Guam (ⁱ/ˈɡwɑːm/; Chamorro: Guåhån) is an organized, unincorporated territory of the United States located in the western Pacific Ocean. It is one of five U.S. territories with an established civilian government. Guam is listed as one of sixteen Non-Self-Governing Territories by the Special Committee on Decolonization of the United Nations. The island's capital is Hagåtña (formerly Agaña). Guam is the largest and southernmost of the Mariana Islands.

The Chamorros, Guam's indigenous people, first populated the island approximately 4,000 years ago. The island has a long history of European colonialism. Discovered by Ferdinand Magellan during a Spanish expedition on March 6, 1521, the first colony was established in 1668 by Spain with the arrival of settlers including Padre San Vitores, a Catholic missionary. For more than two centuries Guam was an important stopover for the Spanish Manila Galleons that crossed the Pacific annually. The island was controlled by Spain until 1898, when it was surrendered to the United States during the Spanish-American War and later formally ceded as part of the Treaty of Paris.

David Lujan is an Arizona State Senator representing District 15, which covers most of the central Phoenix area. Lujan was appointed to the Arizona Senate on January 11, 2012 to complete the term of Kyrsten Sinema who resigned to run for the United States Congress. Lujan is also the Chief Administrator of ASU Preparatory Academy, a college preparatory charter school serving Kindergarten through 9th grade in downtown Phoenix. Lujan also has a law practice as a partner with The Foster Law Group.

Prior to serving in the Senate, Lujan served three terms in the Arizona House of Representatives from 2005 to 2011 and he was the House Minority Leader from 2009-2010. While in the House of Representatives, Lujan was the Ranking Democrat on the House Education committee and served on the Appropriations committee. In 2002, Lujan was elected to the Phoenix Union High School District Governing Board and was re-elected to a second four-year term in 2006. He served as Board President from 2007-2008.

In 2010, Lujan was narrowly defeated in the Democratic primary when he ran for the position of Attorney General in the Arizona 2010 election.
