealing with immigration or immigrants in a militaristic way as opposed to in a human way... We have large U.S. cities along the U.S.-Mexico border that are becoming militarized, who have drones flying around in their backyards. They have border guards running up and down the border all over the place. We have thousands of armed-to the teeth guards that are aiming their weapons at Mexico. It feels like a war zone down there and I think it's going to get a little bit worse."

In light of the surge in drug-fuelled violence along the US-Mexico border, the United States Senate held a hearing in Washington DC on Tuesday, looking at ways to improve US law enforcement efforts along the porous border.
Arizona Attorney General Terry Goddard said that in the case of his state, the most effective way to stop criminal activity has been to remove profit for criminal gangs, and called for increased cooperation with law enforcement officers in Mexico.
"For far too long, organised criminals have been able to use the border as a refuge," Goddard said.
Senators also pressed for reform in the Mexican legal system to combat the drug cartels.
"To fully eradicate border violence we cannot act alone," Senator Charles Grassley said, "Mexico must change its internal political and legal framework to make it corruption proof."
Richard Durbin echoed the sentiments, saying that Mexico lacked "a fair and effective criminal justice system needed to combat the drug crisis."
"President Felipe Calderon deployed the military into regions of Mexico where law enforcement was no longer able to maintain order but that is not a long term fix," Durbin said.
President Calderon has deployed thousands of troops to border towns as part of a nationwide crackdown on the drug cartels, with the troops part of the government initiative to patrol the city streets and collect intelligence on drug cartels.
Over the weekend, five thousand additional soldiers arrived in Ciudad Juarez to reinforce security in the violent city bordering the US.
During the past weeks 2-thousand soldiers had already been deployed to the border city alongside 2,300 federal police officers.
The second deployment of soldiers will bring the total to 9,300 reinforcement troops.

McCaffrey warned legislators that violence and corruption takes place on both sides of the border and needs to be solved by both sides in a partnership. He also told the committee that Mexico has made concrete improvements over the last year in its drug fighting efforts and cooperation between the U-S and its neighbour is better than ever. As corn features heavily in many of Mexico's world-famous dishes, the country has long been hesitant to adopt transgenic maize seeds. Many consumers are concerned about the health and environmental consequences of a transgenic grain. Investigative reporter John Carlos Frey tells Democracy Now! that the bipartisan immigration consensus in Washington could mean a "war zone" for the U.S.-Mexico border. "If we increase the border Patrol force by thousands more [and] increase militarization at the border, I think we'll have more incidents here," Frey says. "We're talking about dealing with immigration or immigrants in a militaristic way as opposed to in a human way... We have large U.S. cities along the U.S.-Mexico border that are becoming militarized, who have drones flying around in their backyards. Wide of hearing STORYLINE: In light of the surge in drug-fuelled violence along the US-Mexico border, the United States Senate held a hearing in Washington DC on Tuesday, looking at ways to improve US law enforcement efforts along the porous border. Arizona Attorney General Terry Goddard said that in the case of his state, the most effective way to stop criminal activity has been to remove profit for criminal gangs, and called for increased cooperation with law enforcement officers in Mexico. "For far too long, organised criminals have been able to use the border as a refuge," Goddard said. Senators also pressed for reform in the Mexican legal system to combat the drug cartels. "To fully eradicate border violence we cannot act alone," Senator Charles Grassley said, "Mexico must change its internal political and legal framework to make it corruption proof." Richard Durbin echoed the sentiments, saying that Mexico lacked "a fair and effective criminal justice system needed to combat the drug crisis." "President Felipe Calderon deployed the military into regions of Mexico where law enforcement was no longer able to maintain order but that is not a long term fix," Durbin said. President Calderon has deployed thousands of troops to border towns as part of a nationwide crackdown on the drug cartels, with the troops part of the government initiative to patrol the city streets and collect intelligence on drug cartels. Over the weekend, five thousand additional soldiers arrived in Ciudad Juarez to reinforce security in the violent city bordering the US. During the past weeks 2-thousand soldiers had already been deployed to the border city alongside 2,300 federal police officers. The second deployment of soldiers will bring the total to 9,300 reinforcement troops. A Texas state senator angrily criticized a man for giving his testimony in Spanish during a committee hearing in Austin on Monday, telling the man to "speak English."

Republican state Sen. Chris Harris told Aguirre that his testimony was "insulting to us."
Aguirre, who has been in the U.S. since 1988, continued with his remarks in Spanish using an interpreter to relay the information, saying that he felt more comfortable testifying in Spanish.
Several other witnesses testified in their native language of Spanish, arguing that the bill is too vague and will lead to racial profiling against Latinos and the further distrust of police among immigrant communities.
"You get a climate of fear," said Olga Garza Kaufman, of San Antonio, who was born in Mexico and later moved to Texas with her family. "My parents were perfectly legal, but they were afraid of police. That's what happens when you have a culture that does not value its immigrants."
The bill's sponsor, state Sen. Tommy Williams, a Republican, said police take an oath to uphold the law, both federal and state, and should be freed up to ask about detainees' immigration status because they could catch criminals or aspiring terrorists who slipped into the country.
The bill sends "a loud and clear message to criminal aliens that we will not tolerate their presence in Texas," Williams said.
Texas law enforcement officials said that they oppose legislation that would free up officers in so-called sanctuary cities to ask about the immigration status of anyone pulled over during a traffic stop, questioned as a witness or otherwise detained.
Houston Police Chief Charles McClelland Jr. and Dallas County Sheriff Lupe Valdez testified at a Senate hearing that the immigration bill the Legislature is likely to approve could make immigrants afraid to report crimes and cause the further crowding of jails.
The bill could get a full Senate vote by midweek.

The bill's sponsor, state Sen. Tommy Williams, a Republican, said police take an oath to uphold the law, both federal and state, and should be freed up to ask about detainees' immigration status because they could catch criminals or aspiring terrorists who slipped into the country.
The bill sends "a loud and clear message to criminal aliens that we will not tolerate their presence in Texas," Williams said.
Texas law enforcement officials said that they oppose legislation that would free up officers in so-called sanctuary cities to ask about the immigration status of anyone pulled over during a traffic stop, questioned as a witness or otherwise detained.
Houston Police Chief Charles McClelland Jr. and Dallas County Sheriff Lupe Valdez testified at a Senate hearing that the immigration bill the Legislature is likely to approve could make immigrants afraid to report crimes and cause the further crowding of jails.
The bill could get a full Senate vote by midweek.

Sen. Dianne Feinstein referred to the US, Canada and Mexico as "the Homeland" at an NSA Senate briefing on Wednesday, presenting a map that united the three nations as one.
At a Senate Judiciary Committee meeting held to acquire details on the National Security Agency's mass surveillance programs, Sen. Feinstein (D-Calif.) made a geographic mistake in which she united three large countries into one. The error went by without comment during the briefing, but generated a significant response upon closer examination of the map.
During the briefing, Feinstein, who serves as chair of the Senate Intelligence Committee, was defending the NSA's data-collection programs when she pulled out a world map that identified North America as the "Homeland". The newly-declassified diagram showed terror activity that the NSA had allegedly disrupted throughout the world.
But while Europe, Africa and Asia were correctly identified by their continent's name, countries of North America were all encompassed as a new mega-nation.
"Now, the NSA has produced and declassified a chart, which I'd like to make available to all members. It has the 54 total (terror) events," Feinstein said. "And it shows the events disrupted... 13 in the Homeland, 25 in Europe, five in Africa and 11 in Asia."
Although it might be easy to brush off the map as nothing more than a mistake made by a staffer, a writer at The Atlantic suggested that it might indicate a potential NSA attempt at tallying thwarted attacks in North America to make anti-terrorism efforts in the US look more successful.
"Normally, this would be written off as a design goof, as one of the NSA's (newly adept) graphics guys using a little more light blue than he ought," writes the Atlantic's Philip Bump. "This being the NSA, we're not inclined to offer that benefit of the doubt. Is this a way of blending in Canadian and Mexican terror activity disruptions (which, we'll remind you, is different from actual plots interrupted) to give a larger sense of the NSA's success at halting terrorism within our borders?"
Whatever the reason for the NSA's creation of "the Homeland", the spy agency has already been condemned for failing to respect the sovereignty of other nations through its extensive data-collection efforts.
Some people have taken to Twitter to sarcastically welcome Canada and Mexico to the United States.

In preparation for the criticism that was soon to come of Clinton's plan to re-certify Mexico, Democratic Senator Chris Dodd told his colleagues that decertifying the U-S neighbour would not accomplish anything.
The Connecticut Senator said drug-trafficking is a transnational problem.
And the only way to control that problem is through a joint effort with Mexico.

Greenpeace activists interrupted a session of Mexico's Senate on Thursday to protest the planting and sale of transgenic corn.
One activist used a rope to rappel down the wall of the senate before unfurling a banner which read "transgenic corn: a betrayal to the people."
The incident occurred as Mexico's senate was ratifying ambassadorial appointments.

"We are sending a strong message to the republic's senators to remind them of an important message. The country comes first, and the planting of transgenic corn on Mexican territory represents a betrayal. We urge them to re-instate the moratorium on the planting of transgenic corn in Mexican territory. Corn is part of Mexico's heritage, and with it our food sovereignty can be preserved."
In a written statement, Greenpeace Mexico said that the country's senators had "eluded their responsibility" of forbidding the planting of transgenic corn crops, and called on Mexico's government to monitor, control and study the planting and sale of transgenic crops.
As corn features heavily in many of Mexico's world-famous dishes, the country has long been hesitant to adopt transgenic maize seeds.
Many consumers are concerned about the health and environmental consequences of a transgenic grain.
With Mexico one of the world's biggest corn producers -- more than 20 million tonnes on average per year -- supporters of transgenic corn say Mexico has fallen behind other agricultural powerhouses such as its neighbour the United States where genetically modified seeds are widespread.

Investigative reporter John Carlos Frey tells Democracy Now! that the bipartisan immigration consensus in Washington could mean a "war zone" for the U.S.-Mexico border. "If we increase the border Patrol force by thousands more [and] increase militarization at the border, I think we'll have more incidents here," Frey says. "We're talking about dealing with immigration or immigrants in a militaristic way as opposed to in a human way... We have large U.S. cities along the U.S.-Mexico border that are becoming militarized, who have drones flying around in their backyards. They have border guards running up and down the border all over the place. We have thousands of armed-to the teeth guards that are aiming their weapons at Mexico. It feels like a war zone down there and I think it's going to get a little bit worse."

STORYLINE:
In light of the surge in drug-fuelled violence along the US-Mexico border, the United States Senate held a hearing in Washington DC on Tuesday, looking at ways to improve US law enforcement efforts along the porous border.
Arizona Attorney General Terry Goddard said that in the case of his state, the most effective way to stop criminal activity has been to remove profit for criminal gangs, and called for increased cooperation with law enforcement officers in Mexico.
"For far too long, organised criminals have been able to use the border as a refuge," Goddard said.
Senators also pressed for reform in the Mexican legal system to combat the drug cartels.
"To fully eradicate border violence we cannot act alone," Senator Charles Grassley said, "Mexico must change its internal political and legal framework to make it corruption proof."
Richard Durbin echoed the sentiments, saying that Mexico lacked "a fair and effective criminal justice system needed to combat the drug crisis."
"President Felipe Calderon deployed the military into regions of Mexico where law enforcement was no longer able to maintain order but that is not a long term fix," Durbin said.
President Calderon has deployed thousands of troops to border towns as part of a nationwide crackdown on the drug cartels, with the troops part of the government initiative to patrol the city streets and collect intelligence on drug cartels.
Over the weekend, five thousand additional soldiers arrived in Ciudad Juarez to reinforce security in the violent city bordering the US.
During the past weeks 2-thousand soldiers had already been deployed to the border city alongside 2,300 federal police officers.
The second deployment of soldiers will bring the total to 9,300 reinforcement troops.

STORYLINE:
In light of the surge in drug-fuelled violence along the US-Mexico border, the United States Senate held a hearing in Washington DC on Tuesday, looking at ways to improve US law enforcement efforts along the porous border.
Arizona Attorney General Terry Goddard said that in the case of his state, the most effective way to stop criminal activity has been to remove profit for criminal gangs, and called for increased cooperation with law enforcement officers in Mexico.
"For far too long, organised criminals have been able to use the border as a refuge," Goddard said.
Senators also pressed for reform in the Mexican legal system to combat the drug cartels.
"To fully eradicate border violence we cannot act alone," Senator Charles Grassley said, "Mexico must change its internal political and legal framework to make it corruption proof."
Richard Durbin echoed the sentiments, saying that Mexico lacked "a fair and effective criminal justice system needed to combat the drug crisis."
"President Felipe Calderon deployed the military into regions of Mexico where law enforcement was no longer able to maintain order but that is not a long term fix," Durbin said.
President Calderon has deployed thousands of troops to border towns as part of a nationwide crackdown on the drug cartels, with the troops part of the government initiative to patrol the city streets and collect intelligence on drug cartels.
Over the weekend, five thousand additional soldiers arrived in Ciudad Juarez to reinforce security in the violent city bordering the US.
During the past weeks 2-thousand soldiers had already been deployed to the border city alongside 2,300 federal police officers.
The second deployment of soldiers will bring the total to 9,300 reinforcement troops.
