Mississippi Valley State University (commonly referred to as MVSU or Valley) is a historically black university located in Leflore County, Mississippi, in the Mississippi Delta, near Itta Bena. MVSU is a member-school of the Thurgood Marshall College Fund.
The institution, which opened in 1950, was created by the Mississippi Legislature as Mississippi Vocational College. The legislation to form the institution was signed into law by Governor Thomas L. Bailey on April 5, 1946. The legislature anticipated that legal segregation of public education was in danger (and would in four years be declared unconstitutional in the United States Supreme Court's decision in Brown v. Board of Education) and therefore created the institution, hoping that its existence would draw African-American applicants who might have otherwise applied to attend Mississippi's premier whites-only institutions—the University of Mississippi, Mississippi State University, and the University of Southern Mississippi. Creating separate institutions of higher learning for Mississippi's black population, the state's political leaders hoped, would help ease the pressure to integrate the state's premier universities. To attract the support of those who opposed any government action to provide higher education to blacks, those proposing creation of M.V.C. used the term "vocational" to imply that the institution's main purpose would be to train blacks to take on blue-collar jobs.
The Mississippi River is the chief river of the largest drainage system on the North American continent. Flowing entirely in the United States (although its drainage basin reaches into Canada), it rises in northern Minnesota and meanders slowly southwards for 2,320 miles (3,730 km) to the Mississippi River Delta at the Gulf of Mexico. With its many tributaries, the Mississippi's watershed drains all or parts of 31 US states and 2 Canadian provinces between the Rocky and Appalachian Mountains. The Mississippi ranks as the fourth longest and ninth largest river in the world by discharge. The river either borders or passes through the states of Minnesota, Wisconsin, Iowa, Illinois, Missouri, Kentucky, Tennessee, Arkansas, Mississippi, and Louisiana.
Native Americans long lived along the Mississippi River and its tributaries. Most were hunter-gatherers or herders, but some, such as the Mound builders, formed prolific agricultural societies. The arrival of Europeans in the 16th century changed the native way of life as first explorers, then settlers, ventured into the basin in increasing numbers. The river served first as a barrier – forming borders for New Spain, New France, and the early United States – then as a vital transportation artery and communications link. In the 19th century, during the height of the ideology of Manifest Destiny, the Mississippi and several western tributaries, most notably the Missouri, formed pathways for the western expansion of the United States.

Jackson is the state capital and largest city, with a population of around 175,000 people. The state overall has a population of around 3 million people. Mississippi is the 32nd most extensive and the 32nd most populous of the 50 United States.
The state is heavily forested outside of the Mississippi Delta area. Its riverfront areas were cleared for slave-cultivated cotton production before the American Civil War, but after the war, the bottomlands were cleared mostly by freedmen. African Americans made up two-thirds of the property owners in the Delta by the end of the 19th century, but timber and railroad companies acquired much of the land. Clearing altered the ecology of the Delta, increasing the severity of flooding along the Mississippi. Much land is now held by agribusinesses. A largely rural state with agricultural areas dominated by industrial farms, Mississippi is ranked low or last among the states in such measures as health, educational attainment, and median household income. The state's catfish aquaculture farms produce the majority of farm-raised catfish consumed in the United States.
A state university system in the United States is a group of public universities supported by an individual state, or a similar entity such as the District of Columbia. These systems constitute the majority of public-funded universities in the country. Each state supports at least one such system.
State university systems should not be confused with federally funded colleges and universities, at which attendance is limited to military personnel and government employees. Members of foreign militaries and governments also attend some schools. These schools include the United States military academies, Naval Postgraduate School, and military staff colleges.
A state university system normally means a single legal entity and administration, but may consist of several institutions, each with its own identity as a university. Some states—such as California and Texas—support more than one such system.
State universities get subsidies from their states. The amount of the subsidy varies from university to university and state to state, but the effect is to lower tuition costs below that of private universities for students from that state or district. As more and more Americans attend college, and private tuition rates increase well beyond the rate of inflation, admission to state universities is becoming more and more competitive.
