In the past nine years, people have gone to Beijing No. 6 Fuqiang Hutong to honor him at the time of his birth and death. Why do people miss this old man even though he was under house arrest by Deng Xiaoping and Jiang Zemin for 15 years? On January 7, NTD interviewed researcher Mr. Yao Jianfu from the Rural Policy Research Office of the CCP Central Committee. He met Zhao Ziyang during his house arrest. Let's see the details. On January 17 2005, Zhao Ziyang died. A 85-year-old man who passed away peacefully after 15 years of house arrest. He is also the former CCP General Secretary persecuted by two generations of the top leaders because of opposition to the "Tiananmen massacre". In the past 8 years, people just came to No 6 Fuqiang Hutong, Zhao Ziyang's former home by Beijing Dongcheng District Wangfujing St. to commemorate him on his birthday and anniversary.They always got beaten up by national security. 82-year-old researcher Yao Jianfu from CCP Central Rural Policy Research Office was one of few people to pass the check to meet Zhao Ziyang. Yao Jianfu: "He would rather bear suffering by himself to pursue the truth even under under dictatorship rule and his actions are missed by people.. It's rare among CCP leaders and Zhao Ziyang just set a good example. The 1989 "Tiananmen Square student democracy movement" became a nationwide anti-corruption protest after Jiang Zemin then the Secretary of CCP Shanghai Municipal Committee closed down the World Economic Herald. According to the exposed evidence inside and outside the system, the CCP refused all political reform and dialogue with students to maintain one-party rule. At 4:50am on May 19, 1989, Zhao Ziyang went to Tiananmen Square to visit the students on hunger strike sympathetically. "I feel so sorry that we're too late. You may criticize us and I am here not to ask you to forgive. I want to say that the students have become very weak since it has been 7 days hunger strike, you can't continue." On the morning of June 4 1989, the CCP military shot the unarmed students and citizens and rolled the tanks to Beijing Tiananmen Square, Chang An Street at the main intersections under Deng Xiaoping's command. In late June, Zhao Ziyang was released from his position as CCP general secretary due to opposing Deng Xiaoping's decision and placed under house arrest. Yao Jianfu: "He chose to be against the inhumanity which Deng Xiaoping committed against humanity in history, against the Chinese people and human beings. There is no retroactive term for inhumane crimes and he will certainly be on trial by court ethics, history courts and international court in the future. " In 1997 after Deng Xiaoping's death, Zhao Ziyang wrote twice to the CCP requiring a re-evaluation of "June 4th" and hoping to recover his freedom. At the time, Jiang Zemin became the head of the CCP favored by Deng Xiaoping even though he was highly criticized by Zhao Ziyang for cleaning up the "World Economic Herald". Jiang Zemin forbad Zhao Ziyang to meet friends at home and limit his activity scope when he was in power. In addition to house arrest, Zhao Ziyang was only allowed to be active at the hospital and a suburban golf course. Jiang Zemin also told the new Standing Committee of the Political Bureau not to rehabilitate "June 4th" student movement when he passed over leadership in 2002. Zhao Ziyang was under house arrest until his death. Mainland human rights lawyer Pu Zhiqiang participated in the "June 4th" student movement and said Zhao's tragedy gives inspiration. Pu Zhiqiang: "I admire Zhao Ziyang because he is at least a real person at that moment and different from many previous CCP general secretaries. He didn't betray principles throughout the rest of his life under house arrest. His tragic fate may also indicate that the so-called healthy force is there even it is a sad thing." "Assigning mental patients an index" requires all counties, cities, and districts to accumulate their data. Patients with severe mental illness must not be less than 2% of the permanent resident population. This mission is included in the evaluation from the Health Bureau to community hospitals, under high level leaders' supervision. However, Chinese official media says the index is a direction, but is not mandatory. A community health worker in Jinshui District of Zhengzhou told an NTD reporter: "Even if it's not mandatory, orders given from high level leaders to lower levels always have a mandatory meaning to them." A health worker at the Health Bureau of Zhengzhou in Henan said, "The question you asked is related to disease prevention and control. I'll let our responsible person answer. Let me contact our responsible person, which may take a few minutes. Please call back in a while at your convenience." The NTD reporter called back from morning to the afternoon,but the phone had a busy signal at all times. China's Civil Rights and Livelihood Watch (CRLW) released a book in 2010 entitled, "Chinese Psychiatric Victims Database" based on cases released by the government. The book includes cases of nearly 1,000 victims who were forcibly treated as mental patients. CRLW responsible person, Liu Feiyue: "These are incomplete statistics. Of course there are not only 1,000 victims forced to be mental patients in China. The victims are mostly petitioners, relocatees, farmers who lost their land, rights activists, etc. The government considers them to be disturbing the social stability. Compared to judicial means, treating them as mental patients is faster, easier, and simpler." Retired Beijing police officer Li Jinping was placed in a mentalhospital in Chaoyang District of Beijing in 2010 because he appealed to rehabilitate Zhao Ziyang. Li Jinping: "They finally sent me to the mental hospital, and fed me medicine without giving me any exam. I threw up and felt sick afterwards. I had headache for a week, and couldn't sleep. I was detained in mental hospital for 7 months. Ahh! I don't want to think about those miserable things." An overseas Website, Minghui, did incomplete statistics, showing at least 30 Falun Gong practitioners had a mental disorder after being tortured in Masanjia Labor Camp in Liaoning by April 2010. This number doesn't include practitioners who had a mental breakdown or who died from torture. Pan Qi, a survivor from Masanjia, also a former doctor in Dalian, saw the miserable condition of Falun Gong practitioner Su Juzhen after she was forcibly fed mental drugs. Su was tortured to death in 2006. Pan Qi: "Her eyes were looking at me with no facial appearance. I asked her 'what happened to you?' She had no response. It seemed like she had no soul." Soon after, the same torture came to Pan Qi. Her detention was extended because she refused to quit practicing Falun Gong. After she developed a mental disorder due to torture, her family was able to bail her out in the name of her mental illness. After that, Pan Qi relocated to the US via Thailand. Falun Gong practitioner Li Bin, now living in the US, was also deceived into a mental hospital in 2010 when he had just received his Masters degree. Li Bin, Falun Gong practitioner in the US, said, "They shut the door after putting me in. I realized I was deceived. There were over 60 mental patients in there. They tied me up and inject some liquid in me. Then, I slept till dusk. They also did electrotherapy on me. One day, I suddenly lost my memory. I felt so useless. That feeling was extremely horrible." A group of 42 mental patients escaped a mental hospital in Teng County of Guangxi on July 5. Official report said the so-called "mental patients" held the care workers hostage, took the keys, cell phones, and cash, and escaped from the hospital. Liu Yuefei points out that often times, rights activists who were forcibly treated as mental patients become more firm in defending rights, and they continuously petition after being released. He had been summoned by the Chinese Communist Party (CCP) police, and is now under continuous house arrest. Hu Jia told NTD that the police clearly expressed that his case is under preliminary investigation. The police may detain him after Chinese New Year. Hu Jia firmly holds that his behaviour is upright, and in line with universal values. He explains that he has nothing to fear and he won't flinch at this. Xu Zhiyong, a Chinese human rights lawyer was sentenced on January 26. On that day, Hu Jia was taken away from his home in Beijing by police, under allegations of "provocation". Hu Jia commented on Twitter that he was prepared to be detained. He asked followers to please notify his lawyer if there was no further news from him in 24 hours. After 24 hours since he was taken by police, Hu Jia returned home. He is not free, and is now under house arrest. Hu Jia told NTD that it's very possible that he will be summoned again by the state security police. The next step might be detention, or even be sentenced to prison. Hu Jia: "The CCP authorities are very clear that Xu Zhiyong was barely involved in street activities. However, Xu was still sentenced to four years imprisonment. Then, let's see how long the regime will sentence me for. Will it be double or triple? I was sentenced with the crime of 'inciting subversion of state power'. If I am sentenced again with that crime, it will be the second time. This will be more than 11 years in prison. After that, I will continue to do what I should do." Hu Jia said that there were six Beijing internet security police officers, who had with them a pile of documents. They carried out a 24 hour interrogation on him. The documents included words that he had said online, his tweets and his photos with his friends in activities during the past year. Hu Jia: "They focused on words I had previously told Mr. Lobsang Sangay, who is political leader in Tibet: 'Don't believe the CCP's regional ethnic autonomy under the so-called constitutional framework'." They also raised the "Back to Tiananmen Square" action that I organized, as well as the "Global Siege" (Global Wei Cheng), a relay hunger strike that will commemorate the 25th anniversary of June 4. The Wei Cheng has been initiated by oversea groups. I have nothing to hide. These are the things I'm doing, and that I'm in charge of. They are in line with universal values. These are my fundamental rights to freedom of speech and to freedom of expression." Mo Shaoping, Hu Jia's lawyer: "From the view of a defense attorney, he was just supporting Xu Zhiyong and Wang Gongquan. Xu and Wang were arrested after they had asked the officials to declare their properties, and asked for the equal rights to education. No matter which way he used, it's a peaceful expression, which isn't a crime." From January 17, the anniversary of the death of Zhao Ziyang, Hu Jia had been under house arrest. The police used the allegation of "provocation" to summon Hu Jia. Zeng Jinyan, Hu Jia's wife, questioned how he could "provocate" when he was accompanied by police. Hu Jia: "I was sitting in an iron chair during the interrogation. It's the chair used for criminals. The first interrogation was from 5pm yesterday to 1am today. The second interrogation lasted several hours this afternoon. Their attitude was relatively calm, not like the one on March 14 last year. That time, the police beat me and injured my head." During the CCP's Two Sessions last year, Hu Jia was summoned for the same reason while under house arrest. During the interrogation, the police from Tongzhou Office, of Beijing Tongzhou District Police Bureau, violently assaulted him, causing his head to bleed. Hu Jia said the police's first summon is an investigation, and it's a warning this time. The state security police warned that all his actions and words are closely monitored by the authorities. All these documents can be evidence that can be used to arrest him. Mo Shaoping: "China's legislature has flaws. This includes the so-called 'investigative' techniques used by the police to monitor Chinese citizens. There's no restriction for them. US police must apply for a permit from a judge before they can search a citizen's home, or monitor a citizen. Chinese police approves itself to do these actions, which is a flaw of China's legislature." Hu Jia is now 41 years old. He has been firmly committed to a number of social movements, including environmental protection, the AIDS campaign, and fighting for democracy and human rights. It is believed that Qin Guogang tricked the female student. He and his wife together beat the student at his office in the CCP College, which caused a blood vessel on her head to burst. Now the injured student has reported it to the police and Qin Guogang is suspended for investigation. An analyst points out the CCP College has become the cradle of training officials involved in sex scandal. In the afternoon of Jan 15th, Shaanxi Province CCP College issued a brief report saying that Deputy Principal Qin Guogang is suspended and being investigated. The result is awaited. Jan 13, a netizen "Chivalrous Expert Hits Tiger" with his Weibo verified as "A Student of Shaanxi CCP College", posted a message "Risking death for exposing the crime of Deputy Principal of Sha'anxi Province CCP College Qin Guogang." The informer also uploaded many screenshots of a sex video of Qin Guogang with a female student. Once the message was published, then it was widely reposted causing a dramatic response. Afterwards, the informer sent out an "ultimatum", requiring Qin Guogang to voluntarily surrender himself to Sha'anxi Province Commission for Discipline Inspection and explain the posted sex video before 6pm Jan 15. In addition, the informer required Qin Guogang and his wife Yang Ying, Chief of Senior Cadre Department of Shaanxi Daily, show repentance for beating a female student and demanded compensation. Otherwise, relevant videos and other evidence will be further published. Jan 14, a Shaanxi lawyer Qu Jianguo says on his Weibo, he has accepted the commission of the injured female student, and has been authorized to undertake all legal affairs in the case of the female student's personal injury done by Qin Guogang, and publish all pertinent legal statements and evidence. Qu Jianguo: "He (Qin Guogang) committed a public injury on her. She (the student) claimed justice and that the law decide on the penal liability of the beater." Qu Jianguo discloses, the litigant party is a part-time graduate student of Shaanxi Province CCP College, and a single mother. At first she prepared to marry Qin Guogang, when she started to develop loving affection for Qin Guogang in August of 2012. The relationship lasted to the end of December of 2013. During this period, she had no idea that Qin Guogang has a wife. Qu Jianguo, who watched the sex video, says that the video was made on August 13, 2013. That day is the Double Seventh Festival of the Chinese lunar calendar. In order to commemorate the affection between them, the video was made, and agreed by both of them. The video was done at the female's home lasting around one hour. NTD Journalist: "Is this the CCP College? Is Deputy Principal Qing in his office today?" The on-duty room of Sha'anxi Province CCP College: "Yes, this is the CCP College. I don't see him. I don't know." Qu Jianguo also said , currently he could not reach Qin Guogang. Qu Jianguo: "At present, his two mobile phones are off. None of his previous phones are connected."
