In this video Paul Andersen explains how land is developed for human use. Urbanization has occurred through the last century as people have moved to cities in large numbers. Transportation and the arrival of the car have led to urban sprawl and urban blight. Smart growth can be used to mediate some of the ecosystem impacts. Land is also preserved in parks, refuges, and wilderness areas.

When considering climate change, indigenous peoples and marginalized populations warrant particular attention. Impacts on Indigenous territories and communities are anticipated to be both early and severe due to their location in vulnerable environments, including small islands, high altitude zones, desert margins and the circumpolar Arctic.
Indeed, climate change poses a direct threat to many indigenous and marginalized societies due to their continuing reliance upon resource-based livelihoods. Thus, there is a need to understand the specific vulnerabilities and adaptation capacities of indigenous and marginalized communities.
Indigenous and marginalized peoples, however, are not just victims of climate change.
Their accumulated knowledge makes them excellent observers of environmental change and related impacts. Attentiveness to environmental variability, shift and trends is an integral part of their ways of life. Community-based and local knowledge may thus offer valuable insights into environmental change due to climate change, and complement broader-scale scientific research with local precision and nuance.
Finally, indigenous societies and marginalized populations have elaborated diverse coping strategies to deal with change. While the environmental transformations caused by climate change are expected to be unprecedented, indigenous and local knowledge and coping strategies may nonetheless provide a crucial foundation for community-based adaptation measures.

Zoning has shaped American cities since 1916, when New York City adopted the first comprehensive ordinance. It has remained a popular and widely used institution, particularly for homeowners wishing to protect the value of their homes. As values have soared in recent years, however, this protection has accelerated to the degree that new housing development has become unreasonably difficult and costly. The widespread Not in My Backyard (NIMBY) syndrome is driven by voters’ excessive concern about their home values and creates barriers to growth that reach beyond individual communities. Those barriers contribute to suburban sprawl, entrench income and racial segregation, retard regional immigration to the most productive cities, add to national wealth inequality, and slow the growth of the American economy. Zoning Rules, an update of Fischel’s 1985 classic book The Economics of Zoning, examines this history while offering solutions to the unintended consequences of zoning.

Land use is the human use of land. Land use involves the management and modification of natural environment or wilderness into built environment such as fields, pastures, and settlements. It has also been defined as "the arrangements, activities and inputs people undertake in a certain land cover type to produce, change or maintain it" (FAO, 1997a; FAO/UNEP, 1999).
Land use practices vary considerably across the world. The United Nations' Food and Agriculture Organization Water Development Division explains that "Land use concerns the products and/or benefits obtained from use of the land as well as the land management actions (activities) carried out by humans to produce those products and benefits." As of the early 1990s, about 13% of the Earth was considered arable land, with 26% in pasture, 32% forests and woodland, and 1.5% urban areas.
As Albert Guttenberg (1959) wrote many years ago, "'Land use' is a key term in the language of city planning." Commonly, political jurisdictions will undertake land use planning and regulate the use of land in an attempt to avoid land use conflicts. Land use plans are implemented through land division and use ordinances and regulations, such as zoning regulations. Management consulting firms and Non-governmental organizations will frequently seek to influence these regulations before they are codified.

Land use/cover change modeling by means of LanduseSim and ArcGIS.

All files in this tutorial are stored in Folder 'Simulation Data' within LanduseSim 2.0 Installation Package.
In this tutorial, it is assumed that you already have a shapefile of land use map, and prepare several codes to represent each of land use in polygon shape, and then converted it to raster format (.img) using ArcGIS.
Now, we try to model the settlement growth (Land Use Code: 4) including its several driving-factors. In this case, we assumed two variables; distance to settlement area, and distance to main roads affecting the future growth of settlement area. The assumption includes settlement area will never growth in certain land uses, such as river (land use code: 14), industry area (land use code: 2) and fishpond (land use code: 10)
The driving-factors raster (.img) were generated using Eucledian Distance tool in ArcGIS.
Ensure that all maps have same numbers of rows and columns before enter the simulation procedure within LanduseSim.
float = decimal
LanduseSim accepted decimal represented by point (.). Therefore, if generated ESRI ASCII files used coma (,) as decimal character, please replaced all comas (,) with point(.) manually (in my case).
Fuzzy set memberships (decreasing) will change the distance values into real numbers 1 (nearest) to 0 (farthest). It means the effect of growth will tend to decrease in line with the increment of the distance.
WeightedRaster is a modul for overlaying multi raster base on weights. Furthermore, each weight can be generated by AHP Analysis to enhance the accuracy of model. It similar with ArcGIS Weighted Sum tool.

More advance in utilization, LanduseSim is capable on delivering several crucial frameworks for urban planning processes such as explaining the land use/cover changes, generate more various planning scenarios, evaluating the developing plans, simulate the plans, and provide feed-backs for deep understanding of changes. LanduseSim was designed to be a stand-alone software (not an extension for certain software), however several initial operations require GIS software e.g. QGIS, Ilwis, Grass, ArcView, ArcGIS in order to prepare input data for LanduseSim.

The New York City Charter requires certain actions that are reviewed by the City Planning Commission to undergo a Uniform Land Use Review Procedure (ULURP). ULURP is a standardized procedure whereby applications affecting the land use of the city would be publicly reviewed. The Charter also established mandated time frames within which application review must take place. Key participants in the ULURP process are now the Department of City Planning (DCP) and the City Planning Commission (CPC), Community Boards, the Borough Presidents, the Borough Boards, the City Council and the Mayor. -

The application of geographic Cellular Automata (CA) based techniques for land use modelling can be traced back to the theoretical formulations of the American geographer Tobler (1979), later implemented in practice by White and Englelen (1993) and Batty and Xie (1994). Since then, CA applications have developed very rapidly and CA-based software environments such as Metronamica and SLEUTH are now widely employed in many countries across several continents as scientific and policy tools for exploring land use dynamics and future land use change. The term CA is sometimes applied in a broad sense to any cell-based land use model in which algorithmic operations are used iteratively to determine future land use states on the basis of parameters such as distance from transport networks (accessibility), biophysical aptitude of land areas to take on new states (suitability), or exclusion zones such as natural protected areas or land set aside for future development (zoning). However, in a a CA land use model sensu stricto, key land use change dynamics are represented by neighbourhood transition functions, in which the value (land use class) of a given cell in each model iteration is determined by the value of adjacent cells according to user-defined attraction or repulsion parameters, with accessibility, suitability and zoning being applied to support new land use allocation. Determinism is avoided and realistic human behaviour is imitated by applying stochastic perturbations to the model derived from probability distributions. Simple initial cell states transformed in this way through many model runs can give rise to patterns of great complexity, chaotic structure and, eventually, randomness. This key distinction, that is, autonomy and capacity to self-organize, is what gives true CA models their power to replicate artificial processes such as urban development with a high degree of success. Though there are a number of Free and Open Source Software (FOSS) applications presently available for other types of land use models, such as Huang's Change Analysis (logistic regression), and Purdue University's Land Transformation Modeller (LTM) (Artificial Neural Networks), there are few fully operational implementations of true CA models for land use modelling in the Open Source community. In addition, stand alone model frameworks do not usually incorporate appropriate statistical goodness-of-fit comparison techniques for model evaluation, something that is normally carried out externally in statistical software packages. In this paper, we discuss in detail our recent work to address these limitations by developing and testing a CA land use model for the R software environment. The R platform, with its extensive developer and user community, and its clear relevance for model building and scientific computing, seems to present an ideal environment for geographical land use modelling. The advantages offered by R as a development environment for a CA land use model are evaluated, and the pros and cons of the approach employed are discussed in depth with reference to commercial alternatives.
