Chinese President Xi Jinping stressed the new development concept of innovation, coordination, green, opening up and sharing in order to ensure the realization of the goal of completing the building a "moderately prosperous society in all respects" by 2020.
Xi made the remarks during his first inspection tour in the New Year of southwest China's Chongqing, one of the municipalities under the direct administration by the central government, from Monday to Wednesday.
Accompanied by the Chongqing Municipal Party Secretary Sun Zhengcai and Mayor Huang Qifan, President Xi inspected the Chongqing BOE Technology Group Co., Ltd, viewing its products display and the production line.
In its research and development center, Xi heard a report on the technological innovations and achievements. Xi spoke highly of their innovative efforts, which have turned their innovations into technological advantages and branding effect.
Xi said innovation is the key to a company in its development and winning the market. Core technology is never granted by others. Xi asked young people to not just follow others footsteps, saying it is imperative to make self-improvements, work hard and dare to make breakthroughs.
Xi said that innovative personnel are like fine quality seeds. They are hard to get. It requires great efforts to cultivate them. The younger generation must have a sense of historical opportunity, a sense of responsibility and a sense of mission. They should strive to outshine others in innovation.
Xi expressed the hope that technology companies should closely track down the forefront developments of the world, strengthen technological research and development and cooperation, make constant efforts to tackle the most challenging tasks so as to form technical advantages that will enable us to take the initiative in our own hands and translate technical advantages into product advantages and efficiency advantages so as to win more honors for the industry and for the motherland.
Xi also inspected the Guoyuan Port and heard work reports by Chongqing Municipal government.

Sun Zhengcai, the new Chongqing Party Secretary stressed
on November 26 in the Municipal Committee meeting, to
"firmly oppose the vulgar, extravagant, decadent lifestyle".
Commentators believe that, Sun's remarks inform people
from another point of view, that in China's official circles,
everyone is greedy and amative; no one is willing to
abandon the decadent lifestyle.
Since former Jilin provincial party secretary, Sun Zhengcai,
took over as Chinese Communist Party (CCP) Secretary
of Chongqing, continuous scandals have broken out among
Chongqing authorities.
A promiscuous video in a hotel was exposed recently,
showing Lei Zhengfu—known as 'Lei Guanxi'—CCP secretary
of Beipei District in Chongqing, and another five videos are
awaiting release.
Meanwhile, reports say multiple high-ranking officials have
been involved in similar scandals in Chongqing.
Zhu Ruifeng, editor in chief of people's supervision network,
was the first to expose the promiscuous videos of Lei.
Zhu told NTDTV that a 'Chongqing policeman' had given him
Lei Zhengfu's promiscuous videos.
Lei denied allegations when Zhu interviewed him, but later
investigated and interrogated the informants; irritating Zhu.
[Zhu Ruifeng]: "Lei Zhengfu later went to Beijing
to conduct public relations and locally,
he commanded the Criminal Investigation Unit
and the police, to start an internal investigation.
Lei summoned those builders and insiders on the news,
which angered those people who informed on him.
One informant said, 'I will put my life on line to release it!'
exposing another five videos."
Hualong network says, on November 26, Sun Zhengcai
stressed the fostering of healthy and positive life goals
in a Municipal Committee meeting, firmly opposing a vulgar,
extravagant and decadent lifestyle.
Some say it's Sun Zhengcai's efforts of trying to maintain
a good image of the CCP among the public.
China's social problems researcher Zhang Jian, who lives in
America, thinks Sun Zhengcai's words reveal that the CCP officials "are all greedy and amative".
[Zhang Jian]: "The words of the municipal CCP secretary
of Chongqing gave us a very interesting warning that
in China's officialdom all are greedy,
amative and corrupt; morality has long left."
On November 23, Chongqing authorities officially announced
to dismiss Lei Zhengfu and investigate his case.
The newly appointed municipal CCP secretary Sun Zhengcai
quickly removed Lei Zhengfu from his position.
Political commentator Wang Beiji says, Sun Zhengcai quickly
dismissed Lei, but he could not eliminate all corrupt officials.
[Wang Beiji]: "Sun Zhengcai is likely to use Lei's case
and officials' obscene videos to combat any of Bo Xilai and Wang Lijun's remaining forces,
but it's impossible to eliminate all corruption.
It's impossible to remove all corrupt and amative officials
because their power came from corruption.
Under the CCP's deformed system of power,
the so-called 'anti-corrupt officials',
and the so-called 'abandoning of the corrupt lifestyle',
are just superficial actions."
Zhang Jian also says, in Western countries,
government officials are all elected,
and their behavior is subjected to public supervision and
public opinion—but not in China.
[Zhang Jian]: "In China, it is not the same. In a country
where officials become corrupt on a large scale and collectively, it's because they do not have faith.
They only believe in power, beauty, money and self-interest;
these are the ultimate goals of CCP officials—they will use
all kinds of means to achieve them."
Hong Kong media reported that, Sun Zhengcai went to
Chongqing as if going to a purgatory.
Reports say, Sun went to do a good job in Chongqing;
he was ready to 'shed several layers of old skin'.
Political commentator Liu Qikun also points out that,
regardless of who is in power in Chongqing,
there is no future under the CCP's dictatorial rule.
Commentator Wang Beiji says, as for the promiscuous video
case of Lei Zhengfu, things like this cannot be eliminated.
In the future, in China, there will continue to be exposure of
corrupt and kinky officials.
Wang Beiji says, if we want to eliminate this corruption,
there is only one possibility—to disintegrate the CCP.

Sun Zhengcai is a Chinese politician and prominent regional official. Since November 2012, Sun has been the Communist Party Secretary of Chongqing municipality and a member of the Politburo. Prior to that, he served as the Party Secretary of Jilin province, and Minister of Agriculture of China.

China's internet made a wave in anti-corruption not
long ago. It disclosed a scandal involving luxury watches.
The scandals involved Sun Zhengcai, Chongqing's
new Party chief, and He Ting, the new police chief.
Both were accused of wearing different
luxury watches on different public occasions.
Hong Kong's media analyzed that both Sun
and He were targeted for having openly negated Bo Xilai's "Chongqing Model".
Thus, both Sun and He infuriated the grassroots
leftist forces of the Chinese Communist Party (CCP).
After He Ting, Chongqing's new Party chief Sun Zhengcai
was disclosed days ago for owning luxury watches.
Sun Zhengcai has been found with at least 10 luxury
watches, according to Chinese netizens' online search.
Sun's daughter was found to have attended
an expensive private U.S. university.
Netizens questioned how Sun can afford the tuition fee
with his annual income of the Minister of Agriculture.
Among the newly appointed CCP officials, why
were these two CCP officials targeted first?
Hong Kong's Oriental Daily commented
on this issue on January 2, 2013.
It analyzed that before finding his feet in Chongqing,
Sun Zhencai openly denied Bo Xilai's "Chongqing Model".
Sun also allowed the liberal media to unearth
scandals of Bo Xilai and Wang Lijun.
He Ting spoke in public that public security work
was "abnormal" under the leadership of Wang Lijun.
The Hong Kong article reviewed that all these
have infuriated the CCP grassroots leftists.
Now the leftists have lost power in media, but through the
internet, they exposed Sun Zhengcai and He Ting scandals.
Liu Yinquan, chair of US-based Chinese Social Democratic
Party, views it as retaliation from the Bo Xilai faction.
Liu Yinquan: "Since Sun Zhengcai took office in Chongqing,
he has removed several local officials including Lei Zhengfu.
I think the remnants of Bo's faction and other forces would
do everything possible to slander and combating Sun.
It was just the same as what they
did against Ling Jihua not long ago."
Political observer Hua Po says that the fight
against both Sun and He does not eliminate the
likelihood of netizens' campaigns against corruption.
It might be exploited by the political
opponents of both Sun and He.
Hua Po: "One attributing factor for the recent exposure
of the scandals of Sun Zhengcai and He Ting was netizens'
enthusiasm for anti-corruption, and actively providing clues.
The second reason may be infighting among CCP factions.
After He Ting came to reign in Chongqing, he
redressed some unjust cases of victims of police
that were originally mishandled by Wang Lijun.
He also removed Bo Xilai's cronies from key positions."
Three days after taking office in Chongqing, Sun Zhengcai
took down Lei Zhenfu for his exposed sex scandals.
Today, Sun himself is also accused of corruption on the
internet. How will the CCP regime deal with this case?
Hua Po: "The CCP will certainly shield him.
Officials whom neitizens have informed on
will only be as high as department-level ranks.
Scandals of higher-level officials won't
be allowed to appear on the internet.
For example, Lanzhou's Party chief was also exposed
in a luxury watch scandal, but was soon glossed over.
There are other cases, like of Liu Tienan and of Yi Junqing.
So, I think the cases of He Ting and
Sun Zhencai will be handled likewise."
Liu Yinquan: "The CCP officialdom has been corrupt
to the core, and these officials are all involved, I believe.
But they won't be likely to be removed from office,
for that will dampen down their enthusiasm.
The exposure may be used to enable them to withdraw
from this plight in protection of their personal interest.
But it's not likely to truly sack them, I think."
Sun Zhengcai was widely deemed Wen Jiabao's successor.
Since Bo Xilai's scandal was exposed to the public,
the conflict between Wen Jiabao and Zhou Yongkang,
patron of Bo Xilai, has become intensified.
Wen has insisted on conducting a
thorough investigation of Bo Xilai.
Later, Wen himself was reportedly accused of been
involved in "huge corruption", with his family members' wealth worth around US$ 2.7 Billion.
Hua Po: "It's hard to say any CCP official is incorruptible.
That's why Xi Jinping said, 'The metal
itself must be hard to be turned into iron.'
That is, very few CCP officials can
conduct themselves honorably."
Oriental Daily reported that this exposure has proved that
for the officialdom, "crows under the sun are all black".
It commented that the CCP purging
Bo Xilai and Wang Lijun at best only ousted two out of a group of villains.

Sun Zhengcai
Sun Zhengcai (Chinese: 孙政才; born September 1963) is a Chinese politician and senior regional official. Since November 2012, Sun has been the Communist Party Secretary of Chongqing, an interior municipality, and a member of the Politburo of the Communist Party of China. Prior to that, he served as the Party Secretary of Jilin province, and Minister of Agriculture of China.

Career
Sun was born to an ordinary family of farmers in a village located near the city of Rongcheng, Shandong province in September 1963. In 1980, Sun was admitted to the Laiyang Agricultural College (now Qingdao Agricultural University). After obtaining a bachelor's degree, he pursued post-graduate work at the Beijing Agriculture and Forestry Institute and the Beijing Agricultural University, where he obtained master's degrees in agronomy. After completing his academic work, he remained at the institute to conduct further research and eventually obtained positions as an administrator, rising to become executive vice president of the institute, in charge of its day-to-day work.

Both were accused of wearing different luxury watches on different public occasions. Hong Kong's media analyzed that both Sun and He were targeted for having openly negated Bo Xilai's "Chongqing Model". Thus, both Sun and He infuriated the grassroots leftist forces of the Chinese Communist Party (CCP). After He Ting, Chongqing's new Party chief Sun Zhengcai was disclosed days ago for owning luxury watches. Sun Zhengcai has been found with at least 10 luxury watches, according to Chinese netizens' online search. Sun's daughter was found to have attended an expensive private U.S. university. Netizens questioned how Sun can afford the tuition fee with his annual income of the Minister of Agriculture. Among the newly appointed CCP officials, why were these two CCP officials targeted first? Hong Kong's Oriental Daily commented on this issue on January 2, 2013. It analyzed that before finding his feet in Chongqing, Sun Zhencai openly denied Bo Xilai's "Chongqing Model". Sun also allowed the liberal media to unearth scandals of Bo Xilai and Wang Lijun. He Ting spoke in public that public security work was "abnormal" under the leadership of Wang Lijun. The Hong Kong article reviewed that all these have infuriated the CCP grassroots leftists. Now the leftists have lost power in media, but through the internet, they exposed Sun Zhengcai and He Ting scandals. Liu Yinquan, chair of US-based Chinese Social Democratic Party, views it as retaliation from the Bo Xilai faction. Liu Yinquan: "Since Sun Zhengcai took office in Chongqing, he has removed several local officials including Lei Zhengfu. I think the remnants of Bo's faction and other forces would do everything possible to slander and combating Sun. It was just the same as what they did against Ling Jihua not long ago." Political observer Hua Po says that the fight against both Sun and He does not eliminate the likelihood of netizens' campaigns against corruption. It might be exploited by the political opponents of both Sun and He. Hua Po: "One attributing factor for the recent exposure of the scandals of Sun Zhengcai and He Ting was netizens' enthusiasm for anti-corruption, and actively providing clues. The second reason may be infighting among CCP factions. After He Ting came to reign in Chongqing, he redressed some unjust cases of victims of police that were originally mishandled by Wang Lijun. He also removed Bo Xilai's cronies from key positions." Three days after taking office in Chongqing, Sun Zhengcai took down Lei Zhenfu for his exposed sex scandals. Today, Sun himself is also accused of corruption on the internet. How will the CCP regime deal with this case? Hua Po: "The CCP will certainly shield him. Officials whom neitizens have informed on will only be as high as department-level ranks. Scandals of higher-level officials won't be allowed to appear on the internet. For example, Lanzhou's Party chief was also exposed in a luxury watch scandal, but was soon glossed over. There are other cases, like of Liu Tienan and of Yi Junqing. So, I think the cases of He Ting and Sun Zhencai will be handled likewise." Liu Yinquan: "The CCP officialdom has been corrupt to the core, and these officials are all involved, I believe. But they won't be likely to be removed from office, for that will dampen down their enthusiasm. The exposure may be used to enable them to withdraw from this plight in protection of their personal interest. But it's not likely to truly sack them, I think." Sun Zhengcai was widely deemed Wen Jiabao's successor. Since Bo Xilai's scandal was exposed to the public, the conflict between Wen Jiabao and Zhou Yongkang, patron of Bo Xilai, has become intensified. Wen has insisted on conducting a thorough investigation of Bo Xilai. Later, Wen himself was reportedly accused of been involved in "huge corruption", with his family members' wealth worth around US$ 2.7 Billion. Hua Po: "It's hard to say any CCP official is incorruptible. That's why Xi Jinping said, 'The metal itself must be hard to be turned into iron.' That is, very few CCP officials can conduct themselves honorably." Oriental Daily reported that this exposure has proved that for the officialdom, "crows under the sun are all black". investigated and interrogated the informants; irritating Zhu.
[Zhu Ruifeng]: "Lei Zhengfu later went to Beijing
to conduct public relations and locally,
he commanded the Criminal Investigation Unit
and the police, to start an internal investigation.
Lei summoned those builders and insiders on the news,
which angered those people who informed on him.
One informant said, 'I will put my life on line to release it!'
exposing another five videos."
Hualong network says, on November 26, Sun Zhengcai
stressed the fostering of healthy and positive life goals
in a Municipal Committee meeting, firmly opposing a vulgar,
extravagant and decadent lifestyle.
Some say it's Sun Zhengcai's efforts of trying to maintain
a good image of the CCP among the public.
China's social problems researcher Zhang Jian, who lives in
America, thinks Sun Zhengcai's words reveal that the CCP officials "are all greedy and amative".
[Zhang Jian]: "The words of the municipal CCP secretary
of Chongqing gave us a very interesting warning that
in China's officialdom all are greedy,
amative and corrupt; morality has long left."
On November 23, Chongqing authorities officially announced
to dismiss Lei Zhengfu and investigate his case.
The newly appointed municipal CCP secretary Sun Zhengcai
quickly removed Lei Zhengfu from his position.
Political commentator Wang Beiji says, Sun Zhengcai quickly
dismissed Lei, but he could not eliminate all corrupt officials.
[Wang Beiji]: "Sun Zhengcai is likely to use Lei's case
and officials' obscene videos to combat any of Bo Xilai and Wang Lijun's remaining forces,
but it's impossible to eliminate all corruption.
It's impossible to remove all corrupt and amative officials
because their power came from corruption.
Under the CCP's deformed system of power,
the so-called 'anti-corrupt officials',
and the so-called 'abandoning of the corrupt lifestyle',
are just superficial actions."
Zhang Jian also says, in Western countries,
government officials are all elected,
and their behavior is subjected to public supervision and
public opinion—but not in China.
[Zhang Jian]: "In China, it is not the same. In a country
where officials become corrupt on a large scale and collectively, it's because they do not have faith.
They only believe in power, beauty, money and self-interest;
these are the ultimate goals of CCP officials—they will use
all kinds of means to achieve them."
Hong Kong media reported that, Sun Zhengcai went to
Chongqing as if going to a purgatory.
Reports say, Sun went to do a good job in Chongqing;
he was ready to 'shed several layers of old skin'.
Political commentator Liu Qikun also points out that,
regardless of who is in power in Chongqing,
there is no future under the CCP's dictatorial rule.
Commentator Wang Beiji says, as for the promiscuous video
case of Lei Zhengfu, things like this cannot be eliminated.
In the future, in China, there will continue to be exposure of
corrupt and kinky officials.
Wang Beiji says, if we want to eliminate this corruption,
there is only one possibility—to disintegrate the CCP.

Some say it's Sun Zhengcai's efforts of trying to maintain
a good image of the CCP among the public.
China's social problems researcher Zhang Jian, who lives in
America, thinks Sun Zhengcai's words reveal that the CCP officials "are all greedy and amative".
[Zhang Jian]: "The words of the municipal CCP secretary
of Chongqing gave us a very interesting warning that
in China's officialdom all are greedy,
amative and corrupt; morality has long left."
On November 23, Chongqing authorities officially announced
to dismiss Lei Zhengfu and investigate his case.
The newly appointed municipal CCP secretary Sun Zhengcai
quickly removed Lei Zhengfu from his position.
Political commentator Wang Beiji says, Sun Zhengcai quickly
dismissed Lei, but he could not eliminate all corrupt officials.
[Wang Beiji]: "Sun Zhengcai is likely to use Lei's case
and officials' obscene videos to combat any of Bo Xilai and Wang Lijun's remaining forces,
but it's impossible to eliminate all corruption.
It's impossible to remove all corrupt and amative officials
because their power came from corruption.
Under the CCP's deformed system of power,
the so-called 'anti-corrupt officials',
and the so-called 'abandoning of the corrupt lifestyle',
are just superficial actions."
Zhang Jian also says, in Western countries,
government officials are all elected,
and their behavior is subjected to public supervision and
public opinion—but not in China.
[Zhang Jian]: "In China, it is not the same. In a country
where officials become corrupt on a large scale and collectively, it's because they do not have faith.
They only believe in power, beauty, money and self-interest;
these are the ultimate goals of CCP officials—they will use
all kinds of means to achieve them."
Hong Kong media reported that, Sun Zhengcai went to
Chongqing as if going to a purgatory.
Reports say, Sun went to do a good job in Chongqing;
he was ready to 'shed several layers of old skin'.
Political commentator Liu Qikun also points out that,
regardless of who is in power in Chongqing,
there is no future under the CCP's dictatorial rule.
Commentator Wang Beiji says, as for the promiscuous video
case of Lei Zhengfu, things like this cannot be eliminated.
In the future, in China, there will continue to be exposure of
corrupt and kinky officials.
Wang Beiji says, if we want to eliminate this corruption,
there is only one possibility—to disintegrate the CCP.

The scandals involved Sun Zhengcai, Chongqing's
new Party chief, and He Ting, the new police chief.
Both were accused of wearing different
luxury watches on different public occasions.
Hong Kong's media analyzed that both Sun
and He were targeted for having openly negated Bo Xilai's "Chongqing Model".
Thus, both Sun and He infuriated the grassroots
leftist forces of the Chinese Communist Party (CCP).
After He Ting, Chongqing's new Party chief Sun Zhengcai
was disclosed days ago for owning luxury watches.
Sun Zhengcai has been found with at least 10 luxury
watches, according to Chinese netizens' online search.
Sun's daughter was found to have attended
an expensive private U.S. university.
Netizens questioned how Sun can afford the tuition fee
with his annual income of the Minister of Agriculture.
Among the newly appointed CCP officials, why
were these two CCP officials targeted first?
Hong Kong's Oriental Daily commented
on this issue on January 2, 2013.
It analyzed that before finding his feet in Chongqing,
Sun Zhencai openly denied Bo Xilai's "Chongqing Model".
Sun also allowed the liberal media to unearth
scandals of Bo Xilai and Wang Lijun.
He Ting spoke in public that public security work
was "abnormal" under the leadership of Wang Lijun.
The Hong Kong article reviewed that all these
have infuriated the CCP grassroots leftists.
Now the leftists have lost power in media, but through the
internet, they exposed Sun Zhengcai and He Ting scandals.
Liu Yinquan, chair of US-based Chinese Social Democratic
Party, views it as retaliation from the Bo Xilai faction.
Liu Yinquan: "Since Sun Zhengcai took office in Chongqing,
he has removed several local officials including Lei Zhengfu.
I think the remnants of Bo's faction and other forces would
do everything possible to slander and combating Sun.
It was just the same as what they
did against Ling Jihua not long ago."
Political observer Hua Po says that the fight
against both Sun and He does not eliminate the
likelihood of netizens' campaigns against corruption.
It might be exploited by the political
opponents of both Sun and He.
Hua Po: "One attributing factor for the recent exposure
of the scandals of Sun Zhengcai and He Ting was netizens'
enthusiasm for anti-corruption, and actively providing clues.
The second reason may be infighting among CCP factions.
After He Ting came to reign in Chongqing, he
redressed some unjust cases of victims of police
that were originally mishandled by Wang Lijun.
He also removed Bo Xilai's cronies from key positions."
Three days after taking office in Chongqing, Sun Zhengcai
took down Lei Zhenfu for his exposed sex scandals.
Today, Sun himself is also accused of corruption on the
internet. How will the CCP regime deal with this case?
Hua Po: "The CCP will certainly shield him.
Officials whom neitizens have informed on
will only be as high as department-level ranks.
Scandals of higher-level officials won't
be allowed to appear on the internet.
For example, Lanzhou's Party chief was also exposed
in a luxury watch scandal, but was soon glossed over.
There are other cases, like of Liu Tienan and of Yi Junqing.
So, I think the cases of He Ting and
Sun Zhencai will be handled likewise."
Liu Yinquan: "The CCP officialdom has been corrupt
to the core, and these officials are all involved, I believe.
But they won't be likely to be removed from office,
for that will dampen down their enthusiasm.
The exposure may be used to enable them to withdraw
from this plight in protection of their personal interest.
But it's not likely to truly sack them, I think."
Sun Zhengcai was widely deemed Wen Jiabao's successor.
Since Bo Xilai's scandal was exposed to the public,
the conflict between Wen Jiabao and Zhou Yongkang,
patron of Bo Xilai, has become intensified.
Wen has insisted on conducting a
thorough investigation of Bo Xilai.
Later, Wen himself was reportedly accused of been
involved in "huge corruption", with his family members' wealth worth around US$ 2.7 Billion.
Hua Po: "It's hard to say any CCP official is incorruptible.
That's why Xi Jinping said, 'The metal
itself must be hard to be turned into iron.'
That is, very few CCP officials can
conduct themselves honorably."
Oriental Daily reported that this exposure has proved that
for the officialdom, "crows under the sun are all black".
It commented that the CCP purging
Bo Xilai and Wang Lijun at best only ousted two out of a group of villains.

contracted almost all construction work in the county

A construction company hired and trained girls to bribe
local senior officials in order to win the bid.

Subsequently, the contractor tape recorded their adulterous
process and blackmailed Lei Zhengfu to get a larger project.
Surprisingly, Lei Zhengfu was the "preference" of
then Chongqing Party Committee Secretary Bo Xilai.
Then, Chongqing Municipal Public Security Bureau Wang
Lijun arrested and imprisoned both the contractor and Zhao Hongxia.

The Chongqing Municipal Commission for Discipline
Inspection confirmed the official in the video was Lei Chengfu.
Lei was removed from his post and
a criminal investigation was initiated.
Zhu Ruifeng disclosed that the Chongqing Municipal
Commission for Discipline Inspection had known about this case for a long time.
Evidence was also available,
but the investigation never took place.
Zhu Ruifeng: "Wang Lijun and his Public Security
department should have immediately handed over to the
Discipline Inspection Commission any discipline issue
not sufficient to a criminal punishment or arrest.
Lei Zhengfu's official level needs to be dealt with
by the Municipal Commission for Discipline Inspection.

will be named Chongqing's deputy party chief
and vice mayor.
He will succeed Huang Qifan as Chongqing's mayor.
Analysts say that Huang Qifan was involved in Bo Xilai's
evil doings, and that his career has come to an end.
Since the Bo Xilai and Wang Lijun
scandals were exposed In 2012,
Chongqing leadership reshuffling has
become a sensitive issue.
Media have reported that Ma Zhengqi,
Chongqing's deputy mayor,
will be appointed deputy chief of Beijing Municipal
Administration of Industry & Commerce.
Zhang Guoqing, 49, will take over as Chongqing's
deputy Party chief and vice mayor.
Zhang Guoqing graduated from Tsinghua University,
with a major in quantitative economics.
Zhang was formerly an assistant to a chief representative
who has served in Tehran and the Middle East.
Later, he was promoted to vice president of
China North Industries Corp.
Zhang Guoqing is currently North Industries'
General Manager and deputy Party chief.
At the 18th CCP Congress, Zhang Guoqing was
selected as a CCP Central Committee member.
Analysts believe that, after a warm-up, Zhang Guoqing
will finally take Chongqing's mayor's position due to his economic background.
In November 2012, Huang Qifan was selected as
a CCP Central Committee member.
Yet, Huang's future career path is still controversial.
Political observer Hua Po thinks it's only a matter of time
before Huang Qifan exits from power.
This is because Huang must have followed Bo Xilai
in evil doing, he says.
Hua Po: "He contributed to the removal of Bo Xilai.
So no matter what, he will certainly peacefully step down,
especially considering his age.
As for his career, I think Chongqing mayor
is his last stop."
Liu Yinquan, Chair of US-based
China Social Democratic Party, has commented.
Chongqing's new Party chief Sun Zhengcai
is certainly eager to use some new faces.
Liu says that Huang Qifan was credited with
having helped in the purging of Bo Xilai.
Huang may thus be appointed in a nominal position
until he retires.
Liu Yinquan: "Huang Qifan had assisted Bo Xilai in
staging Bo's 'Chongqing mode' for years.
But why was Huang allowed to stay on at this post
at the 18th Party Congress?
I think it may be due to Wu Bangguo's backing him.
Also, Xi Jinping, after just taking office,
wants political stability, especially in Chongqing."
In 2001, Huang Qifan began his tenure as Chongqing
vice mayor. In 2009, Bo Xilai promoted Huang to mayor.
During Huang's 11-year tenure in Chongqing,
the city changed six Party chiefs.
Huang was unofficially tagged a political "tumbler".
Huang Qifan once claimed that he worked with Bo Xilai,
as easily as a fish in water.
Reportedly, Chongqing locals related that
Bo Xilai had three talent advisers,
Xu Ming for stratagem, Wang Li Jun for security,
and Huang Qifan for economy.
After Bo Xilai's removal in 2012, Huang Qifan openly
pledged his loyalty, "resolutely remaining faithful to the Party Central Committee."
Huang was rumored to have exposed some evidence
of Bo's guilt, for the sake of self-protection.
At the 2013 CCP Two Sessions,
Huang Qifan became talkative.
In an exclusive interview with China's media,
the journalist had suggested that
Chongqing's investment in many construction projects
had exceeded local fiscal revenues.
Huang replied that Chongqing's land sale revenue alone
has gained thousands of billion yuan.
Hong Kong's media reported that Huang,
heading a delegation, arrived in Hong Kong on April 16.
The group's aim is to attract foreign investment.
Critic Wang Beiji says that Bo Xilai committed
innumerable crimes in Chongqing.
During Bo's tenure, Huang was certainly
deeply involved in these evil acts.
Wang Beiji reveals that the land sale revenue,
worth thousands of billion yuan,
was actually acquired by seizing
land owned by a great many farmers.
These farmers, encouraged by the regime's deceitful policy,
had to make a living in cities from then onwards.
Wang Beiji: "How could Huang Qifan still keep his post
after Bo Xilai had been taken down?
This was because, at the time, he betrayed Bo Xilai,
turning him in to a bigger demon, the CCP.
He could safely follow a big evildoer for several years,
and finally, when his number was up,
he was able also to safely distance himself from
Bo's crimes, that's not an easy thing to do."

According to Zhu, Chongqing authorities knew about Lei's case for years and gave him the sex tape on November 4th. He also has more tapes implicating other officials.
The expose of Bo's former ally comes as Chongqing's newest Party Chief Sun Zhengcai took office this month. Chinese leaders have also spoken strongly against corruption—using Bo Xilai's case as a warning to other officials.
He has not been formally charged, but state-run media says Bo is being investigated for massive corruption, abuse of power, and also maintaining inappropriate sexual relations with several women.

The expose of Bo's former ally comes as Chongqing's newest Party Chief Sun Zhengcai took office this month. Chinese leaders have also spoken strongly against corruption—using Bo Xilai's case as a warning to other officials.
He has not been formally charged, but state-run media says Bo is being investigated for massive corruption, abuse of power, and also maintaining inappropriate sexual relations with several women.

The Central Committee of the Chinese Communist Party (CCP)
is making changes to its provincial leadership
before its 18th National People's Congress.
The Youth League faction (League faction), which is closely
linked to Hu Jintao, has been gaining influence,
with a majority of China's provinces being governed
by League faction members.
After Jiang Zemin's alleged death and Lai Chanxing's extradition,
analysts believe that the power of Jiang's faction is dwindling,
and Hu Jintao and Wen Jiabao are gaining ground.
Xinhua News Agency reported that the governor of Hebei,
Chen Quanguo replaced Zhang Qingli as CCP secretary in Tibet.
Zhang is scheduled to take over as the CCP secretary
of Hebei Province.
Both League faction members Luo Baoyou and Qin Guangrong,
were appointed secretaries of Hainan and Yunnan, respectively.
Zhang Qingli, a CCP hardliner that governed in Tibet,
used his authority to violently suppress the 2008 Lhasa Uprising.
Kate Saunders, spokesperson for the Free Tibet organization said,
"A change in Party secretaries does not mean
that the CCP has changed its policy on Tibet."
Chen Quanguao was the deputy governor when Li Keqiang was
governor of Henan Province, so he is regarded as Li's trusted aide.
In 2009, Chen became the governor of Hebei Province.
Current changes at the governor and ministerial levels
also include provincial CCP vice-secretary positions of
Hainan and Ningxia Province, Yunnan, Jiangsu,
who is also the director of the PLA military court.
Other personnel changes on the provincial and ministerial level
will take place more gradually, from now on.
Taiwanese media quoted information sources by saying,
"It is highly possible for Inner Mongolia's CCP secretary,
Hu Chunhua and Jilin's CCP secretary, Sun Zhengcai,
to be re-appointed to new posts,
such as vice-premier or Beijing's secretary.
Wu Fang, editor-in-chief of China Affairs magazine:
"Recently, four to five provincial leaders have been replaced,
with the League faction on the rise and Jiang's clique on the decline.
I believe this is normal, because Jiang Zemin is dying,
thus his followers need to find a new master,
giving way for others to assume their positions."
Analysts believe that the recent Beidaihe Meeting
has favored Hu Jintao's League faction.
Soon after the meeting, Hu visited Shenzhen and Guangzhou,
strongly supporting Guangdong's CCP secretary, Wang Yang,
who is allegedly considered by the League faction
as a candidate for general secretary of the CCP.
Another strong figure in the League faction, Li Keqiang,
visited Hong Kong as a "warm-up exercise"
prior to his Chinese premier inauguration.
Although he brought 36 gifts to Hong Kong,
his visit sparked public protests, due to overly tightened security
measures that restricted people's rights to demonstrate
and the freedom of press.
Hong Kong's Apple Daily quoted sources, saying,
"Before Li's arrival, at least two deputy ministers of public security
went to Hong Kong to physically arrange for Li's security.
The Ministry of Public Security is controlled by Zhou Yongkang,
the CCP's secretary of Political and Judiciary Committee.
Xinhua referred to Li's visit as "inspecting Hong Kong"
and propaganda chief, Li Changchun, was responsible for this.
Zhou Yongkang and Li Changchun are in Jiang's faction.
The designated next CCP president, Xi Jingping,

The dramatic climax of Chongqing officialdom continues.
After the removal of ten sex tape officials, the sex tapes
involving higher-ranking officials were said to be revealed.
The discloser, Zhu Ruifeng, was recently summoned
and interrogated for nearly seven hours by Chongqing police.
On January 31, Zhu Ruifeng told NTD that he has decided
to denounce Chongqing police to procuratorate.
Sun Lida, Chongqing's high-level official, is suspected of
being involved in Zhu's latest sex tape to be released.
Zhu Ruifeng has offered rewards to get
Sun's high-definition picture for verification.
Eleven Chongqing officials have been removed from office.
Zhu Ruifeng, a journalist for Jdwsy.com, an unofficial
watchdog, recently was summoned by Chongqing police
for his attempt to release more sex tapes involving
ministerial-level officials.
Among the seven sex tapes to be released, six came from
police informants, Zhu Ruifeng told the media.
On January 29, Zhu said the latest sex tape involves a man,
suspected of being Sun Lida, a departmental-level official in Chongqing.
In his micro-blog, Zhu Ruifeng posted a reward of
1,000 yuan for each high-definition picture of Sun Lida.
The pictures will be used for verification of
the leading role in the sex tape.
January 31-morning, a NTD reporter asked Zhu Ruifeng
if the man is confirmed to be Sun Lida, will he expose the said tape?
Zhu Ruifeng said yes, and he will release the tapes
one by one.
(Journalist, Jdwsy.com) Zhu Ruifeng: "The regime hasn't
dealt with the exposed 11 officials, including Lei Zhengfu.
According to the CCP's Party discipline, they should
be ousted from the Party and dismissed as civil servants.
But so far, they were just removed from office, dismissal
is the first step, which is the usual practice in China's officialdom.
In the past, Lei Zhengfu was the Party chief of Beipei District,
tomorrow he might be named as the Party chief of Nanpei District.
So far, the authorities still protect these corrupt officials."
January 31-afternoon, the chief at Chongqing CCP Municipal
Commission for Discipline Inspection (CDI) answered the media.
The CDI chief said after the exposure of the Lei Zhengfu
scandal in Dec. 2012, Chongqing's CDI set up a task force to investigate.
Preliminary results found that Lei Zhengfu is suspected
of involvement in huge grafts and other serious economic crimes.
The case will be transferred to court in the coming days.
The CDI chief also alleged that the investigation yielded
an extortion gang.
The police have arrested several members
including builder Xiao Ye and Xu Sheqing.
Some other gang members have been released on bail
or held under residential surveillance, according to the news report.
Zhu Ruifeng disclosed that when Chongqing police arrested
Xiao Ye and others, they acquired the sex tapes and detailed information about the officials involved.
However, something unexpected occurred during the trial.
Zhu Ruifeng: "Incipiently, they arranged Chongqing lawyers
to join the criminal examination and prosecution of the case.
This can prevent other officials from being exposed.
But a minion of the builder hired a lawyer in Beijing,
which made Chongqing police very nervous.
They immediately destroyed all investigative evidence,
allegedly in paper shredder machines.
With that, they re-did the police reports for these suspects."
Reportedly, the Chongqing police investigated
the same case in 2009.
The police didn't interrogate and investigate the
officials involved, but closed the case instead.
After Lei Zhengfu's sex tape scandal was exposed,
the police detained several members involved in shooting the sex tape, including Xiao Ye and Zhao Hongxia.
Zhu Ruifeng says that during nearly seven-hour
interrogation, he was asked to offer up criminal information regarding Xiao Ye and of Zhao Hongxia.
Zhu Ruifeng reveals that on Jan. 27, the Chongqing police
seized him in three hours at his house.
He decided to sue the Chongqing police authorities.
Zhu Ruifeng: "This is called being suspected of gathering
evidence through violence or intimidation, which is criminal.
My lawyers decided to denounce them to procuratorate in
Beijing. The police should collect evidence according to law.
They compelled others to offer evidence for
the procuratorate, which is a criminal behavior.
The police said that they have no justification
to convict those arrested gang members.
Thus, the police tried hard to mislead us to say
something against them, so as to convict them."
Tang Jingling, a lawyer in China, indicates that
the Chongqing police's summoning Zhu Ruifeng, as being a suspect or a witness, was illegal.
Under the guise of law enforcement, the police actually
aimed to disable Zhu's watchdog work, he says.

This September, at a U.S. congressional hearing,
Ethan Gutman testified on the appalling systematic
live organ harvesting by the Chinese Communist Party.
Zhang Jianhua, former police officer in Shenzhen,
just ended his trip to Hong Kong for a redressing of grievances.
Zhang unveiled inside stories about CCP public securities
and confirmed the authorities are taking organs from living prisoners.
US-based Zhang Jianhua was a former criminal police
officer in Shenzhen.
In 1996 at an execution site, he witnessed official vehicles
available for live organ removal.
Zhang Jianhua: "I remember that 11 prisoners were
executed that day.
six vans or four or five wagons arrived at the site.
Along the way they were guarded by security staff.
These six vans were probably used to do surgery,
organs were removed inside the vehicles."
Zhang Jianhua recalled that one of the executed prisoners
was Chen Longzhan.
At request, Zhang took Chen's younger brother
to see him for the last time.
Zhang Jianhua: "There was lots of blood inside the
package (to hold the body).
The organs had been removed immediately
after they had been shot.
On being seen later,
their bodies looked empty inside."
Ethan Gutman, is a researcher at the Foundation for the
Defense of Democracies and the author of Losing the New China.
Since 2006, Gutman began conducting comprehensive
interviews with medical professionals, Chinese law enforcement personnel,
among these were interviews with
over 50 refugees from the Laogai system.
On September 12, the U.S. Congress held a hearing
on the CCP's organ harvesting of Chinese religious and political dissidents.
Ethan Gutman testified at that congressional hearing.
Ethan Gutman disclosed that Harry Wu's research shows
criminal harvesting began in the 1980s.
But in the early 1990s, it became a systemic practice.
Ethan Gutman quoted testimony given by Nijat Abdureyimu,
former special officer from Urumqi Public Security Bureau.
"Organ harvesting from living human beings, leave them
expiring during the surgery, of course, it is now become a routine."
Ethan Gutman: "Based on my research, the practice began
in Xinjiang in 1990s. By 2001, the practice had expanded nationwide,
with Falun Gong practitioners providing a much larger
and more frequent and anonymous pool of potential donors."
One of the witnesses is a Chinese physician in exile in
Europe, who worked for Sun Yat-sen University of Medical Sciences in Guangzhou 19 years ago.
In Autumn 1991, as a small medical team member, he was
carried to an execution site in southern suburbs of Guangzhou.
On site, 72 kidneys and corneas were taken from
36 executed prisoners, they were divided among local hospitals.
Each hospital van was equipped with skilled surgeons,
who finished removal within 15-30 minutes.
And organ transplants would be made within the next
six hours back in hospitals.
Ethan Gutman had interviewed eight Falun Gong
practitioners who had been imprisoned in different facilities.
They were all given strikingly similar medical exams,
such as large amount of blood drawn, chest X-ray,
urine sample taken, abdominal checkout and
close examination of corneas.
Ethan Gutman: "I defy Chinese authorities to furnish
plausible explanation for such tests or
why these tests were given to these thousands of
Falun Gong men and women?
Particularly the women were often matched with
an individual guard to prevent interruption.
Why were special buses arranged to take Falun Gong
practitioners away after extensive blood testing?
And why, as time progressed, were Eastern Lightning
Christians or Tibetan activists given the same exams?"

these witnesses began to realize their strengthens collective narrative...
