An international non-governmental organization (INGO) has the same mission as a non-governmental organization (NGO), but it is international in scope and has outposts around the world to deal with specific issues in many countries.
Both terms, NGO and INGO, should be differentiated from intergovernmental organizations (IGOs), which describes groups such as the United Nations or the International Labour Organization. An INGO may be founded by private philanthropy, such as the Carnegie, Rockefeller, Gates and Ford Foundations, or as an adjunct to existing international organizations, such as the Catholic or Lutheran churches. A surge in the founding of development INGOs occurred during World War II, some of which would later become the large development INGOs like SOS Children's Villages, Oxfam, Catholic Relief Services, CARE International, and Lutheran World Relief.
International Non-governmental Organizations can further be defined by their primary purpose. Some INGOs are operational, meaning that their primary purpose is to foster the community-based organizations within each country via different projects and operations. Some INGOs are advocacy-based, meaning that their primary purpose is to influence the policy-making of different countries’ governments regarding certain issues or promote the awareness of a certain issue. Many of the large INGOs have components of both operational projects and advocacy initiatives working together within individual countries.
International mostly means something (a company, language, or organization) involving more than a single country. The term international as a word means involvement of, interaction between or encompassing more than one nation, or generally beyond national boundaries. For example, international law, which is applied by more than one country and usually everywhere on Earth, and international language which is a language spoken by residents of more than one country.
The term international was coined by the utilitarian philosopher Jeremy Bentham in his Introduction to Principles of Morals and Legislation, which was printed for publication in 1780 and published in 1789. Bentham wrote: "The word international, it must be acknowledged, is a new one; though, it is hoped, sufficiently analogous and intelligible. It is calculated to express, in a more significant way, the branch of law which goes commonly under the name of the law of nations. The word was adopted in French in 1801.Thomas Erskine Holland noted in his article on Bentham in the 11th edition of the Encyclopedia Britannica that "Many of Bentham's phrases, such as 'international,' 'utilitarian,' 'codification,' are valuable additions to our language; but the majority of them, especially those of Greek derivation, have taken no root in it."

How have the ways NGOs and IOs operate changed in recent years? What are some examples of sustained, positive outcomes being generated recently by NGOs/IOs? What aspects of capacity-building work including institution building should be emphasized to improve outcomes and counter negative perceptions? How do NGOs/IOs integrate with US-led efforts in the region? How will these change, given the possibility of budget cuts in the US?

Subtitles available in English and French. UN agencies often partner with international and local NGOs to implement humanitarian assistance and protection. NGOs, on their part, are faced with the challenge of understanding and dealing with different, and often complex, UN partnership frameworks. Understanding how these frameworks function, and how humanitarian funding through the UN is evolving, was the topic of the second session of the learning stream on humanitarian financing, jointly organized by ICVA and PHAP. In this session, experts from two major agencies – the UN High Commissioner for Refugees (UNHCR) and the World Food Program (WFP) – presented their organizations’ approaches to implementing partnerships and discussed challenges related to the existing funding modalities togeth...
