The war on drugs has been a failure. Despite ploughing billions of dollars into fighting the drugs war, drug use has increased while purity has declined. We've seen brutal cartel violence in Mexico, political destabilisation and repression around the world and the spread of HIV in Russia. David Cameron used to acknowledge the failings of the drugs war and has spoken publicly about the need for a new direction: perhaps following the examples set in Portugal or Uruguay. But since he was elected Prime Minister he's had a change of heart and, instead of pursuing a more sensible drugs policy, his government is now cracking down still further on drug use. The Psychoactive Substances Act, which comes into force this April, is a blanket ban on legal highs and has been called 'one of the stupidest, most dangerous and unscientific pieces of drugs legislation ever conceived'.
