MOSCOW, February 25. /TASS/. A wide range of threats and challenges to Russia's security is emerging lately in the country's Arctic zone, Russian Defense Minister Sergey Shoigu told the ministry's board meeting on Wednesday.
To counter the threats, the Defense Ministry should focus on developing military infrastructure in the area, Shoigu said.
Late in 2014, the Joint Strategic Command was formed on the basis of the Northern Fleet, he said, adding that the Defense Ministry would build up troops in the Chukotka peninsula to guarantee the Northern Sea Route safety.

Russia Set to Deploy Tactical Drones in the Arctic
Russian drones will be deployed in the Arctic and along the Northern Sea Route starting May 1 to monitor the climate situation and the deterioration of Arctic ice, as well as to aid in navigation and search and rescue missions. Russian Prime Minister Dmitry Medvedev has signed an order for the development of the Northern Sea Route through the Arctic. The aim is to increase capacity from the current 4 million to 80 million tons in the next 15 years.
"This is the shortest route connecting Europe with the Far East, with the Asia-Pacific and the Western part of North America," the prime minister said Monday. "One should admit its usage so far, softly speaking, is nothing to shout about," Medvedev said.
Around 600 permits are issued annually for shipping via the Northern Sea Route and the annual volume of cargo is estimated at 4 million tons, said Deputy Prime Minister Arkady Dvorkovich.
"The estimated potential for 15 years, that is the period of the plan’s implementation, is more than 80 million tons, which means a 20 time increase [of the cargo volume – Ed.]," he said adding that this will exceed the volume of traffic that existed during the Soviet era.

Frank said: "We can positively say that year-round navigation to the west of Yamal can be maintained. Of course, the ships will be larger and larger, but this is an achievable task. As for the navigation east of Yamal, it is most likely to remain possible for up five or six months a year."
Sovcomflot specialises in petroleum and LNG shopping and has been the largest shipping company in Russia since 2008. It is 100% state owned.

Though it is usually associated with weather-related disasters, global climate change has also brought about interesting possibilities with the opening of a Northern Sea Route, a potential maritime highway connecting East Asia and Europe through the Arctic that is being billed as the Northern Silk Road. This promising new route provides a welcome opportunity to bypass the far longer southern route that connects Korea, Japan, and China with the West, through pirate-infested waters. The southern route, which carries 90% of petroleum, fishery products, and other trade, is a vital lifeline for Asia, but a northern route through the Bering Sea and across the North Pole is 40% shorter and could be a boon for trade. The Russians are leading the race for a safe summer route that travels through their newly booming ports, but other countries, including Japan, Canada, Germany, and Korea, are catching up. As the ice melts each summer, these countries are stepping up to find a profitable way to take advantage of an unexpected benefit of global climate change.

The “great thaw” underway in the Arctic has the potential to permanently open up the Northern Sea Route and connect East Asia and North-Western Europe for the first time in history. By 2040 it will be the shortest trade route between Europe and Asia and potential disputes over trade routes, maritime zones and resources that were previously inaccessible may emerge. What response should relevant European states fashion towards the Arctic? How is one of the most momentous geographical changes in history likely to affect Europe?
Ambassador Professor Alyson Bailes is presently an Adjunct Professor at the University of Iceland, a Visiting Professor at the College of Europe (Bruges) and an Honorary Fellow at Somerville College, University of Oxford. Professor Bailes is also an Associate Fellow at Chatham House. From 2002-2007 Professor Bailes served as the Director of the Stockholm International Peace Research Institute. Before this time, Professor Bailes had a distinguished career in the UK Diplomatic Service including postings in Hungary, the UK Delegation to NATO, Bonn, Beijing, Oslo and as British Ambassador to Finland. Among many other topics, Professor Bailes has published widely on regional security cooperation, Nordic/Baltic and West Nordic security and the emerging Arctic agenda.

But it appeared that there are no horizons for people, possessed by a dream and devoted to sea.
At the frontier of the milleniums the Russian yacht “Apostle Andrew” (the skipper – Nikolai Litau) carried out the unprecedented round the world sailing, establishing three world records at once. This was the first round the world sailing in the meridian direction, the route of which for the first time passed over the four oceans of our planet. And the main point is that for the first time in the history of sailing in the northern latitudes, a sailing vessel succeeded to complete the first transit of the Northern Sea Route! At present all three records are registered in the history of remarkable and outstanding achievements of XX century, and the spectators have an unique possibility to become the witnesses of the three unforgettable years of manifestation of courage, stamina and dignity.

While there has been much discussion about a growing partnership between China and Russia in the RFE, especially in the area of energy, the strategic picture is considerably more complicated, involving many sectors as well as both China and Japan as key players in RFE diplomacy. Three short presentations, based on recently published policy papers at NUPI, will examine the RFE-East Asia relationship from different perspectives, and will also explore the question of how East Asian economies can participate in the future development of the RFE.

The Arctic is warming faster than the rest of the world. And according to the Intergovernmental Panel on Climate Change, the last time the polar region was significantly warmer, was about 125,000 years ago. This, in turn, is having a profound effect on sea ice extent in the Arctic Ocean. The last six years have the six lowest minimum extents since satellite observations began in 1979. Further to this, fifty percent of old thick, stable Arctic sea ice has disappeared in the last seven years. Some climate models project that the Arctic Ocean could have ice free summers by as soon as 2030.
This loss in sea ice opens unprecedented opportunity for resource use and extraction, including fisheries, offshore oil and gas development, international shipping, tourism, and other activities. In fact, according to the US Geological Survey, the Arctic may hold 13% of the world's estimated undiscovered oil and 33% of the world's estimated undiscovered natural gas, both of which are thought to be predominantly offshore. Likewise, shipping time and distances could be shaved by transiting across the Arctic Ocean - for instance, using the Northern Sea Route instead of the Suez Canal cuts the distance from Rotterdam to Singapore by twenty-two percent.
Yet, despite all these opportunities, there are still many scientific and other uncertainties. For example, the impact of temperature and sea ice changes on marine ecosystems, marine mammals, and fisheries is being studied to try to understand if and how species will shift and how this may impact commercial fisheries. The feasibility of reliable commercial Arctic shipping is also unclear based on political situations associated with different routes, not to mention the fact that less than 10% of the Arctic is charted to modern day standards which is imperative to prevent groundings and facilitate safe shipping.
Adding to these complexities is the question of the comprehensiveness of the legal or governance regimes applicable to the central Arctic Ocean, especially in light of this new access and ability to harvest resources. The broad based United Nations Convention on the Law of the Sea applies to the Arctic Ocean; however, the Arctic Council, a consortium of the eight Arctic Governments (and its indigenous people) is actively addressing emerging environmental concerns.
This presentation will provide an overview of the changing environmental situation in the Arctic Ocean; possible opportunities for resource use or exploitation related to fisheries, oil and gas, shipping, and tourism; some of the uncertainties and difficulties with operating in the Arctic Ocean; and an evaluation of the legal framework, its gaps, and current activities underway to try to address these concerns, including in the context of an ecosystem approach to management.

The broad based United Nations Convention on the Law of the Sea applies to the Arctic Ocean; however, the Arctic Council, a consortium of the eight Arctic Governments (and its indigenous people) is actively addressing emerging environmental concerns.
This presentation will provide an overview of the changing environmental situation in the Arctic Ocean; possible opportunities for resource use or exploitation related to fisheries, oil and gas, shipping, and tourism; some of the uncertainties and difficulties with operating in the Arctic Ocean; and an evaluation of the legal framework, its gaps, and current activities underway to try to address these concerns, including in the context of an ecosystem approach to management.

In this episode, I've installed the Public Beta 1.20 update which includes the new GPS map functionality which allows you to change your driving routes!! Also included is a new traffic update which is sure to make you want to punch your computer!!!
I began doing Let's Play videos on YouTube with the original Euro Truck Simulator 2. Now I'm returning to those roots with the brand new Scandinavia add-on DLC!! The Scandinavia DLC is an expansion pack that opens up new territory in Denmark, Norway and Sweden. Also coinciding with the new DLC is the release of update 1.17 which updates the graphics engine a bit more, providing stunning visuals, a new day/night cycle, and more!! So please, follow along with me as I once again journey throughout Europe in search of profit and trucking mayhem!!!

This map expansion features Sweden, Norway and Denmark, with mile upon mile of scenic roads and numerous landmarks to see across these three beautiful Nordic countries. New ferry terminals also allow you to board ferries directly and access the coastal cities plus use new sea routes to ports in northern Germany, Poland, and the United Kingdom. Discover 27 Scandinavian cities including Stockholm, Malmö, Göteborg, Oslo, Stavanger, Bergen, København, Aalborg and Esbjerg...

Opened November 17, 1869 after 10 years of construction, it allows ships to travel between Europe and South Asia without navigating around Africa thereby reducing the sea voyage distance between Europe and India by about 7,000 kilometres (4,300 mi). The northern terminus is Port Said; the southern terminus is Port Tewfik at the city of Suez. Ismailia is on its west bank, 3 km (1.9 mi) from the half-way point. In 2012, 17,225 vessels traversed the canal (47 per day).
When built, the canal was 164 km (102 mi) long and 8 m (26 ft) deep. After several enlargements, it is 193.30 km (120.11 mi) long, 24 m (79 ft) deep and 205 metres (673 ft) wide. It consists of the northern access channel of 22 km (14 mi), the canal itself of 162.25 km (100.82 mi) and the southern access channel of 9 km (5.6 mi).
The canal is single lane with passing places in the "Ballah By-Pass" and the Great Bitter Lake. It contains no locks; seawater flows freely through it. In general, the canal north of the Bitter Lakes flows north in winter and south in summer. The current south of the lakes changes with the tide at Suez.
The canal is owned and maintained by the Suez Canal Authority (SCA) of Egypt. Under the Convention of Constantinople, it may be used "in time of war as in time of peace, by every vessel of commerce or of war, without distinction of flag."
In August 2014, construction was launched to construct a second canal, the New Suez Canal, for half of the route of the canal, costing $8.4 billion, to increase the canal's capacity. Funding was arranged by issuing interest-bearing investment certificates exclusively to Egyptian entities and individuals and the target amount was collected over only six working days. The expansion is expected to double the capacity of the Suez Canal from 49 to 97 ships a day. Construction of the project is expected to take a year.

I began doing Let's Play videos on YouTube with the original Euro Truck Simulator 2. Now I'm returning to those roots with the brand new Scandinavia add-on DLC!! The Scandinavia DLC is an expansion pack that opens up new territory in Denmark, Norway and Sweden. Also coinciding with the new DLC is the release of update 1.17 which updates the graphics engine a bit more, providing stunning visuals, a new day/night cycle, and more!!
